Electronic Monitoring Center located in the Security and Emergency Coordination Center (GAMER) of the Ministry of Interior was introduced. In the program in which Deputy Minister Muhterem İnce also took part, Sibel Özdemir, Director of the Department of Public Security of the General Directorate of Security (EGM), Department of Combating Domestic Violence and Violence Against Women, gave information about the Center.
Stating that our Ministry carries out its activities with the understanding of "zero tolerance towards violence", Özdemir said that all law enforcement personnel are constantly trained in order to make them sensitive at the highest level in the fight against violence against women and to establish their processes professionally.
Sibel Özdemir said that communication with the victim is the main focus of the training, that law enforcement personnel should know their powers and responsibilities and that they should use these powers and responsibilities without hesitation.
5 More Language Options Are Added to KADES Application
Özdemir stated that the Women's Emergency Support Application (KADES), which was put into practice on March 24, 2018 with the motto "Women against violence with one click", reduced the period of reporting violence to the minimum level, and gave the following information: The KADES application has been downloaded by 3 million 700 thousand women to date. and about 400 thousand notifications were received through this system. All notifications are responded to within an average of 5 minutes.
KADES application has been translated into different languages and started to be used in order to reach more people so that they can request help as soon as possible in line with their grievances. These languages started to be used as English, French, Russian, Arabic and Persian on March 1, 2021 in the first place. In line with this purpose, studies are continuing rapidly to increase the language option from 5 to 10, which is not Turkish. Our added 5 languages are Spanish, German, Uzbek, Kyrgyz and Kurdish.”
Branch Manager Sibel Özdemir noted that the electronic handcuffs application was implemented by our Ministry on January 25, 2021 with a monitoring capacity of 500, and since this date, efforts have been continuing to actively monitor and control cases, and to intervene in case of possible violence.
“We Added a Panic Button to the Monitoring Unit”
After the presentation, information and promotion regarding the electronic handcuff application and other activities were given at the Electronic Monitoring Center.
Stating that the center acts in line with court decisions, Özdemir noted that one of the most effective protection methods in protecting women who are victims of violence against the perpetrator is the application of electronic handcuffs.
Özdemir explained that the court's decision not to approach the victim more than the specified distance is followed up in the Electronic Monitoring Center with electronic handcuffs and victim monitoring unit.
Introducing the electronic handcuff attached to the ankle of the perpetrator, Özdemir stated that they can see where the perpetrator is on the map. Sibel Özdemir said, “The perpetrator can go wherever he wants, it is not fixed, it is not in the form of house arrest. On one condition, that he does not approach the person he perpetrated, that is, the person we refer to as the victim.” said.
Özdemir explained that they added the panic button to the monitoring unit, and that the victim of violence can communicate with the monitoring center once they press the panic button.
Emphasizing that the perpetrator should never approach the victim, Özdemir said, “Well, what happens if he does? What if he tries to remove the clamp? It falls to us to report all of them as violations. If the charge drops below 30 percent, the warning goes off. We warn the obligee. If the perpetrator tries to remove the electronic clamp attached to his ankle, it comes as a violation, our intervention procedure begins. Or he approached the victim and attempted to enter the area we marked on the map, which we defined as the forbidden zone, and our intervention procedure begins in the same way.” he said.
Stating that the victim, perpetrator and the law enforcement unit in the relevant province were searched simultaneously with the intervention procedure, Özdemir said, “We warn the victim that he/she should keep himself in a safe zone and that the perpetrator may approach him. We warn the perpetrator to leave that area. Considering the possibility that he will continue with his possible attempt, we direct the law enforcement team to the current location as we see their location and ensure that the suspect is removed from that area without approaching the victim again. We have not had any problems so far.” said.
“One Thousand 200 Cases Tracked So Far”
A press member asked, “How many minutes does it take for law enforcement officers to arrive at the crime scene?” Özdemir said, “Very short time. Because dispatching the closest team is important here. The distance we call the minimum distance is determined for this in court decisions. For example, a thousand meters or 500 meters. The period determined by considering the intervention time of the law enforcement and taking the opinion of the law enforcement agency. This period may vary according to each province. he said.
“What kind of interference takes place in places such as the subway where the signals are cut off?” Özdemir answered the question, “For example, our unit does not receive a signal and it drops as a warning when it is stationary and does not move for a certain period of time. We warn him. We say 'move'. It can be either the victim or the obligee. Through this unit, we can reach both the perpetrator and the victim, and they can also reach us.” gave the answer.
Noting that the software and devices used are domestic and national, Özdemir said, “So far, 200 cases have been followed with this application. We still have 580 ongoing cases. This system is active in the center here, working 7 hours a day, 24 days a week.” gave the information.
