If the identification process of the animals that are wanted to be adopted from the street has not been made, an application will be made to the animal shelters and the identification will be provided with an "appropriation certificate", and they can be registered to PETVET by the provincial/district directorates without any penalty. There are no restrictions on the treatment of stray animals by veterinarians.
