Vedat Bilgin, Minister of Labor and Social Security, said that he thinks that a regulation that will allow those who are at retirement age (EYT) to receive their first salary on 1 March will be passed by the Parliament.
Bilgin made assessments on the agenda and answered questions in the live broadcast of Bengü Türk TV.
Reminding that they met with the presidents of TÜRK-İŞ and HAK-İŞ within the scope of the Public Sector Collective Bargaining Agreement Framework Protocol negotiations, Bilgin said, “They have a desire for the process to be short. We are of the same opinion, there is no point in prolonging it.” said.
Upon the question about the EYT regulation, Bilgin said, “I think that a regulation will come out of the Assembly where EYT members can receive their first salary on March 1st.” used the phrase.
“Is it possible to stretch back the date of September 9, 1999 regarding EYT?” Answering the question, Bilgin said, “No way, because what we call EYT is to change the law that was valid on September 8 and put an age requirement. Therefore, there must be an employee on this date so that he or she can be old.” he said.
When asked about the status of interns and apprentices in EYT, Bilgin reminded that there are "number of bonus days", "number of years" and "age" conditions for retirement.

Vedat Bilgin stated that the age requirement was abolished with the EYT regulation and spoke as follows on the subject of interns and apprentices:
“The trainees do not establish a working relationship at the workplace, the employment contract is not realized. Therefore, the employer does not pay premiums for them. So it's not the case for them. They go there for an education. In order for nothing to happen to them during that education period, the state pays them health insurance and makes protective insurance arrangements. It should not be confused with the employment contract. There's such a mess there. Borrowing and so on are out of the question. Who will be your employer, on whose behalf will you deposit your debts? In other words, none of the conditions and standards required by the employment contract are in question for them.”
What is EYT?
Even though those who were insured before 8 September 1999 completed the required working year and number of premium days for retirement, they could not retire because they did not meet the age requirement with the amendment made, and they are stuck on retirement age. People who fit this definition are called EYT.
In this context, the EYT group consists of insured people who started to work as insured for the first time before September 8, 1999, and who could not retire due to the age requirement, despite completing the year and premium requirement.
Who does the EYT regulation cover?
The proposal to solve the 23-year-old problem will cover those who started working before September 8, 1999. With the EYT regulation, which has no age limit, 2 million 250 thousand people will be able to retire at the first moment.
Will EYT members get a bank promotion?
A newly retired person can start a three-year commitment period by making a contract with the bank from which he received his first salary or with another bank. EYT retirees will also be able to receive a retirement promotion under the same conditions.
When will the bank promotion of EYT members be paid?
After the enactment of the EYT law, retirees with their first salary must wait at least 3 days. There is no official statement yet on when EYT bank promotions will be paid.
Citizens who have the right to retirement after the EYT regulation will be able to choose the bank and branch from which they will receive their first payments, from e-Government or from SGK during retirement. Thus, the pension of the EYT member will be deposited in the bank of his choice.
Public and private banks, on the other hand, make retirement promotion payments to retirees if they receive a salary from their own branches with a 3-year commitment.
