The Role of the Private Sector in the Kuala Lumpur-Singapore HSR Project

Berjaya Corp Bhd continues its active participation in the Kuala Lumpur-Singapore High Speed Rail (HSR) project, but its continued involvement in the project is dependent on the Malaysian government clarifying its financial strategy and finalising its decisions. Led by founder Tan Sri Vincent Tan Chee Yioun, Berjaya continues to seek a new consortium partner following Malaysia Resources Corp Bhd’s withdrawal from the project.

Developments in the Consortium and HSR Project

The Kuala Lumpur-Singapore HSR project, initially estimated at RM100 billion, has now been transformed into a fully private sector-based scheme. The government aims to minimise its financial liabilities while supporting infrastructure development. Transport Minister Anthony Loke Siew Fook said in July that three out of seven consortia had submitted bids, but declined to reveal the shortlisted companies due to confidentiality.

Strategic Partnerships and Technical Support

It is collaborating with Berjaya Rail Sdn Bhd, Keretapi Tanah Melayu Bhd, IJM Corp Bhd and renowned international partners. These partnerships include companies that provide strong technical expertise: big names such as Deutsche Bahn AG, Hitachi Rail and Hyundai Rotem Co will play a key role in the project’s implementation.

YTL Corp Bhd, through its subsidiary YTL Construction Sdn Bhd, is partnering with SIPP Rail Sdn Bhd. The developments are seen as a strong step towards Malaysia’s ambitions to modernise its transport infrastructure and increase regional connectivity.

Social Contributions and Commitment

Berjaya plays an active role not only in transportation projects but also in community responsibility projects. During his visit to Pulau Ketam, Tan Sri Vincent Tan donated a total of RM250.000 to three schools and five temples, contributing to the improvement of education and community welfare for the local people.

Berjaya’s commitment to the Kuala Lumpur-Singapore HSR project stands out as an example that showcases the potential of private-public partnerships in addressing national infrastructure challenges.
