Minister of Transport and Infrastructure M. Cahit Turhan, Mayor of Istanbul Metropolitan Municipality, for the lease of some parts of Haydarpaşa Train Station and Sirkeci Train Station, which are idle, by the General Directorate of TCDD. Ekrem İmamoğluHe made a statement regarding his statements.
Minister of Transport and Infrastructure M.Cahit Turhan said;
“For the last few days, the Mayor of Istanbul Metropolitan Municipality, Mr. Ekrem İmamoğluI sadly followed the rhetoric of 's circulating on social media. Mr. President has taken legal action regarding the tender made by TCDD. Of course, we will give our answer within the framework of the law.
However, I would like to address the saint Turkish nation and the people of Istanbul, considering the right of everyone to be aware of the facts. Under the leadership of our President Recep Tayyip Erdoğan, we have been serving our country and nation with determination and determination for the last 17 years.
As it is known, the areas where the mentioned real estates are located in Haydarpaşa and Sirkeci are within the scope of the site and there are restrictions on zoning. These areas were left out of need due to the decrease in passenger mobility after the commissioning of Marmaray.
In order to provide income to TCDD by contributing to the cultural and artistic activities of the people of Istanbul, a tender was held for these areas. The tender was carried out in accordance with the leasing regulation of TCDD.
On the other hand, Mr. Mayor, before the tender was made, said, "I will take this tender at all costs", which disrupted the competitive principle of the tender. Namely; Where will the company that receives the tender get the licenses, permits and documents related to its works here? Where are the documents such as water, natural gas, non-sanitary establishment certificate obtained? Of course, from the Municipality and its affiliated institutions… In this respect, the involvement of the Metropolitan Municipality caused the competition principle from the very beginning.
Now I ask you how ethical has it been for the companies that are affiliates of IMM to participate in the tender?
Let us come to Mr. Mayor's claims on social media… First of all, I would like to express that the reason for the companies being eliminated from the tender is not related to the issues mentioned in the video published on social media.
The tender conditions have already been made publicly available in advance. Prior to the tender, if the companies enter individually or as a joint venture, the requirements to be met are publicly announced.
The said companies of the Municipality have not been able to fulfill the required conditions either individually or as a joint venture.
In addition, although the terms açık jointly and severally ”are clearly stated in the specification, this statement is not included and amended in the annex of the tender letter.
As a result of the examination, the Tender Commission determined all these matters and excluded the joint venture formed by the companies of Istanbul Metropolitan Municipality.
Moreover, the joint venture of the Municipality has bid less.
Now I'm asking everyone here; those who cannot meet the tender conditions and submit a lower bid kazanis it correct, or is it the bidder who meets the tender conditions and bids higher? kazancost?
From here, I openly ask Mr. Imamoglu, whom we know that the subject of the tender is of special interest.
First of all, is it normal for the IMM administration, which is incapable of preparing even the required documents in the specification, tries to get the tender? Has he always followed this method in his commercial relations up to now?
In addition, in the tender it is trying to enter, the company that submitted 3 times the bid of the Municipality joint venture, won the tender. kazanWhat could be more natural than public high kazanDoes he feel any discomfort from getting three?
“I tend to bid without qualification, I bid less; You have to give the tender to me ”isn't it bullying?
TCDD, 350 thousand TL instead of the company that offered to rent, 100 thousand thousand TL bid to the joint venture, this tender, legal and legitimate? Had the TCDD acted otherwise, would it not have been public loss? Is this a form of illegitimate demands from the public that they adopt and make a habit of?
What is the fuss, the fingers swinging to the contracting authority, if the specification and the proposed figures are in the middle and everything is transparent, if not to involve mischief in the tender?
While there are thousands of times of these areas in the hands of İBB, a modern culture and art area will be established for the benefit of the society in the subject areas of the tender, why does it bother Mr. Imamoglu?
TCDD; has done what, how, why and how long it should do in accordance with the regulations.
What is the purpose of Mr. Mayor in attempting to undermine the reputation of TCDD, one of the reputable institutions of our country?
Also; Mayor of Istanbul Metropolitan Municipality wants the cancellation of the tender to be allocated to the Metropolitan Municipality. A similar demand came from the previous administration of Istanbul Metropolitan Municipality. The managers of the Metropolitan at that time requested the allocation of unused areas belonging to Haydarpaşa and Sirkeci stations to the Municipality, and the TCDD did not approve this request.
If we look at our country today, today is the day of national unity and togetherness. On such meaningful days, it is not possible for the Mayor to try to mislead the general public and the people of Istanbul by misleading the facts and taking a number of lawyers with him.
What is the purpose of Mr. President to try to aggravate society by misleading the facts…
Is it a part of his embracing strategy that he tries to seduce the people of Istanbul?
In addition, I want to make one last reminder that I find useful.
The Republic of Turkey is a state of law. Our institutions are managed according to the principles of law, not arbitrariness. This includes our municipalities. Being a mayor does not give anyone the freedom to break the law. Municipalities or mayors are not above the law. However, Mr. İmamoğlu, by visiting the mayors who were dismissed, showed how pro-legal and legal order he was.
For a mayor to go beyond legal measures, it also means deceiving the citizens he has taken the vote for. Nobody has the right to do that.
Finally, the people of Saint Istanbul!
The Mayor, on the other hand, is on the other hand, trying to forget the promises he made to Istanbul and the people of Istanbul by distorting the agenda. Where are those words?
In this context, aside from starting new projects, I think that you, the precious people of Istanbul, have the right to have information about the cessation of the activities carried out during the previous municipal administration.
Nowadays, when we need national unity and solidarity, the purpose and purpose of a person acting with the attitude and mood of the inability of not to fulfill their responsibilities is to share videos containing false-false expressions in social media and to bring our people to the rush. I leave you to your vast clairvoyance and ferasetinize.
