In order to increase the access of special education students to kindergartens, the Ministry of National Education expanded the number of special education kindergartens in 2019 provinces across the country to 28 in 81, increasing the number from 52 to 135. The Ministry aims to increase the number of special education kindergartens to 300 by the end of this year.
The Ministry of National Education continues to expand access to pre-school education in 81 provinces. In this context, the preschool enrollment rate in the 5-year-old group increased from 5 percent to 78 percent in a short period of 90 months.
The Ministry has also started to expand kindergartens for special education students. In this context, there were 2019 special education kindergartens in 28 provinces across Turkey in 52. Deciding to establish special education kindergartens in all provinces with a new study, MEB completed its studies and started to serve in special education kindergartens in 81 provinces. In addition, the number of special education kindergartens was increased according to the situation of the provinces.
165 more special education kindergartens will be opened this year
In this context, the Ministry of National Education, which increased the number of special education kindergartens in 2021 provinces to 81 by the end of 112, opened 23 special education kindergartens in the first two months of this year, increasing the number of special education kindergartens to 135. The ministry will open 165 more special education kindergartens this year to increase access to special education kindergartens.
In his evaluation on the subject, Minister of National Education Mahmut Özer stated that they attach importance to accessibility as much as the quality of the service provided in special education.
Stating that while increasing the quality of the service provided on the one hand, they ensured easy access to these services by the citizens in 81 provinces on the other hand, Özer noted that they expanded the special education kindergarten network serving in 28 provinces to 2021 by the end of 81 and increased the number of special education kindergartens to 112.

Minister Özer made the following statements: “Our special education kindergartens, which were only in 28 provinces before, have now started to serve in 53 provinces with the newly opened kindergartens in 81 provinces. We are very happy to have provided at least one kindergarten to serve in our 81 provinces. We increased the number of special education kindergartens in 81 provinces to 2021 by the end of 112. Thus, there is no province left without a special education kindergarten. On the other hand, we are trying to increase the number of special education kindergartens, especially by focusing on our metropolitan cities. We aim to put 188 new special education kindergartens into service this year. Within the scope of this goal, we opened 23 new special education kindergartens in the first two months of the year. We have also completed all our planning for 165 new special education kindergartens. With the construction of these kindergartens, we will realize a significant increase in the number of special education kindergartens and increase the number of special education kindergartens to 300.”
