The IMM Urban Planning Group company KİPTAŞ laid the foundation of the project to be built in place of the earthquake-resistant Nergis Apartment in Fatih. In the project, the foundation of which was laid using 68 tons of iron, 11 independent units have earned the right to benefit from the 'Urban Transformation Financial Support Package Protocol' signed between IMM and the Urban Planning Group company KİPTAŞ. Approximately 11 percent of the total borrowing of the contract corresponding to the shares of the 61 independent units will be covered by IMM within the scope of the financial support package. KİPTAŞ, one of the companies of the Istanbul Metropolitan Municipality (IMM) Urbanization Group, which continues the transformation of risky structures between neighborhoods within the scope of the “Istanbul is Renewing” platform, laid the foundation of the project to be built instead of the Nergis Apartment in Fatih Arpaemini Neighborhood. Union of Turkish Municipalities (TBB) and IMM President Ekrem İmamoğlu He also witnessed the start of the groundbreaking process together with IMM Urbanization Group President Ali Kurt, KİPTAŞ General Manager Gürkan Kaya and the beneficiaries.

İmamoğlu, who conveyed his congratulations to the rightful owners, said, “It was a meticulous process. We want it to be faster. We also care about the transformation between neighborhoods. Fatih also really has an old building inventory in this regard. Especially Suriçi. Therefore, my friends here are trying to be more effective and faster. However, procedures and institutions are really not easy. Sometimes it also coincides with historical structures. Here are protected areas and so on… Permissions in the boards… Of course, on the other hand, these are also sensitive issues. We are discussing these together with the institutions in order to gain the advantage of being able to solve them faster. But the point we have reached today is good.”

Sharing the information that 68 tons of iron was used in the foundation of the building to be renovated, İmamoğlu said, “Therefore, it actually shows how much the structures do not comply with today's principles. The issue is to secure the lives of 130-140 citizens. We see it that way. God forbid. But it does not end here. The continuation of the others… We try to encourage them by saying let's do this, let another institution do the other, let the contractor do some of them himself. And of course, we also had neighbors who benefited from the campaign we started as IMM. (Beneficiary citizen: The biggest example is here in this area right now.) Yes, that made us happy right now. 11 apartments benefited. We supported nearly 61 percent of their costs. And therefore, it made us experience a process towards the reflection of our campaign to be done in a neighborhood, in a district.”
“EVERY INSTITUTION DID THEIR BEST”
Noting that a safe construction structure was achieved, İmamoğlu said, “The well foundation and surroundings were secured. Now, God willing, our friends have set their intention to finish it in 13 or 14 months, quickly. We hope it will be even faster. But believe me, every institution did their best. Fatih Municipality also gave the support they could, and other institutions did too. But still, procedures can take a long time. We will look at how we can eliminate that. In other words, institution permits, these, these… We will look at all of them. May God not embarrass us. God willing, may it bring good results.”
THE STORY OF NERGIS APARTMENT
The residents of Nergis Apartment, built in 1977, applied to istanbulyenileniyor.com on July 5, 2021 to renovate their earthquake-prone homes. The building, consisting of 31 independent units, was declared risky on November 6, 2021, independently of KİPTAŞ, and was demolished on September 8, 2022. During this process, the demands of the right holders were listened to, the project was prepared, and official contracts began to be signed on November 2, 2022. However, while the processes were being carried out under Law No. 6306, the legal transactions with a shareholder under guardianship by court order continued, making it difficult for the project and license works to progress. Following the arrangements made in Law No. 6306 and the relevant regulations, the transactions continued, and a 53 percent agreement was reached in Nergis Apartment, where there are 21 right holders, as of October 2024, 96,33.
11 INDEPENDENT UNITS ARE ENTITLED TO BENEFIT FROM FINANCIAL SUPPORT
Within the scope of the “Urban Transformation Financial Support Package Protocol” signed between IMM and the Urban Planning Group company KİPTAŞ, 14 independent units in Nergis Apartment applied for the aid package offered to low-income citizens. Of these applications, 11 independent units were entitled to benefit from the financial support. 14 of the 6 beneficiaries who will benefit from the financial support are retired. Within the scope of the protocol, 5 beneficiaries will benefit from the financial support package at a rate of 65 percent; 1 beneficiary at 61,17 percent; 7 beneficiaries at 60 percent and 1 beneficiary at 56,1 percent. Thus, approximately 11 percent of the total borrowing of the 61 independent units corresponding to the shares in the contract will be covered by IMM within the scope of the financial support package. A new project consisting of a total of 30 independent units, 1 residences and 31 commercial unit, will be constructed in place of Nergis Apartment.
HIGH ATTENTION TO ISTANBUL RENEWING
Launched by IMM Urban Planning Group companies on July 5, 2021, the Istanbul Renewal platform has been met with intense interest since the day it was opened. Shortly after it was put into use, the system, which also evaluates the renewal applications of single buildings, has received a total of 35 applications to date.
