The Law on the Amendment of the Forest Law and Some Laws entered into force after being published in the Official Gazette. According to the law, cannabis, which is produced with permission for fiber and seed production, can also be produced as an active drug with the amendment made. All stages of cannabis production will be effectively controlled and monitored by the General Directorate of Turkish Grain Board.

The Ministry will be authorized to determine, plan and coordinate policies related to the agricultural sector in cooperation with relevant institutions and organizations and to implement them.

Before starting the production of the products or product groups determined by the Ministry for the planning of agricultural production, ensuring food safety and security, increasing efficiency, protecting the environment and establishing sustainability, permission will be obtained from the Ministry. The Ministry will determine which product or product groups will be produced and the minimum and maximum production amounts on the basis of agricultural basin or enterprise, taking into account the supply and demand amount and the degree of sufficiency.

Supply security will be maintained in strategic products, minimum and maximum production quantities will be determined according to the country's needs, and the occurrence of product surplus or deficiency will be prevented.

ALL PRODUCTION AREAS WILL BE REGISTERED

In addition to the farmer registration system, the registration systems determined by the ministry will be taken as basis in support payments related to plant production.

Instead of registration based on title deed or ownership, all areas where production is made will be registered and these areas will be allowed to benefit from supports.

Considering climate change, sustainable use of natural resources will be given importance. With a planning that puts water at the center, both plant and animal production will be planned.

Necessary arrangements will be made by the Ministry for the development and dissemination of contracted production in the agricultural sector. In order to encourage contracted production, producers will be given priority in granting support.

The Ministry will establish registration systems that include the parties and scope of the contract in order to develop, monitor and control contracted production, and contracts can also be drawn up using these registration systems.

Farmers will not have marketing problems during the harvest period.

Agricultural industrialists will have access to raw materials of desired quantity and quality.

Stability in agriculture and food markets will be ensured by preventing price fluctuations.

INSURANCE CONDITION IN CONTRACTED PRODUCTION

By insuring the products and production assets subject to the agricultural production contract, both the buyer and the producer will be protected against the risks that may arise.

The expert mediator and simple trial procedure introduced with the law amendment will resolve disputes that may arise in contracted production in a short time.

Producers will be temporarily exempted from all litigation and enforcement proceedings, in order to eliminate power imbalances between the farmer and the buyer and especially to protect the small producers.

UNcultivated AGRICULTURAL LANDS CAN BE LEASED

With the law, a regulation is introduced in order to bring the unused lands into production without affecting their essence and property rights, and to contribute to the country's economy in this way.

According to this, the Ministry, with the exception of agricultural lands under the private property of the Treasury or under the rule and disposal of the state, is owned by real and legal persons, and for two consecutive years due to shareholding, property conflict, fragmentation, termination of agricultural activity, migration or any other reason. It will be able to determine the agricultural lands that have not been cultivated for a period of time, and can rent these lands seasonally, with the rental income belonging to the land owners, provided that the quality of the land is not changed, in order to bring them into the economy and use them for public benefit.

INCREASED THE PENALTY OF PEOPLE WHO HELD EXCAVATIONS TO FORESTS

According to the law, fines, confiscation and imprisonment may be imposed on those who throw debris or construction waste into forests by means of transport, or who harm the environment by dumping excavation or garbage.

Those who cause forest fires in violation of the duty of care and attention are sentenced to imprisonment from 2 years to 7 years, and imprisonment from 3 years to 10 years.

The judicial fine given to those who set fires for terrorist purposes can range from 20 days to 25 days.

The person who deliberately burns a forest will be punished with imprisonment of not less than 10 years and a judicial fine from 1000 days to 10 thousand days.

If the crime is committed with the aim of delaying the intervention to the fire or making it difficult to extinguish the fire, and in the place, time or conditions that are suitable for realizing this purpose, the penalty to be given to the perpetrator will be increased by half.

Martyrdom STATUS IN FIGHTING FOREST FIRES

In addition, members of the Forest Service, public employees and volunteers who lost their lives during the fight against forest fires will be considered martyrs.
