PRINCIPLES OF APPLICATION

one-) - TCDD Akçay, Arsuz and Urla Training and Recreation Facilities will provide 2024 Summer Camp service between 02.06.2024-28.09.2024.

– Applications for Training and Recreation Facilities will be made digitally on the website kanamp.tcdd.gov.tr ​​between 18.04.2024 and 05.05.2024 (until 23.59) with the right to choose5.

       -In order for the applications to be evaluated, the preliminary allocation fee of 2.000 TL, regardless of whether the camp has been allocated or not, must be paid only for the application (05.05.2024 23:59) until the application deadline (XNUMX XNUMX:XNUMX).camp.tcdd.gov.tr) must be paid via virtual POS (debit/credit card). Applications for which the pre-allocation fee is not paid (or for which payment is made through different channels such as money transfer etc.) will be deemed invalid and will not be evaluated. will not be accepted.

       -After the application results are announced, the pre-allocation fees paid by those who were not allocated a camp will be refunded to the credit/debit card on which the payment was made.

2-) It is essential to benefit from the facilities in the following order.

3-) Bed capacities of our facilities; It is between 2 and 6 in Akçay and Arsuz camps, and between 2 and 5 in Urla camp. A portable bed will be provided for accommodations exceeding the bed capacity of the room. If the bed capacity is not sufficient and a portable bed is provided, the daily operating fee per person will be 50 TL less.

            4-) Check-in for all circuits is at 14:00 on Sunday (catering service starts with dinner on Sunday and ends with breakfast on the last day). Since cleaning works will be carried out in the facility in preparation for the next term, check-out is at 12:00 on Saturday for short circuits and on Friday for normal and special periods. There will be no check-in before the specified hours and no accommodation after the specified hours.  

            5-) The allocations of those who do not attend the facility within 24 hours from the beginning of the semester, without informing the facility management, will be cancelled. In this way, new allocations will be made to empty cabins and a fee will be charged based on the number of days stayed. Those allocated in this way (Annex 1) will be processed on the form.

            6-) No two cabins can be allocated to one person in one circuit, and one person cannot attend more than one facility in the same season. However, if the facility is available, it will be able to make a second request and this will be taken into consideration in the allocations to be made.

7-) Only one of the working spouses can apply to join the facilities. If both spouses apply separately, the allocation will be canceled even if it is made.

            8-) At the end of each period; List of attendees at the facility (Annex 2) It will be prepared completely and without any hesitation (TR ID numbers and workplaces of those allocated and participating with them, workplace registry numbers, degree of proximity, daily wage collected, ages of children, etc.). In addition, at the end of each cycle, an income-expense table will be prepared and sent to the Regional Directorate and the Support Services Department after the approval of the Facility Manager.

Information about the family members of the staff working at the facility and the fees collected are also included. (Annex 2) will be fully stated in the lists.

  • FEES AND FINANCIAL PROVISIONS:

1-) The wages determined for TCDD personnel are applied to the spouses, ancestors and descendants (mother and father, child, bride, groom, grandchild) of TCDD and other Public Institutions and Organizations personnel and retirees.

2-) a) Members of Parliament and members of the Turkish Grand National Assembly whose legislative duties continue or have ended,

  1. b) Spouses, mothers, fathers and children of martyrs, veterans, war and duty disabled, and their spouses, mothers, fathers and children, if they can document this situation, regardless of whether they go together or not.

TCDD benefits from the facilities based on the fee applied to its personnel.

3-) Daily cabin fee for accommodation without having to eat during halftime: A, B and C blocks in Urla, B, C and D blocks in Akçay 1500 TL, other cabins 1200 TL, two-room cabins for Arsuz Training and Recreation Facility 1500 TL, one-room cabins 1200 TL. cabin will be charged as XNUMX TL.

4-) 1% more than the tariff determined for TCDD personnel is applied to those who benefit from the facilities other than those listed in Articles 2 and 50.

5-)After the 2.000,00 TL deposited by the allocants as the pre-allocation fee is deducted from the total camp fee, the remaining allocation fee will be collected in advance at the facility.

            6-) All participants, including those with diet and similar health reports, will be charged the full meal and operating fee as a fee for using the facilities.

7-) At the facilities, no accommodation fee is charged for children born after January 1, 2021. If a meal is requested for them, half of the meal cost will be charged.

For children born between January 1, 2018 and January 1, 2021 (including these dates), half of the accommodation and meal fee is charged (regardless of whether meals are requested in educational and recreational facilities).

8-) For those who gave up their request even though the allocation was made; at least five business days from the start date of the semester in which they will participate (Postal delay will not be taken into accountIf they notify the Support Services Department of their request in writing, the pre-allocation fees will be refunded without interruption. Death, illness, accident, natural disaster and assignment etc. compelling reasons such as (Provided that these situations are documented) outside; For those who notify after this period, the preliminary allocation fee is refunded by deducting 5% for each day between the last day of notification and the petition date.

Except for the excuses stated above, if a notification is made to stop joining the facility after the end of the working day on the last working day before the commencement date, the pre-allocation fee will not be refunded and the revenue will be recorded.

In case of assignment of the personnel allocated on behalf of the name, the persons indicated in the application form will benefit from the facilities.

9-) The food and operating expenses of those who join the facility late or leave early due to their excuse are fully charged. No refund is made by the Facility Directorate.

A letter to be received from the Facility Management in order to refund the fee collected in advance for the days not stayed (including the number of people, the day and time of departure) invoice and official document stating the excuse An application will be made to the Support Services Department with the petition attached. If the excuse is found to be valid, the refund of the fee for the days missed will be provided by the Support Services Department.

10-) A cabin will not be allocated to one person. However, if the space is suitable and allocation is made,Those who stay alone will definitely be charged a fee for two people.

11-) The identity of those attending the facility will be strictly checked and the full fee will be collected in accordance with the above principles. Action will be taken according to the workplace identities of employees in Public Institutions and Organizations. Public institution personnel or retirees and those who do not document that they are their descendants or descendants will be charged a fee in accordance with the provisions of Article 4. The Accounting Clerk and the Facility Manager will be held jointly responsible for the underpayment of the fee.

12-) If the food availability at the facilities is appropriate, regardless of whether those who attend the facilities daily or benefit from this service are TCDD employees; The following fees are collected against the invoice.

13-) a) Daily entrance fee to Urla Education and Recreation Facility is 400,00 TL per person.

  1. b) Daily entrance fee to the swimming pool of Akçay Training and Recreation Facility is 200,00 TL per person.
  2. c) For daily entries, full fee will be charged for those over the age of 12, 6% discount will be applied to those between the ages of 12-50, and no fee will be charged for those under the age of 6.

d) TCDD personnel and retirees and their descendants and superiors will receive a 50% discount on the daily entrance fee, provided that they document their status.

14-) Apart from the entrance fee, those who come to the facility for a day and those who use the facility car park, 200,00 TL A parking fee will be charged upon receipt.

15-) In the facilities, door entry receipt/invoice, parking receipt/invoice, food voucher/invoice, etc. The pages to be used as sequential numbers will be counted as "Collection Receipt" and will be received with a report.

16-) In case of demand, the poolside and dining halls on the days that come across the circuit gaps of the facilities; It can be rented for special meetings, weddings and engagements.

– Hall rent at Urla Training and Recreation Facility is 15.000,00 TL, hall rent at Akçay Training and Recreation Facility is 10.000,00 TL, terrace hall rent at Arsuz Training and Recreation Facility is 12.000,00 TL, garden rent at Arsuz Training and Recreation Facility is 10.000,00 TL. .

– In organizations with meals/treats, meals, cakes, cakes, soft drinks, snacks, etc. If desired, pricing will be charged at least 30% more than the cost per person.

-Video and photo shooting, orchestra and artist will be provided by the bidder.

C- MANAGEMENT-BUSINESS AND ALLOCATIONS:

1-) Procedures regarding the determination of the circuits to be opened in the summer season of Akçay, Urla and Arsuz Training and Recreation Facilities and the cabin allocations are carried out by the Support Services Department. Participant lists are notified to the 3rd Regional and 6th Regional Directorates and Facility Directorates before the start of the circuit.

2-) Those on whose behalf the allocation is made cannot transfer their rights to anyone else. Those who cannot attend the facility for any reason will be replaced by the Support Services Department among those on the reserve list. Those on whose behalf the allocation is made will notify the Support Services Department of any changes they will make to the number of people specified in the application, at least five business days before the start date of the cycle. Since cabin allocations are made according to the number of participants during the application, if a notification is not made and the number of participants is less than the number declared in the application, a fee will be charged based on the previously specified number.

3-) Depending on the condition of the facility, a free cabin can be allocated to the Facility Manager, Accounting Clerk, Fixed Asset Clerk, Catering Clerk, Doctor and Head Chef, and no meal fee is charged. Only the subsistence fee is charged at a 3% discount for up to 50 family members who are legally obliged to look after the personnel assigned to the cabin. The operating and subsistence fee is collected in full from other relatives, provided that they stay in the same cabin. Those who are assigned to the facility as a short-term temporary officer (survey, inspection, supervision, etc.) are also subject to the same provisions.

A bed is allocated to the other staff members who are not able to go to their homes on a daily basis and no meal fee is charged.

4-) At the end of each period, a satisfaction survey is administered to the participants. Digital scan copies of the survey forms are sent to the Support Services Department at the end of each cycle.

           C-GENERAL RULES:

            1-) For the matters not mentioned in this order; The provisions of the Communiqué on Public Social Facilities and the TCDD Staff Training and Recreation Facilities Regulation, which are published annually by the Ministry of Treasury and Finance, are applied.

            2-) General Directorate of TCDD Enterprise; It is responsible and authorized to assign the Facility Manager and other personnel to be made from the workplaces other than the Regional Directorate where the facility is located, to arrange the activity times of the facilities, to determine the wages and collection method, to make cabin allocations.

3-) The Regional Directorate at the location of the facility is responsible and authorized to make the facilities ready for service by maintaining and repairing the facilities, and determining the personnel to be assigned within the Region.

            4-) Meal hours in private circuits: Breakfast will be served between 8: 00-10: 00, Lunch 12: 00-14: 00 Dinner: 18: 00-20: 00.

Meal times in other periods: Breakfast will be served between 8: 00-11: 00, Lunch between 14: 00-15: 00, Dinner between 17:30 and 20:00.
