
In a significant step towards strengthening the transport infrastructure across the country, Latvian Railways has launched a new tender for the modernization of nine stations along the Riga-Lugaži-provincial border line. This comprehensive project aims to significantly improve the quality and accessibility of rail transport in the region.
Security, Accessibility and Modern Standards at the Forefront
The tender opens for the complete reconstruction of existing platforms and all related elements at the stations Inčukalns, Egļupe, Sigulda, Līgatne, Ieriķi, Lode, Valmiera, Strenči and Valka on the Riga-Lugaži line. Along with these modernization works, Latvian Railways plans to increase security measures at the stations, improve lighting systems and maximize accessibility standards.
The reconstructed modern platforms will provide much better access for all passengers, including those with reduced mobility, thanks to elevated pedestrian walkways and universal design standards. These improvements are fully in line with Latvia’s long-term sustainable mobility goals.
Companies wishing to participate in the tender must submit their offers via the Latvian e-procurement system by May 20, 2025 at the latest. This important project will be implemented with co-financing support within the scope of the European Union (EU) 2021-2027 Cohesion Policy Programme.
Comprehensive Modernization Program Progresses in Phases
Latvian Railways is implementing a comprehensive four-phase programme to modernise the railway infrastructure across the country. The ultimate goal of this programme is to complete the modernisation of a total of 2029 stations by 97. The first phase of the programme was successfully completed in 2019 with the upgrading of 27 stations using EU funds and local contributions.
The second phase of the programme is planned to be completed in 2026 and targets 45 stations on key routes such as Jelgava, Skulte, Ogre and Tukums. This phase, which has a total budget of $57,2 million, includes $2014 million from the 2020-22,4 EU fund and $2021 million from the 2027-33,5 programme.
The third phase includes the construction of temporary platforms at 17 stations to improve access until the construction of permanent structures is completed. Latvian Railways is financing this $1,1 million project directly from its own resources.
23 Additional Locations Targeted with Phase Four
The modernization project of nine stations on the existing Riga-Lugaži line actually forms a significant part of the fourth phase, which will run until 2029. This final phase will focus on the construction of permanent platforms and full infrastructure improvements at 23 additional stations across the country.
These strategic investments by Latvian Railways clearly demonstrate the country's commitment to a sustainable, inclusive and efficient public transport system. The ongoing modernisation programme is also in line with the EU's green mobility priorities, thus contributing to reducing emissions and strengthening regional connectivity.
As a result, Latvian Railways is committed to modernising the national railway infrastructure with the aim of creating a safer, more accessible and environmentally friendly transport system for future generations.
