National Air Traffic Control R&D Project Contract Signed

The National Air Traffic Control (ATC) R&D Project contract was signed on 31 December 2021 within the scope of the R&D cooperation protocol between the State Airports Authority (DHMİ) and TÜBİTAK BİLGEM.

With the completion of the National ATC R&D Project, which will be developed with domestic and national resources, our country's foreign dependency in civil air traffic technologies will be eliminated.

Cooperation between TÜBİTAK BİLGEM and DHMI was initiated in 2009 in order to develop and nationalize the Air Traffic Management (ATM) System. Within the scope of this cooperation; It is aimed to develop the Air Traffic Management (ATM) System with national means by using the knowledge gained, R&D-based concept products and external system interface capabilities. DHMİ realized a total of 12 national projects brought to our civil aviation in cooperation with TÜBİTAK BİLGEM, and 3 projects continue. Projects that have been completed and are currently ongoing constituted an important step towards achieving the National Air Traffic Control System (ATC) target.

NEW PROJECT WILL BE COMPLETED IN 48 MONTHS

The Air Traffic Management System development process will consist of multiple phases that complement each other. In this project, the software components that make up the Air Traffic Management System will be developed taking into account the ICAO, EUROCONTROL and EUROCAE standards. Software components to be developed in 48 months; Surveillance Data Processing System (SDPS), Flight Data Processing System (FDPS), Operational Imaging System (ODS), Supervisor Operational Imaging System (SODS), Flight Information Display (FDA), Position of Technical Supervisor (TSP), Safety Networks (SNETs) , Short Term Collision Warning (STCA), Safe Lower Altitude Violation Warning (MSAW), Territorial Approach Violation Warning (APW), ATC Support Software Tools Medium-Term Conflict Detection (MTCD), Surveillance Aids (MONA), Tactical Controller Tool (TCT) ), Technical Monitoring and Control System (TMCS), Database Management (DBM) and Software Maintenance and Development Environment (SMDE) and Data Link.

With the realization of the project, foreign dependency in the field of civil air traffic technologies will disappear, as well as the knowledge they need and qualified human resources for the sector will be provided to domestic technology manufacturers.

Since the project costs, whose intellectual rights belong to DHMI, will be reflected to the EUROCONTROL national costs and will be recycled in proportion to its contribution to Air Navigation Services, the project will not burden the country's budget.

Air Traffic Control System; It is a system that makes the PSR, SSR and PSR/SSR radar facilities necessary for air traffic services to be managed by the air traffic controller. Air Traffic Management Systems, on the other hand, are systems that allow more effective and safe use of airspace and strategically planning the impact of air traffic on all air traffic services, in addition to air traffic control activities.
