Industry and Technology Minister Mustafa Varank stated that they will continue to be the biggest supporter of entrepreneurs who invest, produce and provide employment, and said, “We will make Turkey a producer of critical technologies, not a market.” said. Participating in the opening ceremony of the Chip Production Facility Investment and “IDEA Incubation” incubation center held at TÜBİTAK Gebze Campus, Varank said that technology and infrastructure investments for the future of the country continue at full speed.

STRATEGIC STEP

Today, they have taken two strategic steps, each more valuable than the other, and the first is; Explaining that it is related to chip production, which has disrupted all supply chain processes in the world recently, Varank noted that they promoted the new Chip Production Facility of TÜBİTAK, which will be one of the marks of the "Century of Turkey".

CHIP INDUSTRY

Noting that the global market size of the chip industry has reached 600 billion dollars, Varank said that there is a chip in almost every device in the house today, and there are more than 1000 chips in an average car. Pointing out that the chip market size will approach 2030 trillion dollars by 1,5, Varank pointed out that there are more important issues here than the market share.

NATIONAL SECURITY

Minister Varank mentioned that the chip industry has a critical importance in terms of national security, and explained that especially developed countries announced new roadmaps for the chip industry one by one and started to implement them.

EUROPEAN CHIP LAW

Reminding that the European Commission approved the "European Chip Law" last year, Varank said that it has mobilized 47 billion dollars of public and private sector investment in order to increase the global market share in the chip industry, and also to ensure supply security in the US chip industry and reduce dependence on the Far East. He stated that he announced that he would put into effect $ 52 billion of incentives, since he approved the new chip law in order to

OPPORTUNITY WINDOW

Emphasizing that Turkey is recognized as one of the top 3 countries in the world in SİHAs today, Varank said, “The worldwide awareness and brand value of TB2 is ahead of all UAV and SİHA brands in the world. Today, we are well aware that investments in chip technology are also a window of opportunity. At this point, undoubtedly, TÜBİTAK continues its activities in our country as the most competent institution in the field of chip design and production capabilities in our country. We can both design and manufacture the strategic chips needed by our defense industry companies at TUBITAK.” he said.

TURKEY'S FIRST NATIONAL PROCESSOR "GRAVEL"

Reminding that he gave the example of MİHAL in his previous speeches, Varank said that now he has Turkey's first national processor ÇAKIL with him, that they have recently demonstrated their capabilities, that they have designed and produced their own processors.

ADDED VALUE

Pointing out that the export value of these photodetector chips, which the defense industry needs, is 388 thousand dollars per kilogram, he noted that there is a great added value here and there are great opportunities for the country.

CHIP INVESTMENT

Minister Varank stated that they attach great importance to the chip investment that they will implement with the cooperation between Qatar Hamad Bin Khalifa University and TÜBİTAK BİLGEM, and stated that the machinery and equipment required for the establishment of the chip production line, amounting to 30 million dollars, will be provided by Hamad Bin Khalifa University.

CONTRIBUTION TO EMPLOYMENT

Explaining that TÜBİTAK BİLGEM will be responsible for the construction of clean rooms, the installation of machines brought from Qatar and the operation of the facility, Varank said, “I hope we will start producing 12 nanometer chips in Turkey for the first time in 65 months after the machine equipment is brought to the Gebze campus. We will have a facility where the critical components needed by the two countries are produced and marketed. A facility that will make significant contributions to our national product, reducing the current account deficit and employment with the technological solutions it has developed. Of course, our policies on chips are not limited to this production facility, such an investment. Designing these semiconductors with domestic and national means is as important as producing the chips.” used his statements.

600 MILLION LIRA FINANCIAL SUPPORT

Minister Varank stated that they made a multi-year support call for the development of the semiconductor ecosystem, and that with this 3-year program to be carried out by the Istanbul Development Agency, they will provide 5 million lira financial support to chip design companies that employ less than 600 designers, and with this support, they will increase their production and test capacities by enabling the emergence of new design companies. stressed that they will strengthen

PRODUCT AND COMMERCIALIZATION

Stating that they will provide support up to 100 million liras to universities that carry out qualified R&D activities in the field of chip design and train human resources, Varank noted that they also opened the Call for Pre-Competitive Cooperation Projects to ensure the deepening of the sector and to support projects focused on product and commercialization.

DOMESTIC CHIP DESIGN

Minister Varank stated that with this call with a budget of 270 million liras, they will bring together large companies in need of chips and chip design companies, and reminded that they will support the development of domestic chip design solutions, and that they have recently announced the new cluster support program that they have updated based on past experiences.

NEW CLUSTER CALL

Stating that within the scope of this new clustering call, companies operating in the semiconductor sector will support clustering initiatives, Varank said that in this way, designer companies will be born in high-tech processor chips, they will reduce foreign dependency and have a say in the world with these investments.

IDEA INcubation Center

Providing information about the work they will do, Varank said, “Our second valuable step today is the Marmara Technopolis IDEA Incubation Center, where we offer a very modern working environment to entrepreneurs. Today, a start-up that starts working in incubators can grow in a short time and reach the levels that global companies can reach in decades in a short time. In this sense, we support the establishment of incubation centers that guide entrepreneurs at every stage in Turkey.” he said.

OFFICE, EQUIPMENT, INFRASTRUCTURE SUPPORT

Noting that services such as financing, training, mentoring, intellectual property, development of cooperation networks and investor matching will be provided to entrepreneurs through the IDEA Incubation Center, Varank said, “We will provide office, equipment and infrastructure support. 38 entrepreneurs, 42 of them in the incubation program and 80 of them in the pre-incubation program, have already started to develop their ideas here. Hopefully, we will witness together that our incubation centers, which will serve in the field of technology entrepreneurship, produce new 'unicorns'.” he said.

MANUFACTURER OF CRITICAL TECHNOLOGIES

Emphasizing that their goal as the Ministry is to make the country a global base in value-added and high-tech production, Varank said, “We will continue to be the biggest supporter of our entrepreneurs who invest, produce and provide employment. We will make Turkey a producer of critical technologies, not a market. Rest assured, we will be talking about the new technologies developed in the facilities we opened today, in the years to come. I wish that these investments, which will carry Turkey to a higher league in global competition, will be beneficial for our country and nation in advance.” he said.

Minister Varank added that they will open the world's largest aviation, space and technology festival, TEKNOFEST, in Istanbul tomorrow, that they will share the excitement of the young people who will build Turkey's future, and that they expect all of Turkey to Istanbul TEKNOFEST 2023.

TUBITAK President Prof. Dr. Hasan Mandal and Hamad Bin Khalifa University Rector Prof. Dr. Ahmad Hasnah signed the protocol on chip manufacturing investment. Later, Minister Varank and the protocol members cut the opening ribbon of IDEA Incubation, the incubation center.

Kocaeli Governor Seddar Yavuz, Deputy Minister of Industry and Technology Mehmet Fatih Kacır, Kocaeli Metropolitan Municipality Mayor Tahir Büyükakın also attended the program.
