In order to manage the risk posed by the coronavirus (Covid-19) epidemic in terms of public health and public order and to keep the rate of spread of the disease under control, the rules and precautions to be followed for all areas of life, as well as the basic principles of the fight against the epidemic, cleaning, mask and distance rules; It is determined in line with the decisions taken in the Presidential Cabinet as a result of the evaluation of the general course of the epidemic and the recommendations of the Ministry of Health and the Coronavirus Scientific Committee.

In this context, after the partial and full closure periods implemented between April 14, 2021 and May 17, 2021, when strict measures were taken in the fight against the epidemic, the "gradual normalization" process has been carried out in stages since 17 May 2021.

It is known to the public that during the gradual normalization period, a relative decrease/horizontal course was observed in the course of the epidemic due to both the prudent and self-sacrificing approach of our beloved Nation in compliance with the measures and the vaccination activities, which have recently experienced a serious acceleration.

On the other hand, it remains important to comply with the epidemic measures in order to maintain this success achieved together, to keep the spread of the epidemic under control and to ensure permanent normalization with the accelerated vaccination activities.

In this direction, the developments in the course of the epidemic and the recommendations of the Ministry of Health and the Coronavirus Scientific Committee were discussed in the Presidential Cabinet dated 21 June 2021, convened under the chairmanship of our President; Within the scope of the third phase of the gradual normalization process, it has been evaluated that the following measures should be implemented as of Thursday, July 1, 2021.

 CURRENCY AND INTERCITY TRAVEL RESTRICTIONS

The current curfew restrictions (including weekdays and weekends) within the framework of the principles specified in our circular dated 01.06.2021 and numbered 8878 will continue until 1:2021 on Thursday, July 05.00, XNUMX.

As of 1:2021 on Thursday, July 05.00, XNUMX, the curfew and inter-city travel restrictions applied accordingly, regardless of weekdays and weekends, will end and curfews and intercity travel restrictions will not be applied from the specified date.

 ACTIVITIES OF WORKPLACES

Provided that in all business lines and fields of activity, all the precautions and principles determined for their own business line/activity area in the Ministry of Health Epidemic Management and Working Guide, as well as cleaning, mask and distance rules, which are the basic principles of combating the epidemic, are followed;

2.1- All workplaces that are currently suspended will be able to operate again as of Thursday, July 1, 2021.

2.2- Movie theaters, whose activities were suspended in line with the demand of the industry, will operate as of Thursday, July 1, 2021.

2.3- As of Thursday, July 1, 2021, restrictions on the number of people who can be at the same table at the same time in the indoor or outdoor areas of eating and drinking places will not be applied, provided that the distance rules between tables and / or chairs specified in the Epidemic Management and Working Guide are followed.

2.4- Paper, stone, etc., such as coffee shops, coffee shops. The current restrictions on playing/playing the games in the workplaces where the games are played will be terminated as of Thursday, July 1, 2021 and the game will be allowed to be played.

2.5- All workplaces as of Thursday, July 1, 2021, when the curfews will end; It will be able to operate within the framework of the opening-closing hours determined by the relevant administration according to the field of activity in the licenses.

2.6- Music broadcasts (including those performed live), which currently ends at 22.00:21.00 in accommodation facilities and at 1:2021 in other places, can be made until 24.00:XNUMX from July XNUMX, XNUMX, until a new decision is taken.

2.7- Additional restrictions imposed by our circulars regarding places such as parks, gardens, camping areas, picnic/recreation areas will be lifted as of Thursday, July 1, 2021, provided that the rules and principles set forth in the Epidemic Management and Working Guide are followed.

2.8- Since it poses a very serious risk in terms of the spread of the epidemic, the activities of workplaces with a hookah lounge / cafe will continue to be suspended until a new decision is taken, and no hookah service will be provided in any workplace, including accommodation facilities.

 MEETINGS/EVENTS AND WEDDINGS/ WEDDINGS

Provided that the rules and principles set for each event/activity in the Ministry of Health's Epidemic Management and Working Guide and the rules of cleaning, mask and distance are followed;

3.1- A minimum of 4 m² in open areas and 6 m² in closed areas, which is still valid for all activities of NGOs, trade unions, public institutions, professional organizations, cooperatives and unions, including the general assembly, and all kinds of meetings, demonstrations or marches. implementation will continue in the same way.

3.2- In wedding and wedding ceremonies;

– Food/beverage will be served.

– Music broadcast, including live music performance, will be possible until 24.00.

– In line with the provision of the Epidemic Management and Working Guide, “There should be no games, dances, halay or performances during the wedding where social distance cannot be maintained”, a game that does not violate the physical distance rule at weddings and weddings until a new recommendation is taken by the Ministry of Health, dance, halay or performances can be performed.

– There will be no participant restriction in wedding/wedding ceremonies (except for the condition that there is a minimum of 6 m² per person, which is still applied for closed places).

– Village weddings will be allowed as of Thursday, July 1, 2021, and whether street weddings (in provinces, districts and towns) will be allowed as of the specified date will be decided by the Provincial/District Hygiene Boards.

– Events such as circumcision, engagement and henna will be allowed after July 1, 2021, as previously announced.

3.3- Activities such as concerts, festivals, youth camps will be allowed per person, provided that a minimum of 4 m² in open areas and 6 m² in closed areas is left and the rules and principles specified in the Epidemic Management and Working Guide and the principles of cleaning, mask and distance are followed.

PUBLIC TRANSPORTATION MEASURES

Provided that the rules and principles set forth in the Epidemic Management and Working Guide regarding public transportation and cleaning, mask and distance rules are followed;

4.1- As of Thursday, July 1, 2021, passenger/seat capacity limitations in all urban and/or intercity public transportation vehicles will be terminated.

4.2- Restrictions on the use of public transportation vehicles by our citizens aged 65 and over and youth/children under the age of 18 will be lifted as of Thursday, July 1, 2021.

MEASURES REGARDING ACCOMMODATION FACILITIES

5.1- Provided that all the rules and principles in the Epidemic Management and Working Guide and the rules of cleaning, mask and distance are followed; The implementation of the restrictions and measures introduced by the relevant circulars regarding accommodation facilities will be terminated.

5.2- In entertainment and activities to be organized in the open or closed areas of accommodation facilities, it will be ensured that the other procedures and principles in the Epidemic Management and Working Guide, depending on the field of activity, will be complied with, as well as the physical distance rule.

5.3- All kinds of measures will be taken by the operators in order to prevent concentration in the areas (restaurants, clubs, etc.) within the accommodation facilities and to implement the physical distance rules.

WORKING IN PUBLIC INSTITUTIONS AND ORGANIZATIONS

6.1- The basic procedures and principles will be determined in the Presidential Circular; The 10.00 – 16.00 working hours, which are currently applied in public institutions and organizations, will be terminated and the normal working order will be returned as of Thursday, July 1, 2021. For public institutions and organizations, the starting and ending times of daily work and the lunch rest period will be determined by the governors according to the characteristics of the regions and the service.

MEASURES TO BE APPLIED AT BORDER GATE

7.1- The following changes will be implemented in the regulations introduced with our circular dated 31.05.2021 and numbered 8832 regarding the measures to be applied at the border gates when entering our country;

– Mandatory quarantine practice for people who came to our country from Bangladesh, Brazil, South Africa, India, Nepal and Sri Lanka and those who are understood to have been in these countries in the last 14 days will be terminated, and the PCR test report with a negative result maximum 72 hours before entering our country will be terminated. submission will be sufficient.

– The duration of the compulsory quarantine application for people who came to our country from Afghanistan and Pakistan and those who are understood to have been in these countries in the last 14 days will be reduced to 10 days and if the PCR test applied on the 7th day of the quarantine is negative, the mandatory quarantine application will be terminated. If the PCR test is positive, the Ministry of Health will act in accordance with the COVID-19 guide.

In this way, people who come to our country and are subject to mandatory quarantine can be quarantined in dormitories determined by the Governorships, as well as in accommodation facilities serving as quarantine hotels. Quarantine hotels, accommodation fees, transfers of these people from the border gates, etc. The procedures and principles regarding the issues will be determined and announced by the Governorships.

7.2- Citizens who cannot submit a PCR test report with a negative result, which was made maximum 72 hours before the entrance from our border gates, will be allowed to go to their residence after applying PCR or rapid antigen test at the border gates, and those with positive test results will be isolated in their residence.

GENERAL PRINCIPLES

8.1- Information activities will be focused on reminding the relevant workplace officials and employees of the measures, procedures and principles determined separately for each business line/activity area in the Ministry of Health Epidemic Management and Working Guide by the Governorships and District Governorates.

8.2- Within the framework of the measures, procedures and principles determined both in the relevant Circulars of our Ministry and in the Epidemic Management and Working Guide of the Ministry of Health, in the coming period, under the coordination of our Governors and District Governors, the law enforcement officers participate with maximum capacity (reinforced by the personnel/officers of other institutions and organizations). inspections will be carried out.

8.3- In all kinds of audit activities to be carried out, a guiding approach will be adopted that kindly invites business owners/employees and our citizens to abide by the rules/behave responsibly. judicial process facility will not be avoided.

In line with the principles stated above, pursuant to Articles 27 and 72 of the Public Health Law, the decisions of the Provincial/District Public Health Boards will be taken promptly, no disruption will be caused in practice and no grievance will be caused.
