Data Integration Cooperation Protocol Between Ministries of Family and Interior

Derya Yanık, Minister of Family and Social Services, stated that they have implemented a new study in cooperation with the Ministry of Interior and said, “Due to the confidentiality of the information of women who are victims of violence against whom a protection order has been issued, some disruptions could occur in health institutions, banks or during school enrollment. Now, with the data integration to be realized between the General Directorate of Population and Citizenship Affairs (NVIGM) and our Ministry, confidentiality decisions will be transmitted electronically. Relevant institutions and organizations will be able to carry out the transactions of the victim in a shorter time without disrupting the service.

Minister Yanık stated that the Law No. 6284 on the Protection of the Family and the Prevention of Domestic Violence, which is an important mechanism in the protection of victims and prevention of violence in Turkey, has been in force since 2012 and said: In the event of a final verdict on the issue, it provides proportional and measured rehabilitation or punishment of the perpetrator of violence, coordination of the support services to be provided to the victim, and monitoring of the measures by electronic means. In addition, the identity information and addresses of the person under protection under the law no. 6284 and other family members are kept confidential in official records.

“There could be some disruptions in bank transactions, school records or hospitals”

Minister Derya Yanık stated that there may be some disruptions due to confidentiality decisions in institutions such as the Ministry of National Education, Central Population Management System, Social Security Institution, law enforcement, banks, health institutions that provide services to victims of violence, and said, “The information systems of each institution are different. For this reason, there may be problems in making an appointment via e-pulse or MHRS in health institutions, notary and banking transactions, school records or getting train tickets. In order to minimize these problems, we signed a Cooperation Protocol on Data Integration with our Ministry of Interior.”

“Confidentiality decisions will be processed in the NVIGM central database via ABS”

Minister Derya Yanık said, “With the protocol, the confidentiality decisions made about the victims of violence and their relatives will be electronically processed into the Ministry of Interior NVIGM central database via the Ministry's Family Information System (ABS). With the data integration to be realized between NVIGM and our Ministry, confidentiality decisions will be transmitted electronically. In this way, the victim's actions can be carried out in a shorter time," he said.
