IMM President Ekrem İmamoğlu, together with Tuzla Mayor Şadi Yazıcı, attended the ceremony for laying the foundations of “KİPTAŞ Tuzla Meydan Houses”. Yazıcı, in his opening speech, stated that in accordance with the decision issued by the Turkish Grand National Assembly regarding the issue, a decision should be taken from the municipal councils and therefore there may be problems in the implementation of the zoning plans.
İmamoğlu responded to Yazıcı's claim with an example of dubious sales that occurred during the past IMM administration period. Stressing that unlawful decisions will not have any consequences in the public's conscience, İmamoğlu said, “The old KİPTAŞ board of directors takes a decision. It says; 'I will buy this land in Başakşehir.' A day later, a vigilant citizen buys this land for 11 million dollars. On Friday, it sells to KİPTAŞ for 47 million dollars. 28 million dollars difference. Who is this awake? They also have records. Who takes this board decision? They also have records. We take this as KİPTAŞ. The previous management. We are doing projects, 300-400 houses. A model is being made in front of KİPTAŞ. In front of KİPTAŞ. Currently at the entrance. 'Don't lift' I said, 'It's going to stay here all the time.' A few months after we took the administration, a decision is made in the IMM Assembly, saying 'We have built a green area'. I hope you didn't raise your hand to him either. Now they say to this, "What a diet, this is what sauerkraut." This does not happen, don't do it. We need to prevent this, ”he said.
KİPTAŞ, a subsidiary of Istanbul Metropolitan Municipality (IMM), laid the foundations of “Tuzla Meydan Houses”, the new social housing project on the Anatolian Side. At the groundbreaking ceremony held in the construction site in Mimar Sinan District, with the participation of IMM President Ekrem İmamoğlu; Tuzla Mayor Şadi Yazıcı, Kartal Mayor Gökhan Yüksel, CHP PM member Eren Erdem and IMM senior management were present. Ali Kurt, General Manager of KİPTAŞ, made the first speech at the ceremony. Sharing information about the details of the project, Kurt emphasized that they have a “people-oriented” business approach. Underlining that they want to be known as a company that is mentioned in social projects and urban transformation, Kurt said, “As it is known, when social housing is mentioned, firstly, small-square-meter apartments and low-quality apartments that appeal to a certain income level come to mind. For us, social housing is a design-oriented, projected project that adds value to both itself and its environment with its projects, ”he said.
KURT: "WE WORK FOCUSED ON HUMAN"
Noting that the cost increases due to the economic crisis affected them, Kurt emphasized that they will continue to stand by the citizens despite all these and the obstacles they faced. Kurt gave the good news that residents as well as residents of the neighborhood can also benefit from the kindergarten included in the project. Speaking after Kurt, Tuzla Mayor Yazıcı thanked IMM and KİPTAŞ for the project they started in Tuzla. Expressing his satisfaction with the fact that the nursery service will be included in the project, Yazıcı claimed that there were some problems in the licensing of the project. Yazıcı, who argued that a decision should be taken from the municipal councils in accordance with the decision issued by the Turkish Grand National Assembly on the subject, put forward the view that there may be problems in the implementation of the zoning plans.
İMAMOĞLU: "WE ARE LIFTING THE WALLS"
Speaking after Yazıcı, İmamoğlu started his speech by thanking everyone who contributed to the project. Stating that the model of the site surrounded by walls has become a tradition in Istanbul in recent years, İmamoğlu said that he also produced similar projects as a person from the construction sector. "In fact, we turned its back on the city, drifted away from the city, especially the neighborhood and neighborhood culture that we are very proud of, completely distant and unbecoming of our own, we have turned a method, a tradition that you have never seen in many contemporary cities of the world," said İmamoğlu.
“We have to make this change. It does not belong to a contractor or a firm from the free market to lead this. To pioneer this, in public buildings such as KİPTAŞ, the sense of integration with the environment and the sense of uniting with the environment, and the feeling of contributing to the environment, that district and that city by showing that courage, should be prioritized. This allows people to meet and integrate green spaces that can create a wealth of common use. In all developed cities of the world, living spaces are designed like this. But we unfortunately prefer the opposite process. Sometimes we think and live that we can provide security by building barriers and building walls. Unfortunately, sometimes these barriers, these firewalls, often lead to the existence of unsafe environments, even though we do this by the state. I applaud these brave steps taken to change this and find it valuable. "
"STOP METRO LINES COST 11 BILLION LIRA"
Emphasizing that their work towards Tuzla will continue, İmamoğlu noted that one of these services will be the new metro line. “As we find finance, we define the process with realistic explanations. Otherwise, the misconception can be great, ”said İmamoğlu,“ The fact that a project that started sometimes in 2015 and 16 is still ongoing today, unfortunately, neither benefits a public budget nor does it benefit citizens. With a simple example; 12 of the 10 metro lines are currently under active construction in Istanbul. And the cost of these 10 lines to the people of Istanbul due to the delay and the economic crisis we have been experiencing in this last period, is above 11 billion lira solely due to the exchange rates and especially the burdens brought by the process. Therefore, in this sense, we want to integrate every work we do and will do right, on time, from the project to the financing, then define the process, make an announcement to our citizens, and define the time when our citizens will have that service, without being mistaken. We are in many projects regarding Tuzla's importance, ”he said.
"WE CAN SAVE MARMARA WITH A COMMON INTELLIGENCE"
Pointing out that Istanbul has accumulated problems, İmamoğlu said, “The solution of some problems that come with the dense urbanization of Istanbul and a dense population is not over. We are also aware of the problems that have accumulated. Of course, in the 25-year IMM administration process, there are neglected processes as well as the things that have been done very well. It is a fact: These works do not have the magic wand skill that an administration of about 2 years can fix in a moment. But we are a responsible management. I am someone who knows that it is a necessity to manage this responsibility by sharing this responsibility with the district municipalities at the highest level, and if this is not the case, there will be no success ”. Bringing the word to the problem of "sea saliva" in the Marmara Sea, İmamoğlu said, "At the point of solving some problems that have accumulated for years, from the top management of our country; From the Ministry of Environment and Urbanization to the Ministry of Agriculture, all municipalities, especially the Istanbul Metropolitan Municipality, have an obligation to work on a strict action plan regarding the Marmara Sea. I would like to hear from here that we will share our existing scientific studies and existing contextual studies with the relevant institutions, as well as effectively enlarging the working group we have established within our organization and addressing this process responsibly in terms of adding our Turkey to all relevant institutions. he spoke.
"WE SHOULD NOT TREAT THIS CITY"
Stating that the 29th anniversary of the Conquest of Istanbul was celebrated on May 568, İmamoğlu said, “This city we live in is the most precious city in the world, always being one of the first class, first degree economic centers and political centers of the world. ; Therefore, we should not forget that living in this city is the primary responsibility of 16 million people. We should neither betray this city nor allow those who betray it. Therefore, he always said, 'God, don't give this city the opportunity to make a mistake; If there is a possibility of making a mistake, help me to eliminate it, O Lord, I pray. God bless this city from betrayal ”he said.
"I WILL MEET OUR CITIZENS IN YEŞİLPINAR"
İmamoğlu, who made clear to the words of KİPTAŞ General Manager Kurt while explaining the details of the project, "Preventing our success with some different agendas ..."
“Maybe my Shai President has misunderstood. What Ali Kurt refers to is the event we experienced in Eyüpsultan. It is an urban transformation project that is completely owned by us and designed in this way, with its green outward facing. For years, they have succeeded in my insistence that our citizens expect good news from us and 100 percent of them approve for the solution of the problem. I said, 'If even one person is missing, you won't start.' In the project, which was started with the approval of 100 percent, a perception was created as if a park would be destroyed there. On the contrary, we will present a permanent beautiful park there with a more accurate project. Despite these statements, it was a protest that some of our citizens put forward by misunderstanding or misguiding. However, the previous KİTAŞ management put it up for sale. In a place where he said 'I can't deal, I put it up for sale, let it make space', we started a process that would make every citizen happy, like pulling a bristle out of butter. In fact, the day I laid the foundation, I saw nearly 7 police officers in a place with 8-50 citizens, which is described as a melee. How those 7-8 citizens surpassed 50 security guards, thought it was my car, opened the door of my vehicle, which was a security guard, and the woman was dragged. I was also very sorry. We sent my relevant friends to their homes and they talked. When I go to inspect the construction, I will meet the citizens there. Bringing this unpleasant incident to the agenda prevented the good work there. This is what disturbs Ali Bey. You need to know this, Mr. Sadi. "
"THE MINISTRY OF INTERIOR TAKES THE FILES FROM US"
Saying, “Of course, there are things that bother me”, İmamoğlu explained a questionable method of selling carried out in the past management period with the following words:
“As Şadi Bey has just stated, 'I made a green space decision about this place…' Unlawful decisions, meaningless decisions are neither in the public's conscience nor in the law, my dear President. So if I need to give an example; Today is Monday. On Monday, the board of directors of KİPTAŞ takes a decision. It says; 'I will buy this land in Başakşehir.' A day later, a vigilant citizen buys this land for 11 million dollars. On Friday, it sells to KİPTAŞ for 47 million dollars. 28 million dollars difference. On Monday, there is a board decision saying 'I will take this place'. Someone comes in - very clever, coming down from the sky - buys this place. With his documents, KİPTAŞ goes on Friday, and buys this place from this awake. Who is this awake? They also have records. Who takes this board decision? They also have records. We take this as KİPTAŞ. The previous management. We are doing projects, 300-400 houses. A model is being made in front of KİPTAŞ. In front of KİPTAŞ. Currently at the entrance. 'Don't lift' I said, 'It's going to stay here all the time.' Such a huge model, 400-odd residences. A few months after we took the administration, a decision is made in the IMM Assembly, saying 'We have built a green area'. I hope you did not raise your hand to it either. Now they say to this, "What a diet, this is what sauerkraut." This does not happen, don't do it. We need to prevent this. You are a very senior, very valuable mayor who is loved by the people of Tuzla. We need to prevent such behavior. This will not be 'for you today, me tomorrow. Every wrong done is a mistake done to the citizen. How much is the public damage? 400-500 million. In a job. We started an investigation process. We filed a criminal complaint. But the Interior Ministry came and said, 'You can't investigate these places. Export 50 files. I will investigate. Let's see what happens with the files by the Ministry of Internal Affairs inspectors. I'm looking forward to."
After the speeches, İmamoğlu and the accompanying delegation pressed the buttons that put the first concrete to the foundation together.
The project has been implemented in a transparent and participatory manner from day one. The answers received in the questionnaire published during the project process and answered by 21 participants guided the architecture and payment terms of the project. "KİPTAŞ Tuzla Meydan Evler", which consists of 198 residences and 149 commercial units, will be a first. With the "Gray Water Recovery" system, which will be implemented for the first time in a social housing project, both those living in these houses and Istanbul will win.
Thanks to the system in the environmentally friendly social housing project, the water used in the houses (domestic waste water from showers, bathtubs, washbasins, washing machines and kitchens, etc.) will be treated and reused (in the reservoirs of toilet bowls and for garden irrigation). Thus, a significant contribution will be made to the protection of natural water resources and the environment by saving both the water bills of those living in these houses and about 100 thousand liters of water needed by an average of 150-20 people in just one day.
