The Ministry of Interior warned the governorships against the recent drowning cases. According to the statement made by the Ministry, with the circular sent by the governorships, sea, lake, pond, etc., which do not carry a life safety risk. He wanted the swimming places to be designated as "swimming areas" until the end of March every year.

The Ministry of Interior sent a circular on "Measures to be Taken to Prevent Drowning in Water" to 2022 Provincial Governorships upon the death of 476 people and the rescue of 244 people in 287 drowning incidents in 81. In the circular, it was stated that it is of great importance in terms of preventing drowning events and loss of life that may occur in seas, lakes and ponds, dams, irrigation canals, stream beds and pools. According to the 5442th article of the Provincial Administration Law No. 11, “Providing peace and security, personal immunity, security of disposition, public welfare and preventive law enforcement authority are among the duties and duties of the governor. To ensure these, the governor takes the necessary decisions and measures.” Reminding the provision, the following measures were requested from the governorships to prevent drowning incidents.

Sea, lake, pond, etc., which are considered sufficient in terms of health, safety and social facilities and do not pose a life safety risk. swimming areas will be determined as “swimming areas” and announced to the public until the end of March every year. Sea, lake, pond, dam, irrigation canal, stream, irrigation and animal drinking water ponds, flood trap, regulator, water transmission, discharge or flood control canal etc., which are outside these areas. It will not be allowed to enter the water in the areas and additional measures will be planned for these areas. Swimming limits (up to 200 meters from the shore) in swimming areas will be marked with floating equipment and warning signs indicating swimming limits will be available in these areas. All kinds of motorized or non-motorized marine vehicles can enter these areas, which are designated as swimming areas and whose borders are marked, and races, shows, etc. in these areas. Any activity will be blocked.

Pulling currents will be marked with warning barges.

The places that produce drag currents on the coasts will be determined and these areas will be marked with warning barges. Sea, lake, pond, stream, water channel, etc., where drowning events occur. Signs and warning signs will be placed indicating that entering water in areas and uncontrolled beaches poses a danger to life safety, and additional measures will be planned for these areas.

Warning posters will be hung on bulletin boards in places such as bus stops, bus stations, coastlines and beaches in order to inform citizens and tourists about areas that are not suitable for swimming in terms of human health and life safety. Physical security measures (such as wire fence, guardrail, warning signs) are provided by the relevant institutions in order to prevent the passage of people around the facilities operated by DSI or transferred to various institutions and organizations (such as dam, pond, flood trap, regulator, water transmission, discharge or flood protection channel). or by the operator.

First aid training will be given to law enforcement/municipal personnel performing patrol/supervision activities in the coastal area. Brochures describing the first aid rules to be applied after drowning incidents will be distributed to primary, secondary and university students, tourism facilities and water sports businesses in order to raise awareness. According to the density and risk situation in the swimming areas, a lifeguard certified by the Turkish Underwater Sports Federation will be assigned by the relevant business.

A first aid cabin will be created

A first aid cabin/room will be created in swimming areas and necessary personnel/material support will be provided in order to give priority to places where the sea is intensively entered. In terms of the safety of the citizens benefiting from the swimming areas, all kinds of aquaculture hunting will be prohibited in these areas. The creation of playgrounds (inflatable and other floating water parks) and other large-volume structures that adversely affect the lifeguard's field of view will not be allowed within the swimming areas.

Controls will be increased

Frequent and regular inspections will be carried out by inspection teams to be formed in provinces/districts. During the regional tourism seasons, inspections will be increased, especially on and around uncontrolled beaches, during peak hours. It will be periodically checked whether the lifeguards on duty comply with the standards and whether they have adequate rescue and first aid equipment. Inspections will be increased in swimming areas/beaches, especially on weekends and public holidays. An example of the lifeguard badge, working hours and the meaning of the pennants will be hung in places visible to the public at lifeguard stations. In cases where there is no lifeguard or where swimming is dangerous and prohibited, the red flag will be raised to the lifeguard stations and the border flags will be removed, and it will be announced through the announcement system that there is no lifeguard and that it is dangerous and prohibited to enter the sea.

Information activities will be emphasized.

Trainings will be given in schools about the dangers of entering water in the "Drawing Current", irrigation canals, dams and places that are not suitable for swimming in terms of human health and life safety. Awareness-raising panel, seminar, symposium, workshop, etc., through universities and other stakeholder institutions/organizations. events will be held.

Brochures containing warning phrases such as "You may cross your neck", "Drawing Current", "Swimming with Alcohol is Risky", "It's Dangerous to Go into the Sea Without Swimming", "Jumping From Rocks Is Life Dangerous" will be distributed in places where there is intense swimming, especially in tourism centers. Swimming courses/programs will be organized in cooperation with stakeholder institutions/organizations in provinces/districts and/or lifeguard training will be given to bidders.
