Yenimahalle-Şentepe cable car line does not meet regional needs

Yenimahalle-Şentepe ropeway line is not suitable for the needs of the region: In the expert report prepared within the scope of the lawsuit filed regarding the cable car line between Şentepe and Yenimahalle, it was stated that the project was not suitable for the needs of the region. The expert report prepared within the scope of the lawsuit filed for the suspension and annulment of the decision of the Ankara Metropolitan Municipality Council for the construction of a cable car line between Şentepe and Yenimahalle has been completed. In the report, it was stated that the cable car line could not serve public transportation and tourism purposes, it would be unnecessary and expensive. The report stated that the ropeway decision was not suitable for the needs of the region, urbanism principles and public interest.

The Chamber of City Planners and the Chamber of Architects Ankara Branch filed a lawsuit demanding the cancellation of the zoning plan changes and the suspension of execution of the Ankara Metropolitan Municipality Council's decision on 9 August 2012 and 15 October 2012, which envisages the construction of a cable car line between the designated regions in Şentepe and Yenimahalle. Examining the issue within the scope of the case, the expert committee of 3 people completed the report.

Contrary to planning criteria

It was stated in the report that the use of the limited resources of the Metropolitan Municipality in this project will delay other projects that are more urgent and of public interest. In the report, which stated that the zoning change for the establishment of the cable car line does not comply with the provisions of the Municipality Law and the Metropolitan Municipality Law, it was stated that the simultaneous implementation of the zoning plan changes is against the "Planning criteria".

Particle Approach

In the report, it was stated that the ropeway line was not built according to a transportation master plan, and the decision was taken with a "piecemeal approach". In the report, which was argued that no study was conducted on the region when determining the station points, it was emphasized that the integrity of the city and the transportation network was not taken into account. It was stated in the report that transportation studies, technical feasibility, risk analysis and environmental impact studies were not carried out in the said region.

The report, which recorded that the 1/5000 and 1/1000 scaled zoning plan changes in the decision were prepared by simultaneously and almost photocopied and scaled down and made the following statements: “The main use of the cable car is to reach high slopes that cannot be reached by road transportation, but it is also used for urban transportation. The 'Şentepe-Yenimahalle' cable car line, which is stated to be 'public transport and tourism purposes', does not have criteria such as the large elevation difference between the two points for the use of the cable car in urban transportation, the absence of a road connection, the construction cost is too high. It has been concluded that there are no physical panoramic elements that will appeal to this service purpose, it is not compatible with the purpose, and it will be unnecessary and expensive considering the location of the region in the city.

Chamber of Architects Ankara Branch President Ali Hakkan also evaluated the issue at a press conference yesterday. Hakkan said, “A very successful report has been prepared that supports our discourse. It is up to us to get past from here to Gökçek ”. Chamber Secretary Tezcan Karakuş Candan stated that the work on the construction of the cable car line should be stopped and said, “Since the case continues, the studies should be stopped. Trees are still being cut down, this is unlawful ”he said.
