Speaking at the protocol signing ceremony held in the Sincan Organized Industrial Zone, Minister of National Education Mahmut Özer reminded that vocational education is carried out in vocational and technical Anatolian high schools and vocational education centers in Turkey, and noted that they made a very important expansion regarding vocational education centers today.

Stating that although the employment rate of vocational and technical Anatolian high school graduates is high in Turkey, the low employment rate in the field of education has been criticized, Özer said, “Actually, the problem does not arise from the quality of education in vocational and technical analysis. In fact, it stems from the mismatch of the demand of the labor market with the supply we have presented. We are already reshaping it. We are re-realizing the number of vocational and technical Anatolian high schools according to the demand for supply and the demand for employment in the places where the sector is clustered. The most important expansion that our Ministry has focused on in vocational training in the last year is vocational training centers because they offer a vocational training opportunity with very important advantages. All of the education in the vocational training centers is designed and carried out in accordance with the Vocational Education Law No. 3308. There were two important regulations according to this law: First, all our young people who were educated in vocational training centers were paid 30 percent of the minimum wage every month, and this wage was paid by the employer, and some of it was subsidized by the state. In the second initiative, all of our students here were insured against work accidents and occupational diseases by the state, and strangely, despite receiving four years of education in these vocational training centers, they did not have the right to a high school diploma after secondary school. Our first move was to provide a flexible model for high school diploma awarding.” made its assessment.

They will both enable them to take an active part in the processes and ensure that the training is received in a real business environment. These two arrangements made it possible for our small and medium-sized enterprises to see how important a vocational training center is for them and how useful it is. At the end of 2021, we had approximately 160 thousand students in all our vocational training centers, currently there are 560 students. In other words, 400 new young people have met with vocational training centers in the last ten months. The critical thing here is: To enroll in the vocational training center, it is sufficient to be a secondary school graduate. There is no age limit and approximately 560 percent of our 55 young people are over the age of 18. In fact, what will these vocational training centers provide while increasing their capacity? On the one hand, while providing the human resource needed by the labor market and eliminating its financial burden on the employer, it is also a very important instrument for reducing youth unemployment, which is a chronic problem of our country, in fact the whole world in the last 2-3 years. provides.”

Expressing that an important indicator of how well the school-to-work transition mechanisms are working in the development of countries is the ratio of 'neither in education or employment', Özer said, “The population of the age; It is expected to be either in education, internship or employment. If it is neither in education nor employment, then there is a problem. Either they are out of education, there are skills mismatches with the labor market and they cannot find a job, or there is too much supply of the demanded labor resource and people are shifting to different areas. Although the OECD average is around 15 percent, this rate is 30 percent in Turkey. I believe that when we expand vocational training centers, the rate of neither education nor employment will decrease towards OECD averages. Most importantly, the education system in our country will find its balance. Unless vocational education is in place in an education system, it is not possible for the education system to find its balance.” used the expressions.

Stating that a stronger system has been created by establishing a healthy mechanism between the school and the labor market, Özer said, “As our President has announced, we will bring 2022 million young people together with vocational training until the end of 1. Our first goal is to increase the figure from 560 thousand to 700 thousand by the end of August. Hopefully, as of September 1, we will share with the public the good news that the number of students in vocational training centers in Turkey has reached 700 thousand.” said.

Employment guarantee for all young people who graduate from the vocational training center established with Kalyon PV

Reminding that with the amendment made in the Law No. 3308, apprentices who attend the vocational training center receive 30 percent of the minimum wage and 50 percent of the journeymen, Özer pointed out that the wages of the students will also improve continuously with the improvements made in the minimum wage.

Stating that 255 vocational training centers have been established in all organized industrial zones, Minister Özer said: “There is no need to build a building to establish the vocational training centre, because training is given once a week, for example, within the scope of the protocol we will sign here today, a student receives one-day training in such a large facility. you can get it here. There is no need to go to a different vocational training center. Now, when we see it in place, we can gain this expansion very easily. The most important pillar of the opening of the vocational training center here is that we put the employment-guaranteed vocational training center into effect for the first time. The employment rate in vocational training centers in Turkey is very high. At 88 percent. Özer stated that it is important for the employer to employ the person he trained himself rather than looking for personnel in the market.

Referring to the 1000 Eco-Friendly Schools project, Özer said, “As you know, we built a thousand environmentally friendly schools under the auspices of the respected lady Emine Erdoğan. We started on March 26 and finished within 2 months. We have 922 districts. Let's determine at least one school in each district. In this school, from solar panels to the rain collection unit, to converting organic wastes into fertilizers with a compost machine and using them in the gardens, the libraries are zero waste libraries, the role model where all kinds of measures related to energy saving are taken, and at the same time, to establish a school climate in which students develop environmental awareness by living and we have achieved this in two months. ” he said.

Minister Özer, who thanked everyone who contributed to the project, reminded that the Ministry was not used to doing such big projects in two months, but the same situation was experienced in the project "There will be no school without a library".

Stating that 2 libraries were built in 16 months, Özer said that the projects were enriched with the additions of those who worked in the field.

Expressing that he thinks that cooperation can be achieved with Kalyon PV and solar panel support for the Environment Friendly 1000 Schools project in the future, Özer thanked the Kalyon family and everyone who contributed to the cooperation.
