İBB overcomes one of the important problems of Istanbul with more technological follow-up. With the artificial intelligence system (Mobile PTS), the first of which was installed in Hadımköy, nearly 100 illegal excavation dumps were detected and fines were issued. After the system was activated, illegal castings in the region were completely prevented.
IMM Environmental Protection and Control Department and IBB subsidiary ISBAK have rolled up their sleeves in the issue of illegal excavation dumping, which has become more frequent in recent years. With the developed Mobile PTS system, earthmoving trucks are monitored not only with routine controls, but also with modern methods.
More than 100 Detections in a Month
Hadımköy Ekin Sokak is known as one of the centers where illegal excavation works are dumped. Previously, a maximum of 12 illegal castings were detected in a month with classical control methods. Thanks to the Mobile PTS unit, which was installed in August and includes artificial intelligence, it was determined that more than 23 illegal excavation works were carried out with a total of 100 vehicles. Administrative sanctions including fines were applied to the drivers of the vehicles that were found to have illegal casting. After the system was activated, illegal castings in the region decreased. In the last 15 days, it has been completely avoided.
What is Mobile PTS System?
Mobile PTS; (License Plate Recognition System) Dome Camera, 4G LTE Route (internet connection), ATS (Vehicle Tracking Device) for security purposes, leak dump detection unit, a battery-operated system. With the system that includes features such as speed, route and location tracking, dumper tracking, map-based tracking; Information such as license plate, entry and exit date and time, camera footage of vehicles entering and exiting are recorded.
Instant Tracking
With the Mobile PTS application containing artificial intelligence, instant location tracking, control of the suspicious area and detection of illegal dumping (detection of dump amount, area counting, reporting) can be done. The system, which works 7/24 without interruption, also offers a detailed reporting opportunity. By checking the license plates of the vehicles entering the area; It checks documents such as license, ATS approval certificate, transport permit document and reports with photographs. Thus, all violations can be tracked instantly.
Prof Erdinçler: “We Have Established a Very Effective System”
Head of IMM Environmental Protection and Control Department Prof. Dr. Ayşen Erdinçler said that unfair profits were made and the environment was badly damaged by castings made at a close distance without paying any money. Stating that Hadmköy is one of the places where illegal castings are especially high, Prof. Erdinçler said, “Before we developed this system, we could only catch 12 vehicles and fine them. The number of illegal castings detected within 1 month after installing the system approached 100. It seems that we have established a very effective control system. We will establish a more effective control network by placing more of the system in Istanbul.”

Emphasizing that they have developed the Mobile PTS system by thinking about how to find a solution to illegal excavation dumping, ISBAK General Manager Mesut Kızıl said that the excavation trucks with artificial intelligence, which are used for the first time in Istanbul, are followed instantly. Kızıl said, “The arrival of the vehicles to the dumping place full and empty and illegal dumping are recorded moment by moment. Thanks to the system, the number of illegal castings in this region in the last 15 days has been reset. Since it is a mobile system, it can be transported to other areas where illegal casting is made.

With the mobile PTS system, it is aimed to minimize the works that will cause environmental pollution, to ensure full control of the casting sites, to prevent speed-related accidents and illegal castings. An instant location tracking system has also been added to the Mobile PTS unit against displacement events that may occur with the Vehicle Tracking Device.
