Stating that 80 percent of the fiber infrastructure cost in Istanbul is due to excavation, ISTTELKOM AŞ General Manager Yücel Karadeniz said that transferring the excavation permit authority from IMM to the district municipalities increased bureaucracy and caused a waste of time and resources. Karadeniz said, “As IMM, we are ready to make sacrifices in order to improve the quality of life of Istanbul residents.”

Yücel Karadeniz, general manager of ISTTELKOM AŞ, a subsidiary of Istanbul Metropolitan Municipality (İBB), said that bureaucracy and waste of resources are the most important obstacles in the development of technological infrastructure. Stating that 80 percent of the costs in fiber infrastructure are excavation and construction works, Karadeniz pointed out that establishing their own infrastructures for each of the internet service provider institutions creates serious costs. Underlining that repeated infrastructure investments in the same regions must be prevented, Karadeniz stated that this way, the national cost can be significantly reduced and the projects can gain momentum.

FIBER INFRASTRUCTURE NOW REQUIRES 39 SEPARATE PERMISSIONS

Reminding that with the legislative change in fiber infrastructure in December 2020, the excavation license permission was obtained from the Metropolitan Municipalities and given to the district municipalities, Karadeniz said that the organizations that want to invest in Istanbul had to get approval from a different administration in each district and from 39 different districts throughout the city. “Current policies and regulations cannot provide the right conditions for broadband deployment,” Karadeniz said.

Stating that the need for fast and high quality internet was more clearly understood during the pandemic process, Karadeniz said, “The fiber subscriber rates of our country have fallen far behind developed countries with 5-7 percent levels. We are ranked 105th in fixed broadband internet and 54th in digital quality of life index in the world. We must see broadband as a strategic element for development in every field and make use of the domino effect of fiber infrastructure. We want to offer the best digital experience to Istanbul residents and improve their quality of life.”

IMM IS READY TO SACRIFICE FOR JOINT INVESTMENT

Yücel Karadeniz stated that the cooperation between local governments and telecom companies is very important for the more effective dissemination of fiber infrastructures and said:

“The commissioning of this application as soon as possible will provide great benefits for the transformation of our country into an information society. As İBB, we are ready to make any contribution and sacrifice in this regard. Together with our stakeholders, we will always continue to support the solution.”

İBB EXPANDS ITS FIBER INFRASTRUCTURE

IMM in the last year; In addition to Istanbul Bus Terminal, social facilities, metro stations, Miniatürk, Yenikapı Cultural Center, IMM Solution Centers, Institute Istanbul İSMEK, Atatürk Forest, Yıldız Park, Kemerburgaz City Forest, fiber infrastructure has been delivered to nearly 1.000 other important points. With the new works of IMM, the length of common broadband (fiber) infrastructure in Istanbul has been increased to 3 km. The works carried out by ISTTELKOM AŞ, the telecommunication subsidiary of IMM, continue uninterruptedly in Bakırköy, Büyükçekmece, Gaziosmanpaşa and Beylikdüzü districts.

According to the Information Technologies and Communications Authority (BTK) data for the third quarter of 2021; Fiber cable length in Turkey is 3 thousand 455 km and in Istanbul 219 thousand 60 km.
