The “International Early Childhood Education Summit”, where the 2023 Early Childhood Education Vision will be discussed with the works carried out by the Ministry of National Education within the scope of pre-school education mobilization in Turkey, will be held in Istanbul on February 9-10.

At the summit, which will be held in cooperation with UNICEF, the “2023 Early Childhood Education Vision” will be discussed, as well as the studies carried out to expand and increase the quality of pre-school education, which is among the top priority education policies of Turkey in recent years.

Education ministers of many countries, academics working in the fields of access, quality and inclusion in early childhood education, representatives of international organizations and NGOs, and education experts will attend the summit. The opening ceremony of the summit will be held with the participation of Minister of National Education Mahmut Özer and UNICEF Turkey Representative Regina De Dominicis.

The first panel within the scope of the International Early Childhood Education Summit will be held in the context of the "Early Childhood Education Policies" theme, with the participation of education ministers from other countries, under the moderation of Minister of National Education Mahmut Özer.

Other panels at the summit will be organized with the participation of academicians who are experts in the subjects of “Access and Financing in the Context of Equal Opportunity in Early Childhood Education” and “Quality and Inclusion in Early Childhood Education”.

Minister of National Education Mahmut Özer made an assessment regarding the summit and said:

“One of the education policies we prioritize as the Ministry is to expand pre-school education and increase its quality in order to strengthen equality of opportunity in education, because equality of opportunity in education forms the basis of all education systems. We, as the Ministry, set out with the target of 3 new kindergartens in the last year in order to increase the schooling rate at the pre-school level to the OECD average. When we set out, there were only 2 kindergartens throughout Turkey, and we created a capacity of 782 thousand 6 kindergartens before a year was completed. Thus, we increased the schooling rate from 4 percent to 9 percent at age three, from 16 percent at age four to 16 percent, and from 37 percent at age five to 65 percent. In this context, the International Early Childhood Education Summit, which we will organize in Istanbul, will be a summit where we will share experiences with the countries of the world. While we have the opportunity to share the experience we have gained in pre-school education with the world, we will also benefit from the experiences that can shed light on us in early childhood education.”
