The Proposal for the Teaching Profession Law was submitted to the Presidency of the Turkish Grand National Assembly. The teaching profession will be divided into three career steps as “teacher”, “expert teacher” and “head teacher” after the candidate teaching period. Those who receive the title of specialist teacher or head teacher will be awarded a degree separately for each title. The education compensation paid to specialist teachers will be increased from 20 percent to 60 percent, and the education compensation paid to head teachers will be increased from 40 percent to 120 percent.

With the proposal, it is aimed to arrange the appointments and professional development of teachers in charge of carrying out education and training services, as well as their progression in the career ladder.

Teaching is defined as a specialty profession that undertakes education and training and related management duties. Accordingly, teachers will be obliged to fulfill their duties in accordance with the aims and basic principles of Turkish national education and the ethical principles of the teaching profession. Working conditions of teachers will be arranged to achieve the objectives set for improving the quality of education. Preparation for the teaching profession; general culture, special field education and pedagogical formation / teaching profession knowledge will be provided. teaching profession; The candidate will be divided into three career steps as “teacher”, “expert teacher” and head teacher after the teaching period.

The qualifications to be sought in teacher candidates in terms of general culture, special field education and pedagogical formation / teaching profession knowledge will be determined by the Ministry of National Education. Teachers will be selected from among the graduates of higher education institutions that train teachers and foreign higher education institutions whose equivalence is accepted.

Candidate teaching, without prejudice to the provisions in its special legislation, will graduate from higher education institutions determined by regulation in addition to the conditions listed in the relevant article of the Civil Servants Law in order to be appointed as a candidate teacher. According to the Security Investigation and Archive Research Law, the conditions for having made a security investigation and/or archive research and being successful in the exams to be held by the Ministry of National Education and/or the Measurement, Selection and Placement Center will be sought.

The nomination period cannot be less than one year or more than two years. During this period, the place of duty of candidate teachers cannot be changed, except for necessity. Prospective teachers will be subjected to the Novice Teacher Training Program, which consists of training and practice. Candidate teachers who are successful as a result of the evaluation made by the Candidate Evaluation Commission at the end of the nomination process will be appointed to teaching.

In the evaluation made by the Candidate Evaluation Commission at the end of the program, those who are found out to do not have any of the qualifications for appointment, those who lose any of the conditions for appointment during the candidacy period, those who are punished with a salary cut or the graduation stoppage during the candidacy process, those who do not participate in the Candidate Teacher Training Program foreseen for novice teachers without an excuse. Those who fail will be dismissed and they will not be admitted to the teaching profession for 3 years.

According to the Civil Servants Law, those who have been appointed to the main civil service by removing their candidacy in accordance with the Civil Servants Law, among those who should be terminated from their duties, will be appointed to the staff with the title of civil servant in accordance with their earned right monthly degrees. The formation of the Candidate Teacher Training Program and the Candidacy Evaluation Commission, which is the basis for the training of teacher candidates during the nomination process, and other procedures and principles regarding the candidate teaching process will be regulated by a regulation.

Teaching career ladder

With the proposal, the teaching career steps are determined. Accordingly, those who have at least 10 years of service in teaching, including candidate teaching, have completed the Specialist Teacher Training Program, which is not less than 180 hours for professional development, and the minimum studies foreseen for expert teaching in the fields of professional development, teachers who do not have the penalty of stopping their progression, can be given the title of specialist teacher. can apply for the written exam. Those who score 70 and above in the written exam for the title of expert teacher will be considered successful. An expert teacher certificate will be issued to those who are successful in the written exam.

Those who have completed the Head Teacher Training Program for at least 10 hours for professional development and who have completed the studies foreseen for the head teacher in the fields of professional development, among the expert teachers who have at least 240 years of service in specialist teaching and who are not punished for the title of head teacher, can apply for the written exam for the title of head teacher. . Those who score 70 and above in the written exam will be considered successful. Those who are successful in the written exam will be given a head teacher certificate.

Those who have completed their master's education are prescribed for the title of specialist teacher; Those who have completed their doctorate education will be exempted from the written exam for the title of head teacher.

The periods spent in educational institution management and contracted teaching will be taken into account in the calculation of the teaching period.

From the date when the appointment from the title of teacher to this duty was approved by the supervisor authorized to appoint; The title of expert teacher or head teacher will be used as of the date of issue of the expert teacher/head teacher certificate. Teachers who change their field after gaining the title of specialist teacher or head teacher, or whose field has been removed or whose field has been changed by relevant regulations, will continue to use the titles they have earned.

Those who receive the title of specialist teacher or head teacher will be awarded a degree separately for each title. Those who have been sentenced to stop their progression will be able to apply for the title of expert teacher or head teacher after their punishment is deleted from their personnel file. The procedures and principles regarding the advancement in the career steps of the teaching profession will be regulated by regulation.

Additional indicators and compensations

In cases where there is no provision in the proposal, the provisions of the Primary Education and Education Law, the Civil Servants Law, the National Education Basic Law and other laws that do not conflict with this regulation will be applied.

With the amendment made in the Civil Servants Law, the education and training compensation of those who have the title of expert teacher and head teacher is being improved. The education compensation paid to specialist teachers is increased from 20 percent to 60 percent, and the education compensation paid to head teachers is increased from 40 percent to 120 percent.

The additional indicators of teachers working in the first degree staff are increased to 3600. It is envisaged that teachers with other degrees will also be adjusted according to this increase. While the additional indicator was determined as 3000 for the teachers in the second degree and 2200 for the teachers in the third degree; it will be 1600 for the fourth degree, 1300 for the fifth degree, 1150 for the sixth degree, 950 for the seventh degree, and 850 for the eighth degree. This article will enter into force on January 15, 2023.

With the amendment made in the relevant article of the Decree-Law on Institutions Providing Private Accommodation Services and Some Regulations, it is foreseen that contracted teachers will be allowed to relocate due to their life safety and health excuses.

Since the issues related to teaching and the qualifications and selection of teachers are regulated with this proposal, the relevant articles of the National Education Basic Law are repealed.
