Minister of Transport and Infrastructure Abdulkadir Uraloğlu made statements about the developments in the field of Cyber Security. Uraloğlu emphasized that the National Cyber Incidents Response Center (USOM), which operates within the scope of the Information Technologies and Communications Authority (BTK), aims to improve the understanding of cyber security throughout the country, and USOM's alarm, warning and announcement to prevent cyber threats, in critical situations He explained that activities are carried out to take control of the incident with on-site response teams and to ensure national coordination in responding to cyber incidents. Uraloğlu also drew attention to the formation of the national cyber security organization at the technical level by establishing Sectoral Cyber Incident Response Teams (SOME) and SOMEs within the institutions in critical sectors. He noted that about 18 cyber security experts on duty are working on the protection of the country's cyberspace.
Uraloğlu stated that critical institutions and organizations in the country are warned against threats and vulnerabilities, and efforts are made to take necessary measures by the relevant authorities, adding, “In this way, attacks on Internet users and systems across the country have been prevented. Risks of vulnerabilities can be proactively detected with regular scans for each of the 16,7 million IP addresses in total. At this point, more than 55 thousand official cyber security vulnerabilities were reported to the relevant institutions and organizations by the USOM and necessary measures were taken. A total of 252 million accesses to 883 thousand 108 malicious internet addresses were blocked. 4 thousand 146 cyber security notifications were announced. It was determined that 44 domain names were used as phishing to defraud citizens with artificial intelligence technology.” said.
TURKEY'S RANKING RISE IN THE GLOBAL CYBER SECURITY INDEX
Minister Uraloğlu pointed out that 2020 zero-day vulnerabilities were detected in 6, 2021 in 8, 2022 in 24 and 2023 in 58, within the scope of the activities carried out by the USOM, and the “CNA (CVE Numbering Authorities) acceptance process was successfully completed. USOM now assigns CVE numbers for the security vulnerabilities of third party software, hardware or products produced and frequently used in our country and provides process coordination in vulnerability management. As part of the activities carried out, 2021 CVE IDs were assigned in 21, 2022 in 29, and 2023 in 84.” he said.
Uraloğlu stated that, as a result of cyber security studies, the country's ranking has increased according to the "Global Cyber Security Index" data used by the International Telecommunication Union (ITU) to measure the maturity of countries in cyber security. He stated that the success of rising from the 2020th place to the 11th place in the world was shown.

Joint international cyber exercises with the Council of Europe were carried out by the USOM. The exercises brought together a large number of experts from Eastern and Southeastern European countries under the guidance of an international team of experts and USOM.
