The Ministry of National Education took another giant step to activate the quality assurance system in schools and established a new inspection system.

The Ministry of National Education has recently focused on schools. In order to strengthen the school climate, on the one hand, education and support for students, teachers and school administrators is emphasized, on the other hand, the educational environments of the schools are constantly enriched. After the transition from central planning to school-based planning in teachers' professional development training, a giant step has now been taken to activate the quality assurance system in schools. A new inspection system was established.

Education inspectors presidency is established in each province.

While previously the inspection system consisted of only the inspection and investigation legs, the functions of guidance and supervision, monitoring and evaluation were also included in the functions of inspection in the new system. In order to fulfill these functions, “Education Inspectors Presidency” is established in each province. The heads of education inspectors will meet at least once a year under the chairmanship of the head of the inspection board. With these meetings, differences in the implementation of the quality assurance system between the provinces will be prevented, and a consistent and interrelated structure will be established with the processes and results in audit and guidance activities.

Every school will be audited

With the new Quality Assurance System put into practice, schools will prepare their own self-evaluation reports. Schools will clearly reveal their targets in education indicators in the report and will do the necessary work to achieve the targets. According to the self-evaluation reports, each school will be inspected at least once every 3 years and guidance support will be provided. The implementation of the curriculum in schools and student achievements will also be within the scope of supervision. With the implementation of the curricula, the students' achievement of achievements will be constantly monitored. It will not be waited for 3 years for the audit. Pre-evaluation of self-evaluation reports will be made and some schools will be audited every year, depending on their urgency. Especially private dormitories will be inspected every 6 months.

Monitoring and evaluation of education in provinces

The self-evaluation reports of their schools will be the source of the targets that each province will set based on education indicators. In addition to schools, monitoring and evaluation studies will be carried out throughout the province. The education inspectors' presidency will carry out monitoring and evaluation studies for the provinces, and support will be provided by the Ministry in order for the provinces to achieve their goals.

Making an assessment on the subject, Minister of National Education Mahmut Özer said:

“As the Ministry, we have established a new system in the inspection system. In the new system, there will not only be the traditional examination and investigation function, but also the functions of providing supervision and guidance support for schools and monitoring, evaluation and guidance support for provinces. Thus, we have established a quality assurance system that allows the continuous improvement of the quality of education. Every school will now focus on improving the quality of education. As the Ministry, we will provide our schools and provinces with the necessary resources to achieve their goals in education indicators. We will also provide guidance support. This is a very important step for quality in our education history… Now, an organic system has been established that constantly monitors and evaluates the quality of all components of the education system, from the school to the district, from the province to the Ministry, and provides guidance service. We have also completed the necessary legislative infrastructure for the establishment of this system. The Regulation on Education Inspectors of the Ministry of National Education, which we prepared after the Presidential Decrees No. 78 and 87 were published, was also published in the Official Gazette dated March 1, 2022 and numbered 31765. We are establishing education inspectorships in all our provinces. In order to meet the need for education inspectors in our provinces, we started the recruitment process of 750 assistant education inspectors.”
