Minister of National Education Mahmut Özer attended the “Use of Technology, Problems, Solutions and Content Development Workshop” where the effects of the transformation in technology on society were discussed.

Speaking at the workshop held in Istanbul, Minister Özer stated that huge steps have been taken in education in Turkey in the last two decades and pointed out that Turkey has entered the period of universalization that OECD countries completed in the 1950s in order to reach the 'Turkish Century' for the first time in the last two decades.

“Huge investments have been made so that the children of this nation can easily access education at all levels of education, from pre-school to higher education.” Özer said, “Beside these investments, at the same time, very important social policies came into play in order to strengthen the equality of opportunity especially in education, in other words, to include the strange people in those processes without leaving them to their fate.” used the phrase.

Özer noted that the social policies of the last nineteen years in education, from conditional education aid to free meals, from free textbooks to scholarships, amount to 2022 billion liras in 525. On the other hand, Özer stated that antidemocratic practices such as the headscarf barrier in accessing education and the coefficient application were abolished, “This country has experienced very dramatic and very painful things such as directing the most disadvantaged segments to vocational education and preventing vertical mobility in social classes, and putting barriers in front of the children of this country from learning their religion and religion. . “We will have increased the schooling rates in Turkey to 99 percent”

Sharing the details of the schooling rates, Özer continued as follows: “Language is easy… The enrollment rate at the age of five is 11 percent from 99 percent, the rate of enrollment in primary school is 99,63 percent, the rate of enrollment in secondary school is 99,44, and high school enrollment rate is from 44 percent to 95 percent. e is out. We will increase the enrollment rate in high school and secondary education to 280 percent by the end of March by following those 99 thousand young people who did not register and who were left out of education one-on-one at all education levels, meeting with their families, meeting with them and producing the most suitable option for them. We are committed to this. Therefore, as of March 2023, for the first time in the history of the Republic of Turkey, we will have increased the enrollment rates to 99 percent at all levels of education. While doing this, we do not ignore the quality in education. If the first step of equal opportunity in education is to access education, the second step is to ensure that everyone has access to quality education. Turkey comes out of every cycle by constantly increasing its scores and rankings in international student achievement research. Expressing that the Ministry of National Education has made efforts to train the qualified human resources needed by the labor market with the developments in recent years, Özer said that they are constantly working to increase the quality of education in vocational education and other fields. Özer said, “Our science and art centers are educational units that offer additional support to develop the talents of students with academic and artistic abilities. Two years ago, the number of our science and art centers was 185 across Turkey. We wanted these children, our successful children, not to travel 50 kilometers or 100 kilometers to another district in order to access science and art. That's why we increased this number to 2022 in 379. Our goal in 2023 is to expand science and art centers in all our districts. In other words, to establish a science and art center in every district.” said.

A culture of intellectual property is being disseminated in basic and secondary education

Emphasizing the importance of intellectual property and industrial rights in his speech, Minister Özer stated that the areas in which developed countries invest the most are intellectual property, utility models, trademark registrations and patents and said, “If we cannot spread a culture related to intellectual property in primary and secondary education, we will only be a passive society that uses technology. not using the way; It is not possible for us to raise generations that produce technology.” made its assessment.

Özer continued as follows: “We cooperated with the Turkish Patent and Trademark Office for this reason. In the last ten years, the average number of products registered by students and teachers in the Ministry of National Education was 2.9. With the honor of our President, we first opened 50 R&D centers. Then we went through a serious non-formal education process on intellectual property in science and art centers, then science high schools, other high schools, basic education and secondary education. While setting targets in 2022, 'We will register 2022 products in 7 and commercialize 500 of them.' I said. In 50, we registered 2022 intellectual property and commercialized 8 of them. Pointing to the breakthroughs in digitalization, Özer said, “First, there was EBA; made very important contributions. In order to support our teachers, we have established an informatics network platform for teachers for the first time: Teacher Informatics Network (PBA). We have achieved an incredible usage rate. In other words, IPA has a very symbolic meaning in terms of showing how valuable it is to produce digital content. In 2022, our goal was for all teachers to receive an average of 120 hours of training, thanks to IPA, we reached 250 hours.” shared his knowledge.

“Student and Teacher Support platform reached 15 million users in two months”

Emphasizing that another element is the Student and Teacher Support (ÖDS) platform, Özer reminded that 2022 million auxiliary resources were delivered to all students free of charge for the first time in the 2023-160 academic year and said, “Then we said, 'This is not enough. Let's set up an individualized, developmental system, a digital system…' That's how the ODS came out. We have created a digital platform that allows students to determine their own level and constantly evolve. It reached 2 million users in 15 months.” he said.

Stating that the third title is also about mathematics, Özer said that they acted in order to establish a more rational basis in relation to mathematics. In this context, Özer talked about the developments regarding the Mathematics Digital Platform: “In 2023, we will include three new digital platforms in the education system. First, our mother tongue is Turkish. A digital platform that supports Turkish language in a way that expands its vocabulary with rich resources, especially about being a carrier of culture. The second is a digital platform in English… The third is a digital platform called HEMBA, where all the public education center courses for adults are accessed by citizens as a digital platform. In other words, as the Ministry, we make every effort to produce digital content, to support both teachers, students and parents with education through digital platforms, as well as to quickly incorporate all kinds of technology into education.”

Underlining the need to pay attention to addiction in all digital processes, Özer said, “We need to strengthen our youth and increase their awareness. We, as the soldiers of the century of Turkey, on the one hand, as active producers of technology and as soldiers of the education world, will make an effort to make our children benefit from all kinds of opportunities of technology, but to make them strong against its harms will prevent the incarnation of the values ​​of this society, especially our geography and our religion.
