Within the scope of the e-Birth Project initiated by the General Directorate of Population and Citizenship Affairs of the Ministry of Interior in 2018, the studies for the registration of birth events in the population registers in the electronic environment have been completed.
In this context, respectively;
- It was ensured that birth reports were transmitted to the population directorates electronically by health institutions.
- Upon the request of the mother or father, the birth certificate was registered in the population registers by the health institutions (city hospitals, education and research, gynecology and state hospitals and state university hospitals).
- Based on the birth reports submitted by health institutions, it was possible to make a birth notification by the mother or father via e-Government.
Thus, with the e-Birth application, the birth registration of the newborn baby of Turkish citizens is done by the health institution where he was born and his identity is sent to his family's address.
With the amendment made in the Population Services Law No. 5490, it was possible for the population directorates as well as the health institutions affiliated to the Ministry of Health to register birth events in the population registers. Thanks to the regulation, the birth notification of babies born in health institutions and whose names are determined is made in the health institution where the birth takes place without going to the population directorates.
Identity Cards of Newborn Babies Are Sent To Their Addresses Free Of Charge
In order for children born in a health institution to be able to make a birth notification via e-Birth, the name of the child must be determined, the parents must be Turkish citizens, they must not be discharged from the health institution where the birth took place, and they must be requested from the health institution. Identity cards of babies whose birth registration is done in health institutions are sent to their addresses.
81 Health Institutions Authorized in 309 Provinces
A total of 81 health institutions in 309 provinces were authorized as a result of the training given to the personnel of health institutions by the General Directorate of Population and Citizenship Affairs of our Ministry, within the scope of the implementation and the joint work with the Ministry of Health. In the future, it is aimed to complete the necessary training and infrastructure works and to introduce e-Birth in all health institutions.
With the digitization projects implemented by the General Directorate of Population and Citizenship Affairs of our Ministry, bureaucracy and paperwork were reduced and the lives of our citizens were facilitated.
To date, 169.233 children have been registered in the population registers entirely electronically by health institutions.
Birth Notifications Can Also Be Made From E-Government!
Thanks to the "Birth Notification Application" service added to the e-Government by the General Directorate of Population and Citizenship Affairs, Turkish citizens will now be able to submit the birth notifications of their children born in the country and in a health institution via the e-Government portal.
The "Birth Notification Application" service has been added to the e-Government application, which facilitates the lives of millions of citizens and provides the public services to the citizens in the easiest and most effective way, in a high quality, fast, uninterrupted and safe way, by the General Directorate of Population and Citizenship Affairs.
With this service, the applications related to the birth notifications of the children of Turkish citizens who were born in the country, in the health institution and who have a birth report sent to the Central Population Administration System (MERNIS), are sent to MERNIS with electronic signature or mobile signature via e-Government. Registration of birth events in the family registers has been provided by the population directorates. On the other hand, the "New Birth Notification Appointment" service has been added for those who want to notify the district population directorates instead of making birth notifications in the health institution.
How to Notify Birth through E-Government Gate?
A Turkish citizen mother or father can apply for a birth notification through the system within 30 days from the date of birth of the child. Both parents must be Turkish citizens. By the applicant mother or father via e-Government;
- child's name,
- Father's name (for extra-marital births)
- After entering the information of the person who will receive the Republic of Turkey Identity Card and selecting the address where the child will be registered, the application is signed with electronic signature or mobile signature.
Applications for birth notifications sent to MERNIS electronically via e-Government; The place where the applicant's residential address is located is controlled by the district population directorate. If there is no illegal situation in the birth registry or in the name of the child, the birth event is registered in the population registry and the system informs the applicant.
In the event that any illegal situation is detected in the birth notification and the application is rejected, the system informs the applicant that the application has been rejected and the person applies to the civil registry office.
956 Birth Notifications, 144.230 Appointments Created via E-Government
The number of people who made birth notifications using e-Signature or mobile signature on e-Government reached 956, and the number of Turkish citizens who made an appointment with the civil registration offices via e-Government, according to the birth report transmitted electronically to the population directorates by health institutions, reached 144.230.
