Moscow is not yet ready for paid entrances: Mayor Sergey Sobyanin of Moscow said that the boundaries of the paid parking zone could be extended, and that this initiative should be for the residents and the deputies. Criticizing the news that entrance to Moscow will be paid, Sobyanin said, “It is too early to take this measure. We're not going this way yet. "I do not think Moscow is ready for such decisions," he said.
As of December 25, the paid parking zone covers 70% of the streets within the borders of the Third Ring Road and 25 streets outside the ring road. Car parks cost 40 rubles per hour.
Stating that the issue of paid entry is currently being discussed, the Mayor said:

Moscow is looking for continuity, not revolutionary ways to solve problems by developing public transport and implementing the parking system.
