The “Regulation on Environmental Management of Shipyards, Boat Manufacturing and Dockyards” prepared by the Ministry of Environment, Urbanization and Climate Change was published in the Official Gazette dated 7 December 2022 and entered into force. Accordingly, it is aimed to implement clean production techniques by minimizing environmental pollution that may occur in other receiving environments such as air, water and soil, especially in sea and coastal areas, originating from facilities providing shipbuilding, maintenance and repair services. In addition, strategies to reduce waste in line with the zero-waste approach and dissemination of cleaner production techniques are adopted. With the regulation, within the scope of the 2053 net zero emission target, all tugboats and similar marine vehicles used in shipyards, boat manufacturing and boatyards will be electrified within 5 years.

In the statement made by the Ministry of Environment, Urbanization and Climate Change, “Solid, liquid and gaseous pollutants arising from the activities carried out in shipbuilding, maintenance and repair facilities can directly or indirectly contaminate the seas and the marine environment. As a result, it causes various environmental destructions by causing toxic effects in marine ecology and nature and indirectly affects human health. Reducing the aforementioned environmental impacts and adopting the concept of clean production in these industrial areas will contribute to the sustainable development of the country.” statements were included.

In the statement of the Ministry, it was stated that it covers the shipyards, boat manufacturing and dockyards, which are obliged to obtain permission within the framework of the Environmental Permit and License Regulation, and the facilities responsible for obtaining permission are defined as shipbuilding, maintenance and repair, and facilities where yachts and boats of 20 meters and above are built and maintenance-repaired. . In addition, it was stated that the boatyards can be independent coastal facilities as well as in marinas and fishermen's shelters, and only those that are subject to environmental permits will be included in the regulation.

“Strategies for the dissemination of waste reduction and cleaner production techniques in line with the zero waste approach are adopted”

The following information was included in the Ministry statement, which states that the strategies for reducing waste in line with the zero waste approach and disseminating clean production techniques are adopted:

“Environmentally improving processes, dissemination of clean production techniques, monitoring of the effects of processes on the marine environment, establishment of ballast sediment reception facilities and reporting in the shipyards, boat manufacturing and dockyards that carry out construction, modification and maintenance activities in the coastal areas of Turkey. In order to protect the marine environment, uncontrolled scraping, painting, cutting and assembly operations for maintenance and repair purposes, use of environmentally harmful materials in construction activities, starting the process without receiving the wastes of incoming ships and discharging the waste water generated in the facility area to the sea without treatment are prohibited. Establishment of a closed and impermeable area for surface preparation, welding, scraping and painting processes carried out in the facilities, separate collection and reuse of process and rain water in the area, creation of temporary waste storage areas and waste storage areas in a way that does not affect the marine environment, docking operations for dry floating docks The regulations for the establishment of the tracking system were brought.”

In the statement of the Ministry, it was stated that in accordance with Turkey's 2053 net zero emission target, the use of renewable energy sources and energy efficiency were also regulated and it was stipulated that all tugboats and similar marine vehicles used in shipyards, boat manufacturing and boatyards should be electrified within 5 years in order to reduce carbon emissions. In addition, it was stated that the establishment of sediment reception facilities for the sediments taken during tank cleaning from the ships coming for maintenance and repair will be brought to prevent pollution from ballast sediment in the shipyard areas.

“Sea water quality can be monitored”

In the statement, it is stated that necessary analyzes will be made and reports will be carried out by taking samples to monitor the sea water quality annually in the sea areas where the facilities are located. The facilities are obliged to prepare a facility monitoring report within one year after they become operational, during the renewal process of environmental permits, and in the next third year. Operating facilities will need to prepare this report within one year. With the report, information about the activities carried out by each facility, the materials and equipment used, the measures taken to reduce the negative effects on the environment, the wastes generated by the clean production techniques applied in the facility and the management of these wastes will be monitored. expressions were used.

“Work continues to bring the Sea of ​​Marmara to good environmental status”

In the statement of the Ministry, which stated that the “Marmara Sea Action Plan” consisting of 22 articles was prepared with the participation of universities and relevant institutions and organizations under the coordination of the Ministry for the control and elimination of pollution after the mucilage in the Marmara Sea, the following statements were included:

“The Action Plan for the Sea of ​​​​Marmara was signed with the senior managers of all the provinces on the coast of the Marmara Sea on June 6, 2021 and shared with the public. Within the framework of the Marmara Sea Action Plan, the Marmara Sea Integrated Strategic Plan for the 2021-2024 period was prepared in order to determine and implement policies and strategies to bring the Marmara Sea Basin to a good environmental condition. was approved and entered into force. In both the Sea of ​​Marmara Action Plan and the Integrated Plan of the Sea of ​​Marmara, activities, measures and regulations were determined to control all sectors that exert pressure and influence on the sea in order to bring the Sea of ​​Marmara to a good environmental condition. One of the activities is the establishment of clean production techniques by determining the sources and types of pollution resulting from shipyard activities, and the creation of legislation in order to disseminate clean production techniques in shipyards.

In the ministry statement, it was stated that one of the activities specified in the Marmara Sea Action Plan and the Marmara Sea Integrated Plan was carried out with the regulation published separately.
