In his statement, Bilgin stated that there are more than 30 contracted personnel status in the public sector and that they have made arrangements to discipline this area.

Noting that they have completed the work of recruiting contracted personnel in the public sector, Bilgin continued as follows:

“Our President announced this work to the public on Monday. With this work, 425 thousand people are recruited immediately. It includes teachers, health personnel, religious officials, employees in ministries. In addition, there was a request from our YÖK President; There was the issue of transferring the research assistants known as 50-D to 33/A. We did all this extensive work. These will now be transferred to the squad where they are. But here, as a detail, it should be said that; They have worked in a place for 3 years, and after completing the 4th year, they will be able to request an appointment. Because while the state was introducing the 3+1 system, it took these employees by making a contract to keep the personnel it needs in certain places, and we think it would be beneficial for it to continue. This arrangement should continue in many fields, especially in education, in order not to disrupt public services and to meet the demands of our citizens.”

Emphasizing that it is optional for the contracted personnel to use their right to join the staff, Bilgin said, “The staff arrangement we have made is one that covers almost 100 percent of the contracted personnel. Stating that the legal arrangements for the recruitment of contracted civil servants are continuing technically, Bilgin said, “Our technical works will be submitted to the Parliament within a process and will be transformed into this legal format with the will of the Parliament.” used the phrase.

“The Arrangement of Temporary Workers Has Been Ended”

Minister Bilgin pointed out that they have come to an end in the recruitment of temporary workers in the public sector and gave the following information:

“Yesterday, I met separately with the Presidents of TÜRK-İŞ and HAK-İŞ. I had previously met with the Chairman of DİSK and the heads of the relevant unions on this issue. We evaluated their demands. Our work is in the final stage, we will share it in the coming days. Around 35 thousand temporary workers will be covered, of which 55 thousand are in the Ministry of National Education. I don't care about this issue. During my TCDD General Directorate period, there were around 2 thousand temporary workers in the institution, now their number has decreased to less than a thousand. Currently temporary workers. There is no endless temporary labor. We need to consolidate their status. Because they do not work all year, it is necessary to make an arrangement to ensure their retirement rights. Our arrangement will be within this scope. We are working to recruit existing temporary workers, and we want to discipline temporary workers in the next period, especially in terms of social security. We want to carry out a comprehensive study that will not create victimization.”

“The Number of Persons Covered by EYT Changes from Month to Month”

Referring to the work on the age-at-retirement (EYT), Bilgin said that they have come a long way in this regard and that they will submit the work to the Parliament in December. Reminding that there are three criteria in the pension system, namely the number of premium days, year and age, Bilgin said:

“There are those who fill the other two conditions and wait for the age. We looked at how many people could retire today if there was no age requirement. Their number varies from month to month. June figures were just over 1,5 million. Tomorrow, this number may be 1,6 million, 1,7 million, or by the end of December, it may be around 2 million, which will be considered when the law is passed by the Parliament, or it may change. We are doing a study that takes them into account. In other words, the number of people who can retire after fulfilling two conditions is around 1,6 million. Might be a little higher tomorrow. We are making arrangements for them. I'm talking about those who could retire if there was no age requirement. Otherwise, I don't know, there are people in their 40s. The features of the majority of them, other than the number I mentioned, are the lack of premium days and years. We do not make any changes to those two conditions. The process continues. We will share the scope of the regulation with the public after our work is finished.”

“We Will Eliminate the Mandatory Pension Condition”

Minister Bilgin, when asked about his reservations regarding the “compulsory retirement” of the workers who were appointed by the Decree Law No. 696 (KHK), said, “With this regulation, we will abolish that mandatory retirement requirement. You know, the workers who were appointed by the Decree-Law said, 'You have worked so long, you will retire now.' they are forced to retire. We will eliminate it. “Minimum Wage Determination Commission Will Meet Next Week”

Bilgin, who also shared information on the process of determining the minimum wage to be applied in the new year, said, “Our workers, the workers of Turkey, make sure that we will not crush them into inflation. Last year, we tried to make a regulation that would protect it from the destruction of inflation, by giving a 50 percent increase. It wasn't enough, we immediately gave him an increase of over 80 percent arithmetically, 94 percent cumulatively, but the destruction of inflation continues. Therefore, we will make an arrangement that takes this into account.” said.

Reminding that they will meet with TÜRK-İŞ Chairman Ergün Atalay and TİSK Chairman of the Board Özgür Burak Akkol tomorrow to determine the schedule for the minimum wage negotiations, Bilgin stated that the Minimum Wage Determination Commission will convene next week.

Emphasizing that they will discuss the conditions of the process that will start with the commission meeting with Atalay and Akkol, Atalay announced that he will also meet with HAK-İŞ Chairman Mahmut Arslan and DİSK Chairman Arzu Çerkezoğlu on issues related to working life, especially the minimum wage.

Reminding that the Ministry has conducted a survey on the minimum wage, Bilgin noted that in this study, they will try to learn the expectations of workers working in small, medium and large enterprises, employers, as well as other citizens regarding the minimum wage.
