The bill regarding the EYT regulation is presented to the Parliament today. Noting that they presented the work to the Parliament as the AKP and the People's Alliance, AKP Group Deputy Chairman Muhammet Emin Akbaşoğlu stated that his proposal consisted of 4 articles. Akbaşoğlu noted that anyone who completes the working year and premium day can retire regardless of age. The proposal is expected to become law in February. Applicants in February are expected to receive their salaries in March.

The regulation on Aged Retirement (EYT), which concerns millions of employees, was presented to the Grand National Assembly of Turkey (TBMM) today.

Making statements regarding the details of the regulation, AKP Group Deputy Chairman Muhammet Emin Akbaşoğlu stated that the regulation consisted of 4 articles in total. Akbaşoğlu pointed out that the work, which directly concerns 2 million 250 thousand employees in the first place, will affect 5 million people in total.

Accordingly, with the regulation, the age restriction will be removed. Everyone who has completed the number of premium days, working time, and insurance period will retire without age, within the framework of the legislation. Every employee who can take the insurance period, including September 8, 1999, will retire regardless of age.

Employers who work at the same workplace within 10 days of retirement will receive a premium reduction of 5 points. In addition, the regulation regarding employees who work as subcontractors, which terminates their employment contract when they retire, will be repealed. Those who are transferred from subcontractors to permanent workers will be able to retire or continue to work.

Akbaşoğlu said that they expect the EYT bill they submitted to the Speaker of the Assembly to enter into force in February.

The highlights of Akbaşoğlu's statements are as follows:

“We said that we will make the legal regulation regarding those who are old enough to retire. We expressed this in 2021 when the 2022 budget was being discussed. Today, our friends, as the AK Party and the People's Alliance, are presenting our law proposal on EYT to the Presidency of the Grand National Assembly of Turkey.

I will give detailed explanations about this law. I would like to express that three conditions are sought in all social security systems. One is the duration of the insurance, the second is the number of premium payment days, and the third is the age requirement. Within this framework, the demands of platforms, associations, and various structures formed under the name of EYT, age-old pensioners, and EYT in the public domain were in question. In particular, EYT platforms and various associations have visited both the AK Party and the Nationalist Movement Party at different times in 2022, expressing their demands in this regard, and fulfilling the demands of many people who are old, despite filling the premium period and filling the insurance period. they forwarded it to us. In this regard, there was a demand to abolish the age requirement.

A simple proposal specific to EYT was created, consisting of 4 articles, two of which are fundamental. The proposal contains an arrangement that is plain, plain, simple to implement, and enlarging rights in the most general way. Those who complete the premium day and working time will retire.

The latest form of the law proposal has been transformed into a proposal by our deputies. We submitted this proposal to the Presidency of the Grand National Assembly of Turkey, signed by the deputies of the AK Party and the People's Alliance. I would like to express that it is a regulation that directly affects 2 million 250 thousand of our employees in 2023 and touches our approximately 5 million employees in total in this regard. We are living in a historical day. We are fulfilling a dream. We are doing the things that are called impossible, one by one.

A touch was made to the hundreds of thousands of employees known as subcontractors who became permanent workers. Temporary Articles 375 and 23 of the Decree-Law No. 24 provide the right to retire or to work in their own place for our friends who deserve to be retired and transferred from subcontractors to workers in line with the decree. His compulsory retirement is abolished under this law.”

HOW WILL THE PROCESS GO?

The proposal will first be discussed in the Parliamentary Plan and Budget Committee. It will be discussed later in the General Assembly. The proposal is expected to become law in February.
