President Tunç Soyer He started his speech by commemorating those who survived the earthquake. Stating that they are at the starting point of a very valuable project that will be a beacon of hope for the whole country, President Soyer said, “After the 30 October Earthquake, which shook all of Turkey, together with İzmir, we have endured the deep pains we have experienced together, displaying a great example of solidarity. We tried to bind up our wounds together. Our experiences have shown us that despite all the difficulties, we have to be successful in urban transformation. However, in this period when the economy hit rock bottom, we faced many obstacles in the implementation of urban transformation projects. Contractors who see low profit and high risk do not even enter tenders; stayed away from urban transformation projects. This is how the story of our first realization in İzmir began under such unfavorable conditions. With our Halk Konut project, we added the cooperative model to our urban transformation works. This model, which we have implemented with the understanding of social and transparent municipality for our earthquake-affected citizens whose buildings were destroyed and became uninhabitable, is a first in Turkey, I proudly say.”
“A true example of solidarity”
Stating that the first place where the project will sprout is Dilber Apartment, Mayor Soyer said, “First of all, we offered our apartment residents, who were found to be moderately damaged in the earthquake and applied to us, to establish a cooperative for the new apartment to be built. Our apartment residents, who were victims of the earthquake, became the contractors of the new building they would build by founding the Halk Konut 1 Building Cooperative. In this way, the residents of Dilber Apartment were also entitled to the new apartment building as cooperative members. A total of 40 apartments will be built in this area where Dilber Apartment is located. Cooperative members consist of 32 floor owners. The construction of 20 flats will be completed with the profit to be obtained from the sale of 8 flats, which will be formed with a 40% increase in precedent, which was accepted and implemented in our Municipal Assembly. The companies of our municipality, which took part in this project, will provide contracting services to the cooperative with a symbolic profit rate of 1%,” he said.
“No power can stand against the will of the people”
Emphasizing that Dilber Apartment is a pilot project, Mayor Soyer continued his words as follows: “We will work hard to offer this opportunity to all our earthquake survivors who have requested for the reconstruction of their destroyed buildings. You and we together are actually changing the world. We are changing now. Make sure the model we set up with Dilber Apartments Bayraklı'Or hope for Izmir and Turkey. Each of you is hope. Because you trusted us. We trusted you and showed that even in the most adverse conditions, no power can stand in the way of our common will, and we know how to overcome them. The new buildings we will build will be equipped with advanced engineering techniques and building health monitoring systems, as well as green roof and solar energy systems. We will harvest rainwater on our roofs. This production will actually create a construction model. We will also show what a healthy, environmentally friendly, economical building means. Our excitement is not in vain. We will do it in the most perfect way as soon as possible. We will be an example to the whole of Turkey.”

The crowd in the hall often chanted slogans such as "He is the father of the earthquake, Tunç President" and "We are the people, we are right, we will win". Halk Konut 1 Residence Building Cooperative Partner Kat Maliki Aytekin Keskin said, “When they called us for the project, butterflies flew inside us. We met very nice people. You showed us how to transform human into a meaningful being. All I wish is that this model spreads to other earthquake victims. We are opening a new page in history,” he said.

Soner Duymaz, Member of the Board of Directors of Halk Konut 1 Housing Construction Cooperative, emphasized that they started to try to find a solution after the earthquake and said, “We talked to nearly 30 contractors and building companies, but we could not get positive results.
