TCDD has quietly changed its shopping mall station project in Söğütlüçeşme, Istanbul. The cost of the new project increased from TL 193 million to TL 253 million, and the number of shops increased from 76 to 108.

While it was revealed that the shopping mall station project, which attracted a great reaction with the application, was abandoned, the details of the new project, which was stated in the EIA application to be built on a land of 40 thousand square meters, were announced.

While it was stated that the AVM Station project would cost 193 million 794 thousand TL, it was stated that the cost of the new project increased to 253 million 716 thousand TL.

THERE WILL BE 108 COMMERCIAL AREAS

In the old project, it was announced that the shopping mall station project will consist of 7 blocks, 76 shops and offices, while it was stated that TCDD's new Söğütlüçeşme project will include 13 commercial areas within 108 one or two-storey light steel structures. Although the shopping mall project was abandoned, the increase in commercial areas attracted attention, and the parking lot capacity, which was stated to be 443 vehicles in the old project, was reduced to 169. In addition, it was observed that TCDD did not include the information of the contractor company that will do the construction in the EIA file.

31 THOUSAND PASSENGER IN DAY

Regarding the details of the project to be built in Söğütlüçeşme, which is visited by an average of 31 thousand Marmaray and YHT passengers per day, the following was stated: “The planned project will be built in the form of open streets, and there will be no applications such as entrance procedures to a closed area with the entrances and exits open to the public. Most of the commercial areas will be located under the viaducts. With the planned project, idle and unsafe areas such as under the viaduct will be evaluated in a way that will allow the use of the public with a new model. Trade areas, social and cultural areas and recreation areas will be created in order to meet the needs of passengers disembarking from the High Speed ​​​​Train or Marmaray at Söğütlüçeşme station and to spend time while waiting for the departure times.

In the EIA file, it was stated that with the project, a 600-meter-long rail line will be built next to the existing rail lines and a 200-meter-long platform will be built on this rail line, adding, “Marmaray and YHT use the same railway lines and platforms at the current station. This situation confuses the traffic of the two functions, as well as the 40-centimeter height difference between the train line and the platform creates a security risk. Platforms are used for disabled access and luggage transportation. In the planned project, a new line and platform will be built, standards will be met in access to the train and the existing traffic will be relieved.

52 TREES ARE INCLUDED

The EIA report, which also announced that there are 52 trees in total on the land, included the following statements: “It has been observed that 19 of the trees in the project area are in a planted and dry condition, and 33 of them are in an unhealthy condition. Since dry and unhealthy individuals in the plant are vulnerable to insects or other pests, they also pose a danger to other healthy individuals living in the area. With the landscaping works to be done, the trees that are currently unhealthy will be removed from the area, and the trees that are worth moving will be used inside or outside the site in the project.

RANT PROJECT IS ON THE AGENDA FOR TWO YEARS

After the announcement that TCDD will build a shopping mall-looking station on its land in Söğütlüçeşme, the Ministry of Environment, Urbanization and Climate Change made a zoning plan change for this area in 2019. In the plans, the region was arranged as Söğütlüçeşme Public Transport Station Area Project Area. TCDD also agreed with Fıratcan İnşaat, which includes familiar names on the board of directors, for the AVM station project. At that time, the fact that some names such as Sefa Özçelik, son of Abdurrahman Özçelik, Member of the State Audit Board, were on the board of the company, caused controversy. It was announced that the company would pay only 32 thousand 315 TL monthly rent to TCDD during the construction process, and only 25 thousand 161 TL per month for the 574-year operating period after completing the project. According to the signed contract, the operating right to be given to the company in return for construction would expire in 2047. The 13th Administrative Court of Istanbul, which evaluated the objection after TMMOB objected to the zoning plan prepared by the ministry, canceled the plans in July last year on the grounds that the plans were not in accordance with the principles of urban planning and planning.
