The Ministry of Industry and Technology is implementing the authorization system for companies that will take part in public information projects. With the system, it is aimed to bring quality in public informatics purchases and to increase the success performance. The system will also contribute to the development of the domestic informatics ecosystem.
PUBLISHED IN THE OFFICIAL GAZETTE
The Regulation on the Authorization of Participants within the Scope of Public Informatics Service Procurement was published in the Official Gazette. The regulation prepared by the Ministry of Industry and Technology will determine the competencies of the IT companies that will take part in the IT service procurement projects of public administrations.
KIK WILL EDIT
In line with this purpose, authorization certificates will be given to IT companies. The competency documents to be issued will begin to be sought in public tenders after the regulation to be made by the Public Procurement Authority (KİK) in the relevant legislation.
TIME FOR IT COMPANIES
The GCC is expected to publish the regulation in the coming days, which will make the authorization documents to be issued by the Ministry of Industry and Technology obligatory in public tenders. A period of one year is foreseen for the implementation of the regulation to be made by the GCC. In this way, sufficient time will be given for IT companies to make the necessary preparations and receive their documents.
IT WILL TRIGGER CORPORATE DEVELOPMENT
Ensuring that the companies that will undertake the projects have certain qualifications with the authorization certificate system in public informatics procurement; In this way, it is aimed to increase the success rate and sustainability of public informatics projects. With the quality certificates determined in the regulation, the institutional development of domestic IT companies will be triggered. The Ministry will also support the costs of IT companies to obtain the necessary quality documents through KOSGEB.
3 TYPES OF DOCUMENTS
The Ministry of Industry and Technology will issue 3 types of documents in the first stage. These will be in the form of "Public Informatics Authorization Certificate", which shows the basic competence to be considered in all IT service procurement, "Software Authorization Certificate" for software projects, and "Penetration Test Authorization Certificate" for penetration testing services.
THERE ARE OTHER DOCUMENTS NEXT
The Ministry will be able to issue documents for other informatics issues in the later stages of implementation. The Ministry will start receiving applications for authorization certificates within 3 months. Authorization documents to be given by the Ministry will be made compulsory in public tenders in a period of approximately one year, after the regulation to be made by the KİK.
