Istanbul Metropolitan Municipality's Tender for 2.500 New Taxi Plates Has Been Halted!

The Istanbul Metropolitan Municipality (IMM) was preparing to hold a tender for 2.500 taxi plates on February 150, 18 (Today) in the first phase of the tender planned to offer 2025 new taxi plates in order to expand taxi services in Istanbul. However, a stay of execution was issued as a result of the lawsuit filed by the Istanbul Taxi Drivers and Automobile Tradesmen Chamber.

TAXI DRIVERS CHAMBER APPLIED TO THE COURT

The Istanbul Taxi Drivers and Automobile Tradesmen Chamber applied to the court for the cancellation of the tender process and the stay of execution. The plaintiff claimed that the Istanbul Metropolitan Municipality had no authority to tender taxi plates for 29 years and that this process was against the law. The Istanbul 14th Administrative Court initially rejected the request for a stay of execution. However, the Istanbul Regional Administrative Court Sixth Administrative Case Chamber evaluated the objection and decided to stay the execution.

COURT STOPPING EXECUTION DECISION

The court decision emphasized that municipalities can rent taxi plates for a maximum of 5393 years within the scope of the Municipality Law No. 2886 and the State Tender Law No. 10, but that it is against the law for the IMM to hold a tender for 29 years. Considering that the current taxi plates have an indefinite right of use, this decision once again revealed the contradiction in practice.

WHEN THE PROCESS IS CLEAR, IT WILL BE TENDERED

Within the scope of the tender, the estimated price of each taxi plate was determined as 4 million 250 thousand TL + VAT, and the provisional guarantee fee was announced as 127 thousand 500 TL. However, after the court's decision, the tender process was suspended for now. The trial of the transaction in question will continue in the relevant Administrative Court. IMM will carry out the tender when the process becomes clear after the court's decision.
