Domestic Production Requirement Coming for E-Scooters

Minister of Transport and Infrastructure Abdulkadir Uraloğlu announced that there will be an amendment to the shared e-scooter regulation. Minister Uraloğlu stated that the regulation covers a wide range from automatically reducing the speed of e-scooters to the requirement of localization.

Minister of Transport and Infrastructure Abdulkadir Uraloğlu announced that a draft regulation amendment regarding electric scooters (e-scooters) has been prepared.

Reminding that a regulation on the subject was put into effect in 2021 in order to minimize the hesitations, problems and negative effects on the environment experienced during the use of shared e-scooters, Minister Uraloğlu announced that significant changes will be made to the current regulation due to the emerging needs.

Operators Will Be Obliged to Share E-Scooter Data with Law Enforcement and Municipalities

Minister Uraloğlu stated that the regulation in question was prepared by taking into account the observations and needs of the sector and said, “With the regulation we will make, we will oblige businesses to share the usage data obtained from e-scooter activities recorded in the transportation database of the Ministry of Transport and Infrastructure with law enforcement and municipalities. In this way, we will increase driving safety by increasing the frequency of inspections.”

Administrative Fine of 6 Lira

Minister Uraloğlu, who noted that they will make important changes in order to ensure traffic order and safety as well as compliance with speed limits within the scope of the regulation change, said, “We will prevent e-scooters from entering prohibited areas. E-scooters that enter roads with high speed limits in particular will be detected and operators will warn users. Operators will automatically reduce the speed of e-scooters entering prohibited areas. Operators who do not take the necessary measures regarding speed limits will be given an administrative fine of 6 liras.”

Complaints Will Be Resolved As Soon As Possible

Minister Uraloğlu, who stated that they have made changes to increase the service quality for users, said, “Complaints sent to the call centers and mobile applications of e-scooter companies will be resolved as soon as possible. Users will be informed about their security obligations. Businesses will instantly report the charge level status, estimated distances that can be traveled and current fee information. A map service will be provided for guidance purposes to the user.”

Minister Uraloğlu stated that after the regulation, e-scooters’ rollovers or accidents will be recorded by the operating companies, and that accident and complaint information will be recorded in the Ministry’s database on a monthly basis. Uraloğlu also underlined that e-scooters in service will be required to have at least a 20 percent charge level.

At least 30 percent of the shared e-scooters offered for service will be domestically produced

Minister Uraloğlu noted that in order to eliminate hesitations regarding permits, parking and charging stations, if any, will be specified in decisions regarding e-scooter permits issued by municipalities. Uraloğlu said, “In order for the e-scooters used to be of a certain standard, 30 percent of the e-scooters put into service by operators will be supplied from places where domestic production is carried out. The activities of companies that do not comply with the 30 percent domestic requirement will be stopped.”
