Environment, Urban Planning and Climate Change Minister Murat Kurum attended the Beyoğlu Okmeydanı Neighborhood Urban Transformation Project Groundbreaking Ceremony in Istanbul. In his speech, Minister Kurum stated that they extended the land application process until November 15 due to the intense interest shown in the social housing and land project, and gave the good news that the first lots in the project will be started on November 7 in the provinces of Şırnak and Ardahan. The Minister Institution gave the good news that the citizens who will benefit from the urban transformation in Okmeydanı will not make any payments until they receive their homes, that they will receive rental assistance during this period and that they will pay their debts in 240 monthly installments over the current agreed value. He also stated that if the majority is achieved in Hacıhüsrev and the citizens give their consent, they will start the urban transformation here as well.

Minister Kurum, who made a series of visits in Beyoğlu, made statements by expressing that they were excited to lay the foundations of 778 residences and 161 shops in Beyoğlu Okmeydanı.
Expressing that the rent assistance to the citizens in Beyoğlu will continue, the Minister Kurum continued as follows:
“Yesterday, we laid the foundations of 776 new homes and shops in Beykoz's Tokatköy District. Today, we are laying the foundation of 778 residences in Okmeydanı. We are making our 161 shops where our tradesmen will do their shopping in peace and our citizens will be happy. In this process, we have provided our citizens with relocation assistance so that they do not experience any grievances. We also continue our rental assistance. Until my brother from Beyoğlu enters their residence, we will continue to provide rent assistance until we receive our guests, and we will update these rents every year. Our citizens have very little borrowing amounts here. Payments will begin when our citizens receive their homes. There will be no update that will pay the same amount when he receives his house, whatever the amount he is owed today. When the key delivery arrives, the beneficiaries can pay this amount afterward if they wish, or they can pay it in installments up to 240 months. We have kept all the promises we made to our nation. Today, I hope, we will complete our guests, whose foundations we have laid, within 2 years and we will deliver our keys here with the participation of our Leader and President with great enthusiasm. All of our citizens living here will live in their new and healthy houses without going anywhere, live in their neighborhood, sit with their neighbors and loved ones, and keep their memories alive, with the on-site transformation we have made. Minister Kurum used the following expressions in the good news given to the citizens in Okmeydanı:
Until my brother from Beyoğlu and my brother living in Okmeydanı enter their houses, we will continue to provide rent assistance until we receive our houses. And we will update these rents every year. Our citizens have very small amounts of borrowing here. And the payments are until our citizens receive their keys, that is, their houses. He will pay the same amount when he receives his house, which is the amount he owes today. No updates will be made. When the key is delivered, my brother, who lives in Okmeydanı, can pay this amount in cash if they want, or they can pay it in installments up to 240 months. So they can pay in 20 years. For example, today, our citizen, which will be 150 thousand liras, will be able to pay 150 thousand liras in cash or with a 240-month maturity when he receives his house. This price will not change.”

Expressing that they have extended the land application process, which will end on November 7, until November 15 due to the intense interest shown in the social housing project and the land project, the Minister Kurum announced the provinces and dates where the first lots will be drawn for the houses.
Announcing that 12 thousand 22 houses will be drawn in 57 provinces and the first draw will be held in Ardahan and Şırnak provinces, Minister Kurum said:
“We are starting our first draw on Monday, November 7, in the provinces of Şırnak and Ardahan. We are also drawing lots for 5 thousand 7 residences between 12-7 November in 16 provinces, including 22 provinces in our Southeast Region and 57 provinces in our Eastern Anatolia Region. Our rules will be in the presence of a notary public, and all our nation will watch the process in a transparent and live broadcast. They will follow our TOKİ's official social media accounts. We will complete all of our drawings by March 2023. As we promised, we will deliver all our homes, our residential lands, and our workplaces to our citizens within 2 years. May our projects be beneficial to all of our Istanbul and our country in advance.”
