İbrahim Halil Oral was born on February 1, 1958, in 1958 in the Ahlat district of Bitlis. He comes from a deep-rooted family that has lived in Ahlat for centuries. He completed his primary and secondary education in Ahlat. After graduating from Mersin Teacher's School, he completed his undergraduate education at Ankara University Faculty of Theology. At the same time, he graduated from Ankara Higher Teachers' School. In his working life, he worked as the Deputy Branch Manager of the Ministry of National Education, General Directorate of Religious Education, the Deputy Director of Bahçelievler Trial High School, the Director of Ankara Tevfik Ileri (Central) Imam Hatip High School and the Director of Ankara Cumhuriyet High School. He worked as a Religious Culture and Ethics Teacher for many years and helped raise thousands of students with his administrative duties in Ankara's major schools. In addition to his professional career, he has taken senior positions in many non-governmental organizations since his youth. He served in many non-governmental organizations, including the Founding Member of the Ahlat Education and Culture Foundation, the President of the Turkish Theologians Union Foundation, and the Founding Member of the Parliamentary Union of the Turkic World.

Oral, who has been involved in politics from a young age, worked at various levels in the Nationalist Movement Party Youth Branch and Ülkü Ocakları. Its entry into the parliament took place between 1999-2002. İbrahim Halil Oral served as the 21st Term MHP Bitlis Deputy. He was a member of the MHP Central Executive Board and a member of the GNAT Group Board of Directors. While serving in the parliament, he served as a member of the National Education Commission and the Chairman of the Bitlis, Ahlat and Its Environment Research Commission.

He has been in the opposition group within the MHP for many years, and joined the IYI Party, which was founded under the leadership of Meral Akşener in 2018, and was among the founders. He served as a Member of the Board of Founders, Deputy Chairman of the Organization and Member of the General Administrative Board at the IYI Party.

He was elected as Ankara Deputy from the IYI Party in the June 2018 elections.
