Samsun Has Become the First to 'Municipal Disaster Plan' in Turkey

Samsun Metropolitan Municipality, which attaches importance to institutional mobility, has signed another first. The Metropolitan Municipality, which has prepared the "Municipal Disaster Plan" for the first time in Turkey, will become the institution that organizes the fastest and responds professionally after disasters such as earthquakes, floods and fires, with the effective cooperation of all departments. Metropolitan Municipality Mayor Mustafa Demir said, "Having our municipality a disaster plan will further increase our success in terms of dispatch, coordination, speed and efficiency."

According to the Turkey Earthquake Hazard Map of the Ministry of Internal Affairs, Disaster and Emergency Management Presidency (AFAD), Samsun is located in the second and third degree regions. The Metropolitan Municipality attaches great importance to infrastructure and superstructure investments in the city so that the flood disasters in the past do not happen again. In addition, Samsun Metropolitan Municipality, which has contributed greatly to the flood disasters in Sinop, Kastamonu and Giresun and the forest fires in Antalya, is further increasing its corporate organizational capability.

A comprehensive and detailed plan study was also carried out by the Fire Brigade Department within the framework of the Samsun Disaster Response Plan, the local version of the Turkey Disaster Response Plan. The Samsun Metropolitan Municipality Disaster Response Plan, which was completed with the contributions of the expert team formed under the chairmanship of the Head of Department, Rıza Zengin, aims to define the roles and responsibilities of the solution partner units that will take charge in emergencies such as earthquakes, floods and fires, and to carry out the works in a fast, professional and coordinated manner.

The operation plans of the main and support solution partners, communication system, meeting places, transfer planning, personnel to be assigned to teams and sub-teams in response studies, resource inventories such as tools, equipment, tools, work flows, shift planning and standard operation procedures, were carried out by Samsun Metropolitan Municipality. Its municipality became the only municipality among 81 provinces with a disaster plan.

Providing information about the Samsun Metropolitan Municipality Disaster Response Plan, Head of Fire Brigade Rıza Zengin said that with the plan they prepared, all units will make easier, institutional and professional interventions in times of disaster and emergency. Stating that they determine their work by distribution of tasks between the units, Head of Department Zengin said that the first institutions that come to the fore in any crisis or disaster are the metropolitan municipalities and said, "In case of a possible disaster in Samsun or our surrounding provinces, our municipality mobilizes with all its means."

THE MOST COORDINATED STRUCTURE HAS BEEN PREPARED

Speaking about the content of the plan, Samsun Metropolitan Municipality Mayor Mustafa Demir said, “Having our municipality a disaster plan will further increase our success in terms of dispatch, coordination, speed and efficiency. In the event of a disaster, the Financial Services Department will prepare a budget. SASKİ General Directorate will start damage assessment and infrastructure works. The Machinery Supply Department will send equipment. The Support Services Department will help meet the needs of teams and victims such as food and shelter. The Social Services Department will provide psycho-social services to the public after the disaster," he said.

“The Fire Brigade Department will work in responding to fires and search and rescue. The Science Works will begin the debris removal process. The duties of all similar departments are defined with this plan. In addition, with this plan, the dispatch and coordination of the teams to come will be ensured correctly. In the event of a crisis, we will become the most ready, coordinated, fast and professional institution together with the departments, and we will also have the opportunity to act more easily.”
