Disaster Resistant Planning and Construction Panel in Bursa

GiSP Bursa Group President Erkan Erdem stated the following in his presentation on Ecosystem Based Management:

“For settlements that are resistant to natural disasters, just strengthening buildings and infrastructure systems is not enough. An ecosystem-based management model is crucial to reduce natural disaster risks and strengthen settlements without damaging natural assets.

Local governments should develop strategies to reduce disaster risks by taking environmental factors into account. These strategies include solutions based on natural systems, such as maintaining the health of local ecosystems, supporting watersheds and combating erosion, and protecting and restoring forests. Additionally, in the urban planning process, ecological sensitivities as well as geological and topographic features need to be taken into account.

In addition to reducing disaster risks, an ecosystem-based approach can also increase the sustainability of natural resources and the long-term resilience of societies. Therefore, it is important for local governments to focus not only on technical solutions but also on ecosystem-based strategies to cope with natural disasters. In this way, societies become resilient to natural disasters, protect the natural environment and take steps for a sustainable future.”

Bursa Uludağ University Real Estate Management Program Head Prof. Dr. Elif Karakurt Tosun discussed the urban transformation projects put forward legally in order to create an urban life with a high quality of life and resistance to natural disasters, bringing about a rent-oriented construction and the responsibilities of contractors, building owners and local governments in this process, specifically in the city of Bursa. Tosun said, “The future of our cities renewed through the urban transformation process; "This is an issue that is too important to be left to the desire of citizens to renovate their homes without spending money and the desire of construction companies to make more profit," he said.

Senior Urban Planner Uluay Koçak Güvener said, “Achieving resilience against disasters requires a multidisciplinary approach and cooperation. In order for these studies to be in a certain systematic and standard; International road maps are needed. "It has been observed that the concept of urban resilience in Turkey is mostly discussed on the basis of natural disasters and climate change," he said.

Lawyer Dr. Kazım Çınar said, “The state, that is, the administration, is responsible for the protection of fundamental rights and freedoms. In other words, in case of a disaster, the responsibility is actually the responsibility of the administration. "When there is a disaster, when structures collapse or there is loss of life and property, the one who deliberately harms someone else with a faulty and unlawful act is obliged to compensate for this damage," he said.

Bursa Chamber of Real Estate Consultants (BEMO) Board Member Meral Türkeş underlined that the year in which the building to be purchased was built, whether it is a condominium and the plan of the building should be checked, adding that risky buildings related to urban transformation can be checked on the ministry's website.
