ORAL EXAM ANNOUNCEMENT REGARDING THE RECRUITMENT OF 2022/B CONTRACTED PERSONNEL TO WORK IN THE CENTRAL AND PROVINCIAL ORGANIZATION IN 4

Within the framework of the Principles Regarding the Employment of Contracted Personnel, and its Annexes and Amendments, which were put into effect with the Council of Ministers Decision dated 657/4/06 and numbered 06/1978, pursuant to paragraph (B) of Article 7 of the Civil Servants Law No. 15754; A total of 1 personnel will be recruited for the vacant positions whose number and position titles are specified in the Tables No.

From the Public Personnel Selection Examination (B) Group held by ÖSYM in 2020; A maximum of 3 times the number of positions announced according to the preference order of the candidates will be evaluated, provided that they have obtained a KPSS score of at least 93 and above from the KPSSP94 for undergraduate graduates, KPSSP60 for associate degree graduates and KPSSP5 for high school graduates.

GENERAL CONDITIONS

(1) The following conditions are required from the candidates who will apply as staff with 4/B contract,

(a) Being a citizen of the Republic of Turkey,

(b) To have the general and special conditions specified in Article 657 of the Civil Servants Law No. 48 and the conditions specified in the Council of Ministers Decision on Principles Regarding Employing Contracted Personnel,

(c) To have completed the age of 21 as of the application deadline (2022 June 18) or to have taken a juridical coming of age decision pursuant to Article 12 of the Turkish Civil Code,

(d) Not to be deprived of public rights,

(d) Even if the periods specified in Article 53 of the Turkish Penal Code have passed; crimes against the security of the state, even if pardoned or imprisoned for one year or more for an intentionally committed crime, crimes against the constitutional order and the functioning of this order, embezzlement, embezzlement, bribery, theft, fraud, forgery, breach of trust, fraudulent Not to be convicted of bankruptcy, bid rigging, rigging, laundering of property values ​​arising from crime or smuggling,

(e) In terms of military service for male candidates; not to be in military service, not to be of military age, or to have done active military service if he has reached the age of military service, or to be postponed or transferred to the reserve class,

(f) Without prejudice to the provisions of Article 657 of the Civil Servants Law No. 53, not to have a mental illness that may prevent him from performing his duty continuously,

(2) Not to have completed the age of 35 as of the first day of January of the year in which the oral exam is held (born after 01/01/1987),

(3) From the Public Personnel Selection Examination (B) Group held by ÖSYM in 2020; KPSS, which will be made on the basis of the KPSS score type and the preferred position title, according to the preference order of the candidates, provided that they have obtained a KPSS score of at least 3 and above from the KPSSP93 for undergraduate graduates and KPSSP94 for associate degree graduates and KPSSP60 for high school graduates. Being in the candidate 5 times the number of positions announced according to the score ranking,

(4) Candidates can make a choice for a maximum of 3 locations (central/provincial) and/or position titles, provided that they meet the conditions specified in the announcement while applying. The evaluation process of the applications of the candidates will be made for only one place and title, where they can be included among the candidates with 5 times the KPSS score, starting from the candidate with the highest KPSS score, considering the order of preference they have made.

APPLICATION AND FORM OF APPLICATION

1- Applications; It will be done with e-Government password. Therefore, candidates http://www.turkiye.gov.tr Must have an account. In order to use the account in question, candidates must obtain an e-Government password. Candidates will be able to obtain the envelope containing their e-Government password by submitting their ID number with their TR ID number on personal application from PTT Central Directorates.

2- Applications; It will be received electronically via the e-Government link, which will be published in the "Announcements" section of the icisleri.gov.tr ​​website of our Ministry between 17-21 June 2022. However, for convenience, candidates will be able to access the "Ministry of Interior Candidate Profile Information Editing and Exam Application" link between 14-16 June 2022 and edit the current / latest version of their profile information and use this information during the exam application. In order to complete the exam application, it is necessary to first edit the profile information and apply to the module between 17-21 June 2022. Editing the profile information alone does not constitute a right for the exam application.

3- Since the applications will be received electronically, applications by mail or in person will not be accepted.

4- When accessing the "Ministry of Interior Candidate Profile Information Editing and Exam Application" link via e-Government, identity, education, military service and YDS information are automatically displayed. Candidates with missing or incorrect profile information must contact the relevant institutions and make the necessary corrections. For convenience, the process of editing candidate profile information can be done between 14-16 June 2022, as well as between 17-21 June 2022, during the application.

5- Candidates who will apply with their higher education graduation information; Education information comes automatically from the Higher Education Institution via e-Government. Candidates who have errors/incompleteness in their information or who do not receive graduation information from the Higher Education Institution are required to have their information updated via YÖKSİS by contacting the relevant units of the university they graduated from in order to add/correct them. Otherwise, candidates in this situation will not be able to apply for the exam.

6- Candidates who will apply with their high school or equivalent school graduation information; Education information (candidates who graduated after 2008) comes automatically from the Ministry of National Education via e-Government. Candidates who graduated before 2008 are required to upload their high school or equivalent school graduation diploma to the module via the "Add High School Graduation Information" button on the "Education Information" tab on the left side of the Profile Edit page. Otherwise, they will not be able to apply.

7- Candidates who have graduated from education institutions in the country or abroad and who have the equivalence of the education level sought in this announcement, should upload their equivalence documents to the system in pdf or jpeg format instead of diploma or graduation certificate.

8- Military service information of male candidates is automatically received from the Ministry of National Defense, and candidates with errors in their information are required to tick the relevant box and enter their current information manually, and upload their military status documents in pdf or jpeg format to the exam module.

9- Candidates who apply for the title of Translator-Interpreter (in English); YDS information comes automatically, and candidates who certify that they know a foreign language at least (B) level from another document with international validity (CPE, CAE, TOEFL iBT and PTE ACADEMIC) must upload their documents to the system.

10- Candidates who apply for the title of programmer also receive YDS information automatically, and those who certify that they know a foreign language at least (D) level from another document with international validity (CPE, CAE, TOEFL iBT and PTE ACADEMY) must upload these documents to the system.

11- Candidates whose photos do not automatically appear on the "Personal Information" page of the application opened via the "Ministry of Interior Candidate Profile Information Editing and Exam Application" link on the e-Government, can be found on the "Personnel Identity Card" website of the Personnel General Directorate of our Ministry. It is obligatory to upload the photograph (600×800 dimensions, 300dpi resolution) to the module in pdf or jpeg format, which was taken in accordance with the specifications in the “Photo Standards to be Used in Personnel Identity Card” section of the “Photo Card” tab.

Among the candidates who entered their profile information between 12-14 June 16, those who want to use this information while applying for the exam will be able to proceed to the application steps by clicking the "Update My Profile Information / Continue" button after checking the accuracy of their information.

13- Candidates who complete their application electronically and are sure that their information is correct, must click the "Complete Application" button. Otherwise, the applications of the candidates who do not perform this process will not be recorded in the system, and the candidates in this situation will not be able to claim any rights.

14- Candidates who realize that there are missing or errors in their information between the application dates or who want to make changes in their preferences should cancel their applications by clicking the "Cancel My Application and Reapply" button until 21:2022 on 17 June 30 at the latest, and click on the screen that they want to change. need to update their information. Candidates who have completed the update process must press the "Complete Application" button before 17:30. Otherwise, the applications of the candidates who do not perform this process will not be recorded in the system, and the candidates in this situation will not be able to claim any rights.

15- A maximum of 3 choices will be made for the position title/place announced. Candidates can choose more than one province/Ministry center for a position title, as well as a single province or more than one province/Ministry centre, for the position title they have chosen more than once.

16- After the application process is completed, the process of determining candidates up to 5 times the number of position titles announced; Only one place (central or provincial) and position title will be realized, taking into account the preference order of the candidates, starting from the candidate with the highest score according to the KPSS score.

17- Candidates whose contracts are terminated by their institutions or whose contracts are terminated unilaterally while they are working full-time in 4/B contract personnel position titles in public institutions and organizations are taken from their old institutions in order to document that they have completed the one-year waiting period (before 21 June 2021). Approved service document” in pdf and jpeg format should be uploaded to the module at the time of application.

18- Candidates who will apply for the title of attorney position should upload the Attorneyship license approved by the bar association or notary public to the module in pdf or jpeg format.

19- Among the candidates who will apply for the title of Archive Specialist; Candidates who did not graduate from any of the Information and Documentation Management, Documentation and Information, Archiving or Librarianship undergraduate programs, but graduated from undergraduate departments that include at least one of the Ottoman Paleography, Arabic, Persian courses in their program, must upload their approved transcript documents showing this to the module in pdf or jpeg format. .

20- Candidates who will apply for the title of Support Personnel (Driver) are required to enter the "driver license serial number" (the serial number consisting of 6 digits on the back of the driver's license) by uploading the driver's license (back and front) to the module during the application.

21- Candidates who will apply for the title of Protection Security Officer are required to upload their "Private Security Officer" ID card with the inscription "Armed", which has not expired, to the module in pdf or jpeg format.

22- After the candidates complete their applications, click the "Complete My Application" button and save their application to the module, "Your application is complete." warning will appear on the screen, and they can print the Job Request Form by clicking the "Download Job Request Form" button on the same screen, or they can also print the Job Request Form from the "My Applications" tab in the application opened via the "Ministry of Interior Candidate Profile Information Editing and Exam Application" link. They will be able to take the printout of their form whenever they want.

23- The applicants are responsible for making the application process error-free, complete and in accordance with the issues stated in this announcement and uploading the required documents to the module. Candidates who do not comply with these issues will not be able to claim any rights.

24- The applications of the candidates who are entitled to participate in the oral exam according to their KPSS type/score and preferences will be examined by the Ministry or the relevant Governorships to participate in the oral exam. As a result of the examination, the applications of the candidates who do not meet the application requirements will not be accepted, and the candidates in this situation will not be able to claim any rights.

25- Applications that are not duly and/or not made on time, and missing or incorrect exam application documents will not be accepted.
