Stating that some of the disasters are unpredictable, some of them develop very quickly and can be described as very dangerous, Tuğçe Yılmaz Karan said, “The activities to be carried out in order to resist the negative effects of disasters are carried out with certain stages. These activities are the activities that can be carried out before and after the disaster and are carried out within the disaster management system. While the activities before the disasters occur are called disaster risk management, the activities after the disasters are called disaster crisis management. Disaster risk management aims to avoid and reduce the bad effects of disasters through activities such as preparedness, prevention and mitigation. said.

Stating that disaster risk management includes identifying threats arising from hazards, understanding the vulnerability of people and developing strategies for future risk reduction, Tuğçe Yılmaz Karan said:

“Multiple disaster hazards can be seen in a region for reasons such as urbanization, rapid change in nature, rapid population growth. The coexistence of hazards makes it difficult to predict the consequences of disasters. In fact, in addition to the multiple emergence of hazards, the vulnerability of people also changes the size of disasters. Vulnerability can be said to be all the qualities that expose any community or property to disaster hazards. These qualities change temporally and spatially.”

Tuğçe Yılmaz Karan noted that the risk of disaster is the possibility of loss that may arise due to the realization of the disaster danger in the future and the situation of harming people and people's environment, and said, "With technological developments, technological disasters can now be seen alongside natural disasters, and one disaster can trigger another disaster.
