Minister of National Education Mahmut Özer and Minister of Agriculture and Forestry Vahit Kirişçi signed the Protocol on the Joint Management Model of Vocational and Technical Anatolian High Schools with Agricultural Areas.
Making a speech before the signing ceremony of the protocol, Minister of National Education Mahmut Özer stated that vocational training is one of the most sensitive trainings for the labor market.
Minister Özer stated that direct human resources are trained in the field of vocational education and said:
“As the Ministry of National Education, the most important paradigm change we have made to strengthen vocational education has been to include the representatives of the labor market in all education processes. As you know, after the application of the coefficient in 1999, vocational education suffered very serious traumas in this country. The labor market has paid huge costs and 'I can't find the employee I'm looking for.' His rhetoric was too often voiced by labor market representatives. In other words, we saw how much a wrong education policy can cost a country in the coefficient application. Not only did the labor market pay this cost, a serious cost was paid in the difference of success between schools. It also caused him to pay different costs sociologically. Here, our governments and our Ministry made great efforts to strengthen vocational education after abolishing the application of coefficients. He produced very big projects.”
Stating that the Ministry of National Education has made great efforts to strengthen vocational education since 2012, Minister Özer noted that the most important breakthrough in this sense is the inclusion of labor market representatives in all processes. Özer stated that the process is being managed together with the powerful representatives of the labor market on topics such as updating the curriculum in all areas where vocational education is given, planning the vocational and on-the-job training of teachers, granting scholarships to students, and prioritizing employment.
“It is no longer a type of education that talks about vocational education problems and sheds light on the future of the country; It has turned into a type of education that gives hope to our people and our society. Vocational education is now being talked about with its production capacity. The production capacity in our vocational education schools has increased so much that it has completed the process with a production capacity of 200 billion 2021 million in 1 in all vocational education schools from 162 million bands. It quickly produced masks and disinfectants by diversifying its production portfolio by transforming its vocational training production capacity in an environment where countries could not find masks and disinfectants and respirators. Currently, we have 54 R&D centers in our vocational training schools. In other words, while training continues, we are constantly trying to develop capacities related to innovative approaches, developing existing products and contributing to the country's economy with high added value.”
“We will make a new start in agriculture”
Stating that the country's welfare, development, reducing the youth unemployment rate and looking forward to a prosperous future with its society, Özer said that vocational education needs to be much stronger, and that they are together with the Ministry of Agriculture and Forestry for a new beginning. Minister Özer explained the joint management model of the two ministries with the following words:
“We will revise the curriculum according to the developing and updated technology. We will plan our students' skills training in business together. We will manage the on-the-job and professional development training of our teachers by taking advantage of the opportunities of our Ministry of Agriculture and Forestry, that is, by working hand in hand. With this new approach, I believe that we will make a new start in the field of agriculture, where climate change, drought and problems in food supply chains have increasingly come to the fore in recent years.”
Reminding that another cooperation is being carried out with the Ministry of Agriculture and Forestry, Özer said that they are working to re-establish the mechanisms for re-establishing village schools and for people to spend quality time in village life centers. Özer stated that they will have the opportunity to share the project with the public in the near future, which produces different mechanisms to provide all kinds of training needed by the citizens of the villages.
Wishing that the protocol would be beneficial, Minister Özer thanked those who contributed to the studies.
“The need for intermediate staff of the agricultural sector will be met”
Speaking at the signing ceremony, Minister of Agriculture and Forestry Vahit Kirişci stated that there are clusters in front of universities due to the coefficient problem and said, “This brings with it a result such as 'the only way is to study at the university'. We have seen all together in the process that this is not sustainable. Sectors that need intermediate staff felt the lack and pain of this a lot.” he said.
Stating that the Ministry of Agriculture and Forestry is the 150th largest ministry of Turkey, consisting of 5 thousand people, with the latest purchases they will make, Kirişci drew attention to the fact that the two ministries have demonstrated an important will for cooperation with the signed protocol.
Underlining that they always support education, Kirişci said, "Our brothers who will be trained in these schools after the cooperation to be established within this framework will meet our need for intermediate staff." said.
Kirişci stated that they are looking forward to putting this into practice by completing the works on turning the villages into centers of attraction and life again, and concluded his words as follows:
“Life is actually in the countryside… We thought it was a feat to leave the countryside for the sake of modernity. We are among the countries that think this. We left the countryside and formed suburbs around the cities. We lost our values in the hustle and bustle of metropolitan cities. Returning to the countryside and re-living in the countryside is something we put a lot of emphasis on. We have many projects related to this. I would like to convey that we support rural development with these works.”
