A statement was made from the Disaster and Emergency Management Presidency (AFAD) regarding the identification and burial services of those who lost their lives in the earthquake.
The written statement made by AFAD is as follows: “After the earthquakes, the epicenter of which was in the Pazarcık district of Kahramanmaraş, then the Elbistan district on February 6, 2023, and which were felt devastatingly in our surrounding cities, the country continues its search/rescue activities with vigilance.
Since it is of great importance that our citizens who lost their lives due to the devastating effect of these earthquakes are identified as quickly as possible and their bodies delivered to their relatives as quickly as possible, the letter of the Ministry of Interior, dated 07.02.2023 and numbered 46697, in coordination with the Ministry of Justice, in order to ensure uniformity in identification and burial services. related governorships and institutions/organizations have been instructed.
According to this; 1-The bodies are not sent to the surrounding provinces and districts by performing the examination procedures before the Provincial or District Prosecutor's Offices where they are located,
2-The building and the wreckage of the dead bodies are delivered to the health or law enforcement officer accompanied by a report, ensuring that they are transferred to the hospital.
3- If the identities of the deceased cannot be determined by the relatives or the persons who know them, the funeral delivery procedures are carried out after the identification is made by means of forensic examination such as DNA, blood sample, fingerprint, etc.
4- After the DNA, fingerprint sample and photograph of the bodies that could not be identified and delivered to their relatives within 5 days after they were removed from the wreckage were taken, they should be buried in accordance with religious obligations within the framework of the joint evaluation of the C. Prosecutor's Office and the Civil Administrative Authority, and the location of the grave should be recorded in the report. ,
The points are stated. However, considering the information transmitted from our disaster-affected provinces that there may be problems in the preservation of the bodies and that there may be deterioration in the funerals, the bodies that cannot be identified by their relatives/acquaintances or by forensic medicine methods, after a waiting period of 24 hours, after the DNA, fingerprint sample and photograph are taken, the C. Prosecutor's Office and the Civil Service. Within the framework of the evaluation of the Administrative Headquarters, the location/location of the grave was recorded in the report and it was deemed appropriate to be buried in accordance with religious obligations.”
