Izmir Buyuksehir and TCDD Dispute Prevents IZBAN Station Construction

Izmir Metropolitan Municipality responded to the statement made by the Republic of Turkey State Railways (TCDD), its equal partner in Izban, on social media. In the response, in which TCDD's statement was defined as "unjustified accusation", it was stated that "Just when the physical works were about to start, a condition was put forward that Katip Çelebi University Station in Çiğli district, which has nothing to do with Lale Mahallesi station, should be built at the same time, about 25 kilometers away."

The full text of the description is as follows:

It is our response to the unfair accusations of TCDD, our equal partner in Izban;

Izmir Metropolitan Municipality Mayor Mr. Tunç Soyer During the IMM Annual Report negotiations, Ak Parti sözcüHe responded with two sentences to the criticism that the two stations that were needed later on the Izban line were not built, and stated that they had been waiting for approval from TCDD for three months. Thereupon, the following statement has become obligatory against the announcement made on behalf of TCDD, of which we are half partners, in Izban yesterday evening, which never conforms to the state tradition.

Due to the long distance between Kemer and Şirinyer İzban stations, İzmir Metropolitan Municipality has prepared a project to build a station in Lale Mahallesi in line with the ongoing demands of the residents of the area. Our municipality received the project approval and realized the construction tender, signed a contract with the contractor and delivered the site on 26.11.2021. The process up to this point has been carried out in agreement with the TCDD management, of which we are partners in Izban.

Just as the physical works were about to start, a condition was put forward that Katip Çelebi University Station in Çiğli district, which is about 25 kilometers away, which has nothing to do with Lale Mahallesi station, should be built at the same time.

Izmir Metropolitan Municipality stated that the construction of these two stations should be evaluated separately, since it is not possible to build Katip Çelebi Station within the scope of the current tendered work as per the legislation, and conveyed to TCDD in writing that the construction of Katip Çelebi Station was approached positively and it was included in the investment program.

However, our request to start the construction of the Lale Station, which is fully ready, was turned down.
Izmir Metropolitan Municipality, which has built 136 stations on the 41-kilometer line one by one, and realized the investment amounting to billions with today's figures, has the power and will to build two more new stations.

Moreover, we understand (!) the sensitivity (!) of TCDD administrators regarding the transportation of Katip Çelebi University students, and we bring to their attention that the 11 km Çiğli Tramway route, which we are rapidly building, is planned to serve our university.

İzmir Metropolitan Municipality delivered the site for the construction of Mürselpaşa Highway underpass on 14.02.2022. The project passes under 5 active train lines. After the site delivery of the work, a meeting was held with the TCDD 3rd Regional Directorate, and alternative closure options within the line were discussed at the meeting. As a result of the meeting, alternatives were presented to TCDD in our letter dated 04.03.2022 so that the work can be done uninterruptedly and safely.

Based on the aforementioned letter, TCDD stated that some of the lines could be closed, and some of them could be suspended without closing, with the letter dated 14.03.2022. A project was requested from our administration regarding this. Necessary revision project processes are continuing.

We see the TCDD letterhead text, which is not a statement of a state institution but a political declaration, as an extremely grave example of the point reached by the polarizing management approach in our country.

We find it unnecessary to respond to the last sentence in the statement titled "announcement to the public", which we do not want to believe was written under the umbrella of the 166-year-old TCDD, due to our corporate values and our understanding of the state.
