Minister of National Education Mahmut Özer stated that the enrollment rate at the age of 11 has exceeded 419 percent in 5 provinces and 95 districts and said, “It is over 10 percent in 29 provinces, 90 of which are metropolitan cities. By the end of the year, we will complete the educational institution capacity for this age group to 100 percent, and we aim to increase the rate of schooling at the age of 5 to 100 percent with the increase in capacity.” said.

Minister of National Education Mahmut Özer stated that their primary goal as the Ministry is to increase equality of opportunity in education, and in this context, they continue to work uninterruptedly to increase schooling rates at all levels.

Stating that scientific data point out that pre-school education has a critical importance in reducing the achievement gaps among students, Özer emphasized that for this reason, they attach greater importance to pre-school among all levels in accessing education.

Özer said that they will build 3 new kindergartens and open 40 new kindergartens by the end of the year, thus increasing the schooling rate from 3 percent at age 14 to 50 percent, at age 4 from 35 percent to 70 percent, and at age 5 from 78 percent. He said that they will reach the capacity to increase it to 100 percent.

Noting that they opened 81 kindergartens and 59 kindergarten classes in a short period of 7 months as a result of their hard work in 5 provinces to increase schooling rates, Özer said that they increased the schooling rate for 5-year-olds from 78 percent to 90 percent.

“We have commissioned alternative models”

Stating that they will complete the educational institution capacity for this age group to 100 percent by the end of the year, Özer made the following assessments:

“With the increase in capacity, we aim to increase the rate of schooling at the age of 5 to 100 percent. Together with the kindergartens and kindergartens that we have just opened, the schooling rate at the age of 11 has exceeded 419 percent in 5 provinces and 95 districts. In 10 provinces, 29 of which are metropolitan cities, it exceeded 90 percent. In 125 districts, the number of 5-year-old children who cannot go to school is less than 5. We have activated alternative models for these children's access to education. We will not have any children left without pre-school education with home-based models such as the mobile teacher classroom, the transport center nursery class and My Play Chest. With the construction of 1.506 kindergartens, the process is proceeding as planned. Land determination studies for the construction of the remaining 3 kindergartens are continuing.”

“Access to pre-school education was among the decisions of the Council”

Minister Özer reminded that increasing access to pre-school education was among the decisions taken unanimously at the 1th National Education Council convened on 3-2021 December 20.

Minister of National Education Özer continued his words as follows:

“In the book '180 Days Back to Face-to-Face Education', which we published the previous day, there is also the extent to which council decisions are included in practice. Necessary physical, human and financial means should be provided in order to increase the 5-year-old schooling rate taken in the council to 100 percent in the short term. In addition, access to education should be increased for 3-4 year olds.' We will continue to work uninterruptedly in line with their decisions. In particular, in order to facilitate access to pre-school education for disadvantaged regions and groups, different types such as mobile teacher classroom, mobile classroom, transportation center kindergarten, summer education, bussed education, home-based education, community-based early intervention model, mobile kindergarten We will continue to implement the models.”

Stating that 5 years old is a priority, but they are working to increase the schooling rate in the 3-5 age group, Özer pointed out that the schooling rate in the 3-5 age group has increased from 45 percent to 49 percent.

Noting that when the investments are completed by the end of 2022, the schooling rate for the 3-5 age group will increase from 45 percent to 76 percent, Özer said, “Therefore, a very important improvement in the pre-school enrollment rate and a significant progress and improvement in pre-school education as in other levels. We will get better.” he said.
