Minister of Transport and Infrastructure Adil Karaismailoğlu spoke at the opening of the 15th International Conference on Information Security and Cryptology. Expressing that they attach great importance to the program organized with the theme of cyber security in the virtual universe, Karaismailoğlu said, “In the digital age, which is advancing at a dizzying pace, there are great leaps in every 10 years. In the process that came with high data rate, the rising trend of the 2020s was the 'metaverse'. We're talking about a 3D virtual universe that is a digital twin of everything in the real world, with an independent economic system, connected to the physical world. This process, which started in the gaming and entertainment industry, reveals new business models, new forms of cooperation and even new social lifestyles. Along with the Metaverse, the use of NFT and Cryptocurrencies has also accelerated. The virtual sector started to appear in the defense sector along with the games. In addition, trainings are provided for natural disasters, operations and civil applications with the simulation technique.

ALL KIND OF ACTIONS IN LIFE THAT ARE CONSIDERED CRIME ARE RESPONSIBLY DONE IN THE DIGITAL WORLD

Expressing that data security has come to the fore with this activity in Metaverse, Karaismailoğlu also said that there are concerns about privacy and privacy. Pointing out that any act that is considered a crime in real life is done recklessly in the digital world, Karaismailoğlu continued his statement as follows:

“The virtual world, where unlimited actions are taken and all kinds of crimes are easily committed, also fueled the excesses in human nature. It reached frightening dimensions as it was an environment where identities could also be hidden. We continue to work to prevent this. We are implementing the necessary regulations so that the law and the laws do not lag behind technology and that unjust treatment does not occur. The disinformation law, which was accepted by our Supreme Assembly and entered into force on October 18 with the approval of our President Recep Tayyip Erdoğan, was a very important step taken by our government for our people to reach accurate and reliable information. Those who hide among false identities and attempt smear campaigns and reputation assassinations carried out with insults and slander, those who want to stir up our country and our nation with false news and distorted information will no longer think once, but three times. I would like it to be known that we will continue to take all kinds of steps to protect the rights of our nation and to secure the privacy and confidentiality of our nation from now on."

DOMESTIC AND NATIONAL HARDWARE WILL REDUCE POTENTIAL THREATS TO SECURITY

Karaismailoğlu said, "No matter how advanced you are in informatics and communication, attacks in the 'virtual world' are increasing day by day," Karaismailoğlu noted that these attacks have gained a multinational character in an organized manner. At this point, Minister of Transport Karaismailoğlu stated that 'the use of domestic and national software and hardware in electronic communication networks' has become extremely important, and said, "In addition to economic benefits with domestic and national sensitivity; We are determined to ensure that our people have fast, secure and comprehensive communication. Increasing the rate of domestic and nationality in software and hardware will also allow the potential threats to the survival and security of our country to be reduced, and even to minimize after a point.”

WE ALWAYS KEEP LOCAL AND NATIONAL RATIOS AT THE TOP

Emphasizing that they have always kept the domestic and nationality rates at the top during Turkey's transition to 5G and even 6G technologies, Karaismailoğlu stated that they prioritized cyber security as well as establishing a subjective system with this sensitivity. Underlining that the rate of domestic and nationality in the sector was 4,5 percent in the first investment period of 1G, and this rate has exceeded 33 percent today, Karaismailoğlu gave the following information about 5G studies:

“Especially if we summarize our work on 5G; In 2017, we established the 'Communication Technologies Cluster'. We have developed the 'End-to-End Domestic and National' 5G project in order to meet the software and hardware needs with domestic and national resources. We created the 'Next Generation Mobile Communication Technologies Turkey Form'. With the 5G Valley Open Test Field Project, we established test centers in the campuses of our universities. We have implemented the 5G and Beyond Joint Graduate Support Program in order to train qualified human resources. Our projects such as 5G Core Network, 5G Virtualization and Software Defined Network and 5G Radio continue. Hopefully, we will complete our domestic national production works in this technology. 5G, which we will complete with domestic and national precision for our future projects, is an important issue for us. Vehicle-pedestrian communication, vehicle-vehicle communication, vehicle-infrastructure communication will increase, so we will connect all objects more quickly, not just people. Investments in fields such as robotics and automation, artificial intelligence, edge computing, internet of things, blockchain, quantum computing are expected to increase more than 3 times in the next three years. On the one hand, this situation is extremely important. It gives us clues about which areas Turkey should invest in in the future. Thus, 5G; It will be one of the important infrastructures for Turkey, which is in the process of growth based on investment, employment, production, exports, current surplus, and experiencing historical transformation in the economy, to reach its targets much faster. In addition, we will be among the few countries that use 5G with domestic and national means, with the works we have implemented through ULAK and eSIM. In order for our mobile operators to prepare for 5G, we have given them many time permits to try products developed by domestic and foreign manufacturers on their mobile networks. We continue trials in 18 provinces, including Istanbul, Ankara and Izmir. We made Istanbul Airport an airport with 5G. We will continue to carry out 5G studies on such campuses in the coming days. Every development in the field of 5G also lays the groundwork for 6G, which is a top technology.”

ENSURING HIGH LEVELS OF DATA SECURITY IS ESSENTIAL TO US

Explaining that consumer demands, expectations of different sectors, technological diversity, the increase in the number of devices used in mobile communication and digital transformation also diversify the needs in communication, Karaismailoğlu said, “Significant studies are being carried out at our universities on 6G technologies. In the environment of increasing speed and interaction with 6G, cyber security will come to the fore even more. Because, I would like to underline once again that; Providing a high level of data security is indispensable for us. Until this period in 2022, we recorded an increase of 22 percent in mobile communication and approximately 13 percent in fixed communications compared to the same period of the previous year. Today in our country; our broadband internet subscriber; 88 million mobile broadband subscribers; 70 million fixed broadband subscribers; The number of fiber subscribers reached 18 million and 5 million. Our machine-to-machine communication (M2M) subscribers increased to 7 million 800 thousand. We provide internet access to 83% of our citizens. The fact that our country is at the forefront of this issue, where the world average is around 65 percent, is the fruit of long-term hard work. As of the end of June 2022, it has been determined that our country is in the top 20 among all the countries in the world in terms of the total number of internet users. In addition, in the ranking among European countries; We are among the top 5 countries together with countries such as Germany, England and France.

WE CONTRIBUTED MORE THAN 520 BILLION DOLLARS TO OUR NATIONAL INCOME WITH OUR INVESTMENTS

Turkey's communication infrastructure; Minister of Transport and Infrastructure Karaismailoğlu, who stated that they planned with the mind of the state, evaluated them on academic and scientific grounds and implemented them with public-private sector cooperation, said, “During our governments; We have invested more than 183 billion dollars in the last two decades for our country's transportation and communication modes. We contributed more than 520 billion dollars to our national income with our investments. We have planned a transportation and communication investment of 2053 billion dollars until 198. This planned investment will contribute 2 trillion dollars to the production of our country and 1 trillion dollars to the national income. Again, we have created a positive impact of 1 trillion 79 billion dollars on the production system of our country with our transportation-communication investments. The impact of our investments on the employment of the country is 18 million people," he said.

TÜRKSAT 6A'S INTEGRATION AND TESTS CONTINUE RAPIDLY

Reminding that Türksat 5A and Türksat 5B were also put into service, Karaismailoğlu stated that the Türksat 5B communication satellite, which was put into service recently, will increase the current broadband data communication capacity by 15 times. Karaismailoğlu said, “We provide broadband data communication to all fixed and mobile land, sea and air vehicles in the Ka Band coverage area with Türksat 5B”, adding that the integration and tests of Türksat 6A, the first domestic and national communication satellite, are continuing rapidly, and that this satellite is being used by the Republic of Turkey. He said that they will send us into space on the 100th anniversary of our establishment.

Minister of Transport Karaismailoğlu said, “In the communication environment that our communication satellites will provide; In 6G communication technologies, instead of Wi-Fi, Li-Fi, that is; Visible light communication technologies will be used with high-energy LEDs. We will meet three-dimensional sensory augmented reality and meet high-quality mobile holograms and digital twins. In the digital transformation of our public sector; With nearly 61 million users, 905 institutions and 6 services are provided effectively and quickly, the e-government gateway is a very good example.”

Emphasizing that they want to come to a position that not only consumes technology but also designs, develops, produces, creates a brand and creates economic value, Karaismailoğlu said, “In the information and communication sector, we closely follow the applications in the world and develop our national communication system accordingly. Our transport, communication and informatics moves in our country have already begun to bear fruit. In the 'global innovation index' announced by the United Nations' Switzerland-based organization World Intellectual Property Organization and in which 132 countries compete, Turkey rose 2022 steps in 4 to the 37th place. In the index, rising 2 places in the last 14 years; We managed to get into the top 40. We will continue to rise rapidly on this path, to work for the youth of Teknofest and for our future generations who deserve the best and the fastest technology. We make use of information and communication techniques in new and future transportation systems. In this respect; We have prepared the Intelligent Transportation Systems (AUS) Strategy Document and our 2020-2023 Action Plan. We use communication technologies effectively and efficiently in AUS system transformation. Along with smart vehicles, smart roads, smart cities, safe transportation practices, we prioritize economy and environmental factors. We will establish data sharing and data security among stakeholders with all modes of transportation.”

WE CONTRIBUTE TO INSTITUTIONS IMPROVE THEIR CYBER SECURITY WITH EXERCISES

In the pandemic process, remote working and education processes; Expressing that they once again remember how important information and communication systems are, Minister of Transport Karaismailoğlu said, “We saw something else in this process, which is; Cyber ​​security requires special attention and sensitivity in remote access to institutions. Our Ministry carries out policy-making duties in the field of cyber security. In the National Cyber ​​Incidents Response Center (USOM), which is organized within the Information Technologies and Communications Authority (BTK), we carry out successful works on ensuring cyber security. With the software developed by USOM, it scans, detects and informs about security vulnerabilities of institutions. It also identifies young talents by conducting personnel training and competitions. We contribute to the improvement of cyber security of institutions through regular national and international exercises.

Considering all these, we have to make our country an effective power in the world in transportation, communication, satellite and space studies as well as cyber security. our Turkey; We have transformed it into an important center in the international arena in passenger, freight, energy and informatics in every mode of transportation between Asia, Europe, North Africa, the Middle East, the Caucasus and the Northern Black Sea countries. We are developing this further. With these efforts, we are proud to serve our young and dynamic nation; We also fully trust our young people to whom we will entrust these works. We do not categorize our youth with numbers and letters as others do. We are raising our youth, whom we see as the light of the eye, as individuals who are pioneers in information and communication techniques and have national and spiritual values. We define our youth as 'Teknofest youth'. We see the century we are in as the 'Century of Turkey'," he said.
