Tekirdağ Port Embankment Plans were first approved in 1997 by the Ministry of Public Works and Settlement. Later, this port was privatized and continued its activities under the name of Akport Port. In 2006, the 6th Department of the Council of State canceled the Harbor Purpose Development Plan approved by the Ministry of Public Works and Settlement in 1997 on the grounds that the EIA Report was not approved. However, all activities at the port were continued by the Akport Port Authority, which had previously received the Port Privatization Tender. The Environmental Impact Assessment (EIA) Report regarding the construction activities of Tekirdağ Port was completed and approved by the Ministry of Public Works and Settlement in 2007.
In 2008, Tekirdağ Container Port Infill Development Plans were re-enacted by the Ministry of Public Works and Settlement, and entered into force, and this port continued its activities. With this approved plan, “Storage” and all other related activities were allowed on the port and no construction value restrictions such as Precedents, Building Height were imposed on the construction activities on the port.
With the decision of “Environmental Impact Assessment Report” of the Ministry of Environment and Urbanization, dated 19.09.2011 and numbered 2301, the Ministry of Environment and Urbanization was allowed to construct new landfills in addition to the port in question.
In 2012, the Akkök Group, the operator of the Port, was a private company, abandoned the port operation due to various negativities, abandoned its port operations and the said Tekirdağ Container Port remained idle.
After Turkey Maritime Organization, Port of re-privatizing "Build Operate Transfer Model" has decided to built with and appealed to the Prime Ministry Privatization Administration for the subject. Thereupon, the Prime Ministry Privatization Administration prepared the Infill Development Plan for Tekirdag Container Port and approved it by the Prime Ministry Privatization Board in 2016, the plan was published in the Official Gazette and entered into force. In this plan, it was continued to include the provision that “Storage” activities can be carried out in the area, and the construction condition and restriction were imposed as the above-the-port use Precedent = 0,10, but the height was released. Last 2017, some changes were made to the Tekirdağ Container Port Filling Development Plan by the same institution, the Old Factory Small Pier and its surroundings were removed from the said Harbor Purpose Development Plan, and the Port was removed from the Plan in order to serve the passenger transportation, and the port was expanded in this direction. By retaining the zoning plan provisions and notes exactly, a provision was added to the plan note that “Ro-Ro Flights” can be made. There was no change other than those mentioned. This backfill development plan, which was recently approved by the Prime Ministry Privatization Administration with minor changes, is still in force.
As can be understood from the foregoing, the area in question has been approved for the purpose of port filling plans since 1997, and port operations in the area have been continuing since then. No construction restrictions were imposed on the Port Purpose Development Plans, which were reorganized and approved by the Ministry of Public Works and Settlement in 2008, and all kinds of storage structures, along with other port-related activities, have already been allowed without a construction restriction. In addition, with the EIA Report approved by the Ministry of Environment and Urbanization in 2011, new fillings were formally permitted in addition to the existing port area. The Metropolitan Municipality was not yet available at this date. These filling permits already cover most of the expansion area approved by the Ministry of Environment and Urbanization in 2016. After that, in the Tekirdağ Port Purpose Backfill Development Plans, which was approved by the Prime Ministry Privatization High Council in 2016 and approved with some changes in 2017, a significant restriction was introduced as the Constructional Precedent Value = 2008 compared to the zoning plan that was valid in that day. If the user types in the area "Turkey Maritime Organization" is permitted with a thin approved site plan. As it is seen, the foundation of the construction activities in question constitutes the EIA Positive Decision approved by the Ministry of Public Works and Settlement in 0,10 and the Ministry of Environment and Urbanization in 2008, and our institution was not active at the mentioned dates, and any information of the Metropolitan Municipality and the relevant district municipality in this regard or There is no possibility and possibility of negligence.
In addition, our Metropolitan Municipality does not control whether the sea fill made according to the plans approved by the Ministry of Environment and Urbanization is made according to the approved plans and the approved EIA Report. It was understood that the sea embankment, which was brought to the agenda with claims such as Illegal Excavation, was made by the port operator with the invoiced, dispatched material from the licensed mining sites as stated in the EIA Reports.
The part currently being filled is not the Chemical Storage Area as claimed, but the addition of a port area that will allow vehicle and passenger transportation. Important contributions have been made to the approval process of the EIA report, which includes all the necessary objections made by our institution both in the EIA process and other stages, to the permitting process for the Chemical Storage Activities in the west direction, which has not been filled in the area on the other side of the Port Area.
For the reasons explained, the claims made by those written on this subject are unrealistic.
