In the statement, it was stated that the tender processes were carried out with great care by the Metropolitan Municipality, but the objections made to the Public Procurement Authority (KIK) were expected to be concluded.

“Due to the statement of AK Party İzmir Provincial Chairman Kerem Ali Continuous regarding the prolongation of the tender process for the Buca-Onat Street and Intercity Bus Terminal and Ring Road Connection Road Project, which is one of the biggest investments of İzmir Metropolitan Municipality, it has become necessary to make a statement.

Izmir Metropolitan Municipality continues its works with great determination and determination to complete the tunnel and viaduct project that will directly connect the Izmir Intercity Bus Terminal to the city center. 2 percent of the construction of 2 viaducts, 1 highway underpasses and 96 overpass, constituting the first phase of the project, which will connect Buca and Konak and will be the lifeblood between the bus station and the city center, has been completed.

The contractor company, which won the tender for the other stage, which includes the longest highway tunnel in Izmir, applied for the liquidation of the work based on the temporary fourth article of the Law No. 4735, titled “Liquidation and Transfer of Contracts”, and the construction works in the tunnel, whose 250 meters were completed, stopped.

For the continuation of the project, 19 willing companies submitted bids to the tender held on 2021 August 25, Deha Infrastructure Anonim Şirketi-Feza Taahhüt Anonim Şirketi (Joint Partnership) submitted the most advantageous offer with 540 million 567 thousand 716 TL, and Özkar İnşaat was in the second place with 559 million TL. The proposal of Sanayi ve Ticaret Anonim Şirketi has taken place. The decision approved by the tender authority on 10 September 2021 has been notified to the bidders.

Thereupon, Özkar İnşaat Sanayi ve Ticaret Anonim Şirketi on September 16, 2021, and Yüksel İnşaat A.Ş. on September 20, 2021. – Makimsan Asphalt Contracting. Ins. Singing. and Tic. Inc. The business partnership filed a complaint with the administration.

Complaint applications were rejected by the decision of the tender authority on September 21, 2021 and September 22, 2021, respectively.

On September 28, 2021, Özkar İnşaat Sanayi ve Ticaret Anonim Şirketi; On October 1, 2021, Yüksel İnşaat A.Ş. – Makimsan Asphalt Contracting. Ins. Singing. ve Tic. Inc. The business partnership filed a complaint with the Public Procurement Authority. Upon the objections in question, the decision taken by the Public Procurement Authority regarding the determination of the corrective action dated October 20, 2021 was notified to the Izmir Metropolitan Municipality on October 27, 2021. Based on the corrective action decision, from Deha Infrastructure Anonim Şirketi-Feza Taahhüt Anonim Şirketi Joint Venture on November 1, 2021; Within the scope of the “extremely low” offer statement, the GCC was requested to submit the documents that were found to be missing and requested to be completed.

With the letter dated 8 November 2021, the documents in question were sent to Izmir Metropolitan Municipality by Deha Infrastructure Anonim Şirketi-Feza Taahhüt Anonim Şirketi, and after the examination and evaluation made by the commission, the explanation was deemed appropriate. On 24 November 2021, 540 million 567 thousand 716 TL was determined as the most advantageous first offer by Deha Infrastructure Anonim Şirketi – Feza Taahhüt Anonim Şirketi Joint Venture, while 559 million TL offered by Özkar İnşaat Sanayi ve Ticaret Anonim Şirketi was determined as the second most advantageous offer. The second finalized tender decision was approved and notified to the bidders.

After the notification of the second finalized tender decision, Özkar İnşaat Sanayi Ve Ticaret Anonim Şirketi made a new complaint to the administration on 3 December 2021, the complaint was rejected on 10 December 2021 and the decision was notified to the bidders.

The evaluation process of the objection initiated by the Public Procurement Authority, due to the rejection of the complaint, has been filed by the bidder to the Public Procurement Authority on 20 December 2021.

As it can be seen, the tender process, all details of which have been given above, is carried out by the Izmir Metropolitan Municipality, taking into account the public interest and within the framework of the principle of transparency, so that the project can continue.

It is also obvious that there are very small differences between the proposals that are the subject of the objection, and therefore, there is no case to be taken into account in terms of excessive lowness.

It is essential that the relations of local administrations, which are public institutions, with state institutions are carried out within the framework and procedures drawn by the laws. We sincerely thank Mr. Provincial Chairman Continuous for the offer of support, which we believe to be sincere, but we believe that it is a "systemic" necessity for state affairs to run smoothly without the need for the mediation of local or national representatives of the ruling party.
