Bursa Metropolitan Municipality Mayor Candidate Selçuk Türkoğlu announced the Local Government Vision at the launch of the project titled "Livable Bursa".
Stating that İYİ Party's understanding of local government is formed by "common sense", Türkoğlu stated that among the projects announced, basic issues such as "resilient city", "scientific urbanization", "reaching bursa", "social municipalism" stand out.

TARGET 2050
1/100.000 ENVIRONMENTAL PLAN
Unfortunately, our Bursa does not have a constitution. What's that? 1/100.000 plan. Is there? No! It was tried to be built for 2040, but it could not be completed. Taking into account the views of the city dynamics and the plan; We will prepare the 2050/1 scale Central Environmental Plan for 100.000, including Gürsu, Kestel, Mudanya and Gemlik districts, with a multidisciplinary and holistic approach and implement it immediately.
ZONING AND ENVIRONMENTAL COORDINATION IS A MUST
We will also prepare all Master and Implementation Development Plans and update them in accordance with the Environmental Plan. We will definitely no longer allow unplanned (disorganized) construction.
LAND FOR THOSE WHO WANT TO BUILD THEIR OWN HOUSE
We will make implementation plans for lands suitable for construction that are owned by municipalities and transferred to the municipality with the Metropolitan Law. We will give the lands to be produced here at reasonable prices to our citizens who do not have a house but want to build their own house, on the condition that they build their own house within 5 years.
AN END TO OBJECTIVE FEES
At the license approval stage; We will eliminate the aphakic fees charged for places that have completed previously abandoned areas in zoning parcels according to the plan loss rate.
MIGRATION OF TRIBES WILL END
Huge organized industrial zones such as TEKNOSAB, DERİ VE TEKSTİL OIZ are being built 30-40 km west of our city, but adequate housing and social facilities areas where the people who will work in these areas can live and settle are still not planned. Water reserves are not taken into account. 30-40 km. It is clear that coming here from afar every day like a "Migration of Tribes" would be a waste of money and time.
STORAGE AND LOGISTICS AREAS
It is also clear that there will be a need for storage logistics areas for the products produced in these regions. If you do not plan these areas with a holistic approach, unplanned construction will begin and end at a speed we cannot predict, just like in the center of Bursa, and it will be impossible to reverse it. Therefore, we will plan these areas in advance.
EMERGENCY ACTION PLAN
Bursa does not have a Natural Disaster Emergency Action Plan. Who says? The Ministry of Environment, Urbanization and Climate Change says in its response to the parliamentary question we submitted! Our first job will be to prepare the Natural Disasters Emergency Action Plan.
YUNUSELİ MEETING CENTER
Location of Yunuseli Airport; We will plan it as "Disaster Recovery and Disaster Logistics Airport". The existing runway will be extended by 400 m and will be made suitable for the landing of light cargo aircraft. It will be planned to form a tent and container city, and will be organized as a recreational area in the form of parks, green areas and running tracks in normal times.
INDEPENDENT INFRASTRUCTURE IN THE MEETING CENTER
We will urgently create 'Gathering Centers' where our citizens can meet their urgent needs and park their private vehicles in times of possible disasters and other crises. Electricity, water, gas, communication, etc., independent of the main grid, are provided to these areas. create lines and place tools, generators, projectors, etc. in one corner. We will install equipment and build warehouses.
ROOF AND SIGN SECURITY
Taking into account the southwest winds that frequently occur in our city, we will work to prevent the dangers caused by roof and sign blown off. We will ensure that unsupported and haphazard roofs are replaced, and signs that are dysfunctional, worn out, create a bad appearance, spoil the aesthetics of the city and pose a danger are removed. We will encourage information signs to be written on shop windows, windows and doors, as in European cities, and we will also increase the taxes on the signs.
END TO VERTICAL DEVELOPMENT FRAUD
Contrary to current administrations that perceive Urban Transformation as "Profit Transformation", we will carry out urban transformation practices in accordance with its purpose and spirit. The craze for demolishing 2-3 storey houses and building multi-storey, vertical construction is not urban transformation, this distorted understanding will end!
EMERGENCY INTERVENTION TO RISKY AREA
We will give priority to the transformation of buildings in very risky areas. As the Municipality, we will intervene in the transformations in these areas and make an active contribution in economic and administrative terms.
THE CITY SILHOUETTE WILL BE PROTECTED
Every city in the world has its own texture and silhouette. In this sense, we will add new beauties to the remaining beauties of Bursa and protect the new city silhouette and texture that will emerge, and we will never spoil it!
GROUND SURVEY SAFETY
Both in the preparation of the city's Constitution and in compulsory new development plans; We will make our decisions in the light of scientific criteria and reporting appropriate to the topographic condition and ground dynamics of the land.
RENTAL SUPPORT FOR LOW INCOME
We will provide additional rental support to our low-income citizens who do not have another home during the construction of their own homes, and we will not victimize them.
NO COMPROMISE IN PARKING APPLICATION
Lack of parking is the number one issue in development planning in our country and especially in the never-ending traffic problem of our cities. This situation was caused by somehow turning a blind eye to the "parking requirement" sanction in the plans. The number one plan requirement to be followed in the new period is; The parking lots will be moved to the basement floors and thus social and green areas will be increased.
END TO PLAN UNCERTAINTY
We will take transparency as a basis. For this reason, the architectural projects and views of the buildings to be transformed, the total construction areas before and after the transformation, and the number of independent sections will be launched in advance. If it changes, we will definitely obtain the approval of the rights holders.
SECURE INFRASTRUCTURE
If population growth is anticipated due to transformation, we will expand the project areas so that the integrity of the zoning plans is not compromised. We will consider in advance the necessary plan changes to increase social and infrastructure areas.
PUBLIC RIGHTS WILL BE PROTECTED
Projects that generate high rent other than Reasonable Profit + Cost due to their location in the plan will be examined meticulously and the public and state treasury will be prevented from losing their rights.
SCIENTIFIC MASTER PLAN
First of all, together with our universities and academic chambers, we will remake the 'Bursa Transportation Master Plan' with a scientific and rational approach, taking into account criteria such as the city's growth direction and speed, as a solution to the long-term need.
7/24/ SERVICE
We will build pocket bus terminals in the east and west of the city. We will implement our public transportation plan on a 7/24 basis. We will not condemn our citizens to spend the night in terminals after 12 at night.
DEEP METRO
There is no need to reinvent the world. We will urgently prepare deep metro projects for Bursa. We will develop light rail systems and integrate them with deep metro systems.
FIRST STAGE 24 KM, 16 STATIONS
Stage 1 of our Deep Metro Line will consist of 23 km and 24 stations between Kestel - K.Sanayi and 16 Nisan neighborhood. There is an underground (deep) metro network in many important cities of the world and in our country, including Istanbul, Ankara and Izmir. Excluding the ongoing ones, there is a 202 km long underground metro line with 138 stations in Istanbul, 67 km with 57 stations in Ankara, and 27 km with 24 stations in Izmir. In our city, which is close to these cities in terms of population and has perhaps more added value, the deep metro system, apart from the light rail system, of which 6-7 km is underground, has been promised every time, but even 1 km has not been built so far.
DEEP SCALE FOR TRANSPORTATION
Therefore, in the medium term; The construction of an underground metro with a total length of 24 km will make a significant contribution to the transportation of our city. Since these lines are in a different location than the currently used routes, they will not have a negative impact on the existing traffic during the construction period.
BURSA WILL REACH GORKLE
By integrating with the existing light rail system, which will be extended 3,5 km to Görükle, uninterrupted transportation will be provided from Uludağ University to Kestel and Gürsu.
WE WILL INTEGRATE THE METRO WITH THE LIGHT RAIL SYSTEM
A significant population will be increased by ensuring integration with the new light rail systems along the Hürriyet -Yunuseli - Bus Terminal - Bağlarbaşı -Emek line, starting from the Stadium Station to be built on the Deep Metro Line, and along the Demirci-Çalı-Yaylacık-Tahtalı-Kayapa line, starting from Küçük Sanayi Station. It will be possible to introduce a more rail system.
NEW SOLUTIONS TO BLINDNESS
We will save Acemler and Mudanya Road Junctions, which have become the connection point of almost all our existing main arteries, from becoming a deadlock by making alternative arteries.
ALTERNATIVE MAIN ARTERIES
The flow will be uninterrupted on 11 September and European Council Boulevards and Muhsin Yazıcıoğlu, Çelebi Mehmet and Hüdavendigar Boulevards, which start from Otansansit and reach Soğanlı but were never completed. We will turn these into alternative main arteries by minimizing traffic lights by constructing intersections, sinkholes, tangent type roads and under/overpasses.
PARKING IN EVERY NEIGHBORHOOD
We will build high-capacity car parks, at least one in every neighborhood, especially in places close to main arteries and metro stations.
INCENTIVE FOR PARKING PARKING INVESTORS
We will provide convenience in area allocation and licensing to entrepreneurs who want to build a new generation multi-storey car park.
TECHNOLOGICAL SIGN REVOLUTION
We will completely renew the road information sign system by taking advantage of technological opportunities. By increasing the number of early directional warning signs, we will prevent traffic congestion and accidents caused by turning at the last minute.
MODERN ENTRY AND EXIT TO GEMLİK
We will save our Gemlik district, which does not have a proper entrance to the city center, from this deprivation. We will ensure that our citizens reach the district by the shortest route.
INTERNATIONAL MARINA
We will build a large commercial marina where cruise ships that will bring tourists to Bursa and Iznik by sea can dock, where yachts in the Marmara region will be moored, with social facilities and shops where we can introduce and market our brand products to tourists.
ATATÜRK CITY AND CULTURE SQUARE
Unfortunately, the attempts made for the square in Bursa to date have fallen victim to profit. However, in a city without a square, neither DEMOCRACY nor the existence of a DEMOCRATIC administration can be mentioned! For this reason, the dysfunctional national garden built on the site of the Atatürk stadium, which was demolished without foresight; We will transform it into "Atatürk City and Culture Square", where rallies can be held, ceremonies and concerts will be held, and it will have social and cultural areas, suitable for its purpose, and can accommodate 60.000 people on an area of 2 m200.000.
ZEKİ MÜREN ART CENTER
We will build the "Zeki Müren Art Center" next to the "Atatürk City and Culture Square". There will be music courses, concert and exhibition halls.
CAMPING CENTERS
Our low-income citizens over the age of 65; We will offer the opportunity to holiday and socialize for periods of 9-1 weeks in bungalow-type structures with hotel comfort, which will be built in areas that will be arranged in harmony with nature, in 3 locations, especially in the south of Uludağ and Mudanya. Transportation to these social camps will be provided by shuttles, and there will be cafeterias and walking tracks, as well as medical personnel and ambulance services.
SCHOOLS WITH RURAL EQUIPMENT
We cannot keep our young people in our districts, especially in our mountain region districts, because we cannot meet their social needs and cannot create job opportunities. The existing colleges here have departments such as Office Management and Secretarial, Accounting, Call Center Operator and Textile, which do not have equivalents in our rural districts.
FACILITY AND EQUIPMENT SUPPORT

EQUAL OPPORTUNITY IN EDUCATION WITH FREE COURSE CENTERS
The most important shortcoming of our education system is that it has never been able to provide equality of opportunity, and this injustice is gradually deepening. In this context, we will open free course centers for 8th and 12th grade students, and we will not make any of our children victims of inequality in Bursa. We will also provide tidy nurseries for our pre-school children instead of flimsy baby carriers.

Local governments are also responsible for our guest students staying in our city for educational purposes. One of our first actions will be to build enough student dormitories.
FIGHT AGAINST SUBSTANCE ADDICTION
We will actively use all available tools to keep our youth away from tobacco and substance addiction. We will use billboards for informational purposes rather than advertising about how families should behave and the signs of starting and tending to substance use.
TREATMENT AND REHABILITATION CENTER
Within the scope of the fight against drugs, we will increase public service announcements through all communication tools such as social media. We will undertake the task of reporting to law enforcement officers who will monitor the school surroundings and places known to be hotspots and reported areas by civil police teams. Despite everything, we will increase the number and accessibility of treatment and rehabilitation centers for our young people who are involved in bad habits.
SPECIALIZED AREAS BASED ON AGRICULTURE
We will definitely make Tarım A.Ş. much more effective. We will create parcels suitable for greenhouse cultivation on lands transferred to the municipality and unused lands near village settlement areas and provide infrastructure services. We will give priority to farmers under the age of 30 residing in the region and rent them free of charge for the first 5 years, and at the end of the period, we will allow them to own them for a fee upon request.

Likewise, we will prepare typical projects for greenhouses and livestock facility buildings and provide them free of charge to our farmers.

We will guarantee the purchase of qualified products produced in these areas and ensure that they are offered for sale in markets in city centers and also in social markets that will be opened. We will distribute some of the purchased milk produced free of charge to our children in disadvantaged neighborhoods.
REGULATION OF IDLE LANDS
We will rearrange the agricultural lands that have become smaller, whose geometry has been distorted, and which do not have cadastral roads in a way that economically prevents agriculture, on an island and location basis, in coordination with the Directorates of Agriculture, subject to the consent of the citizens.
INCENTIVE REVERSE MIGRATION
We will determine and finalize the boundaries of the Village Settled Area as soon as possible. We will carry out development activities aimed at producing suitable land in these areas for our citizens who want to return to their villages and take part in rural production.
LOCAL ARCHITECTURE WILL REMOVAL
We will develop the type of architectural project application suitable for the local texture in requests for the construction of agricultural and livestock buildings and housing, and shorten the costs and processes of obtaining licenses. To help our citizens who decide to return from the city to the village to participate in agriculture and livestock production, to obtain their residence permits, to present their production projects, to renew their existing homes, if any, etc. If they meet the conditions such as, we will provide 100.000 TL moving and settlement assistance.
NO PASSAGE FOR IRREGULAR MIGRANTS
We will stop the services provided by the municipality to residences and workplaces that are found to be rented or used by irregular illegal immigrants, by giving them time to vacate.
THE GETTO ERA WILL END
We will fight against the population concentration of foreign immigrants and refugees in one point of our cities. We will not allow foreigners to establish ghetto neighborhoods.
SIGNAGE WILL COME STANDARD
We will set standards for the use of Turkish alphabet letters on billboards and promotional signs. We will remove existing signs and billboards that do not comply with this rule.
SUPERVISED LICENSE PERIOD
We will impose strict inspections on establishments operated by foreigners in order to protect the trade of Turkish citizens and prevent unfair competition and the informal economy. We will cancel the licenses of workplaces where deficiencies are detected in matters such as illegal workforce, hygiene conditions, products of unknown origin, work and residence permits, and professional qualifications.
LOCAL PRIORITY IN EMPLOYMENT
We will ensure that local citizens are employed in our municipalities and affiliated organizations. We will not allow any person of foreign origin to be employed in our institutions, regardless of their status.
DOMESTIC EMPLOYMENT CONDITION IN TENDERS
In addition to general issues, in companies that are involved in municipal service tenders or direct service procurement; We will look for features such as having local and national capital and employing Turkish citizens. If these conditions change, we will terminate their contract.
BURSA BRANDS INSTITUTE
In order to protect and develop the world-famous but disappearing brand values of Bursa such as 'Chestnuts, Towels, Knives, Olives, Black Figs, Peach, Sericulture, Spa, Karagöz Hacivat, Bursaspor', identify their problems and produce solutions, we urgently call "Bursa Brands". We will establish the Institute.
INCENTIVE FOR CHESTNUT PRODUCTION
With this Institute that we will implement; We will establish an information system by first measuring and mapping the existing Chestnut Areas throughout our province. We will receive scientific reports on why the chestnut production capacity has decreased, what the diseases are, if any, what the threatening elements are, etc., and what the solution will be.
OPPORTUNITY FOR NEW ENTREPRENEURS
We will request from the forest administration to allocate the areas within the forest borders but without forest cover to be designated as chestnut groves. We will turn these areas into chestnut groves under the coordination of the Forest Administration and ensure that they are rented out to businesses that want to become entrepreneurs, with the income belonging to the Forest Administration. We will also carry out geographical indication registration procedures.
OUR VALUES WILL COME TO LIFE
We will first identify the problems and needs of existing businesses that produce products related to our brand values, which are produced in the form of small industrial production such as knives, towels, and sericulture, in the places where they continue to produce, and provide the necessary assistance and support.
BURSA BRANDS INDUSTRIAL ZONE
We will provide space for those with insufficient production spaces, and if not, we will create a 'Bursa Brands Specialized Small Industrial Zone' that can only be used by workshops with brand value that are large enough to meet the need.
THE LEGEND WILL COME BACK
Our priority will be to ensure that Bursaspor's number one brand value, Bursaspor, regains the value it deserves.
For this purpose, we will establish a SUPER-POLITICAL CONSULTANCY BOARD and establish the system with COMMON MIND that will ensure the financial independence of the club. By implementing practices that will bring back exemplary entrepreneurship and productivity in the infrastructure, we will mobilize our local resources to recreate a stable Bursapor that looks to the future with confidence.
MULTI-PURPOSE SPORTS HIGH SCHOOL
We will establish and implement a scholarship and boarding school "Bursa Sports High School" for our sports-talented children who will be selected through special talent exams to be held by the municipality. We will build sports fields for branches such as football, basketball, volleyball and tennis on the high school campus. The aim will be for our young people who are successful here to bring athletes to the upper structures of our clubs, especially Bursaspor, with a strong and protective management system.
INTERNATIONAL ULUDAĞ SPORTS CAMP
The most magnificent and main source of life of our city's unique geography is in Uludağ; We will create a versatile, comfortable camping area in the concept of a giant holiday village, enriched with football fields, gyms for all branches, athletics tracks, accommodation facilities with social areas, for Bursaspor and local or foreign sports clubs that request it.
SPORTS TOURISM WILL BRING LIFE
Thus, we will first save Bursaspor and our other professional clubs from hundreds of thousands of dollars in expenses, and our country from foreign currency loss.
CYCLING TRACKS
It is a pity that there are no safe, controlled and accessible bicycle tracks and routes in our city, which has many unique natural locations such as mountains, forests, sea, rivers and lakes. In this context; We will create bicycle tracks that will appeal to all segments of our citizens, in a way that will not harm the natural assets of our city and parallel to its historical/natural locations.
SOCIALLY INCREASED ROUTE
There will be bicycle rental and repair services and shopping kiosks. Security personnel will be employed and will be close to and in contact with health centres. It will be free from motor vehicle traffic. There will be lighting and communication infrastructure. Short-term rest areas will be arranged.
GREEN BURSA BICYCLE FESTIVAL
The GREEN BURSA BICYCLE FESTIVAL project, which will attract the attention of bicycle lovers as well as young people and families with children, will also contribute to tourism income to our city thanks to our citizens who will come from surrounding provinces, especially from Istanbul, even on a daily basis.
TIRİLYE-KETENDERE TRACK
The length of this route is 15 km round trip and will give you the opportunity to see Zeytinbağı, Kapanca Ancient Port, Ketendere Coast and the Marmara Sea. It is an advantage to have an existing road that does not have traffic congestion and appears to have a suitable slope. It is also easy to reach from Istanbul and is also advantageous because there is a food and beverage, health facility and Gendarmerie Station within our Zeytinbağı town.
HÜZELYALI-ALTINTAŞ-KURŞUNLU TRACK
The length of this route is 15 km round trip and it gives the opportunity to see Güzelyalı-Altıntaş, Kurşunlu and the Marmara Sea. It is extremely easy to reach from Istanbul and is advantageous because it has all kinds of infrastructure.
ULUABAT AND IZNİK LAKE SURROUNDING TRACK
There are an unlimited number of alternative routes around Uluabat and Iznik Lakes, and our commission can conduct on-site inspections and find the most suitable ones. There is no need for a recipe for the location anyway. Likewise, the old Uludağ Road and the Kestel and Keles districts around Uludağ. We will plan and implement a Paris Cycling Tour track suitable for international competitions.
TREATMENT PLANTS
The way to become a modern and healthy city is to first establish modern treatment facilities equipped with the latest technology and increase their number. Therefore, high capacity and unlimited number of facilities will be indispensable.
NO COMPROMISE FOR CONSTRUCTION ON THE COASTS
We will determine, declare and finalize the Coastal Edge Lines of our seas and streams. We will not allow construction and uncontrolled use in the areas within these coastal lines.
WE WILL PROTECT OUR ELIXIR OF LIFE
We will follow the use and planning of the 2040 hectare area transferred to the Uludağ Area Directorate. We will inform the public if decisions are taken that will harm the environment.
THERE WILL BE NO FACTORY WITHOUT FILTER
To improve air quality, we will identify factories that pollute the air and do not use filters. We will increase the number of measurement stations and data quality. We will encourage the use of natural gas instead of distributing coal.
INCENTIVE FOR GREEN ENERGY INVESTMENT
We will first use renewable energy in municipal buildings and their affiliates. We will support entrepreneurs who want to make such energy investments in providing space. We will provide incentive advantages to those who benefit from renewable (green) energy in residential construction projects.
MINIMUM WAGE PROMISE FOR RETIRED PEOPLE We will supplement the salaries of our retirees who do not have a home, do not have any other income, and do not have a second salary in their household, to the minimum wage.
THE HUMAN RIGHT TO WATER WILL BE FREE
According to universal calculations, the monthly water usage right required for a person to live is between half a ton and 1 ton, that is, 1 cubic meter. And we will not demand a fee for 1 ton of water given by God every month. We will also make a 1 percent discount on the water consumption cost of 10 to 50 cubic meters. As it is known, in 2019, İYİ Party proposed to provide half a ton of water free of charge. It wasn't even put on the agenda. Mr. Aktaş now promises to make water cheaper by 50 percent, thus admitting that he has sold it expensively so far.
THERE WILL BE NO CHILD LEFT WHO DOESN'T DRINK MILK
We will absolutely ensure that all our children receiving pre-school education can drink milk free of charge. Our children will no longer be skinny and stunted, and they will no longer be deprived of the vitamins necessary for their bone structure. Additionally, none of our children's lunch boxes will be empty.
RECREATION PROJECT AT ULUDAĞ SKIRT
We will bring together the magnificent beauties of Uludağ, between the top of Çelikpalas hotel and Doburca, with our fellow citizens from Bursa. In this area, we will implement a recreation work with a wide variety of alternatives, including walking paths, playgrounds, observation decks, break and activity areas.
