Minister Özer Announced the Details of the New Era That Will Increase Employment in Vocational Education

Minister of National Education Mahmut Özer stated that a new era will begin in vocational education with the regulation that includes state contribution to vocational training internship, which was accepted in the General Assembly of the Grand National Assembly of Turkey, and that "I cannot find the employee I am looking for" in the labor market. He said he had no excuses.

Minister of National Education Mahmut Özer evaluated the Bill of Law on Making Amendments to Some Laws, including state contribution to vocational training internship, which was accepted in the General Assembly of the Grand National Assembly of Turkey.

Stating that vocational education centers are a type of education in which students receive vocational education in real environment once a week at school and other days in the enterprise, Özer stated that vocational education centers are the equivalent of natural vocational education in Germany in Turkey.

Pointing out that the employment rate in vocational training centers is very high, at 88 percent, Özer expressed that they want to increase the capacity of vocational training centers.

Explaining that two important changes were made in the Vocational Education Law No. 3308 for this, Özer emphasized that they took a step towards an improvement regarding the regulation that provides advantages for both employers and students attending vocational training centers.

“The regulations will contribute to the development of the professional skills of the students”

Reminding that these two regulations were accepted in the Grand National Assembly of Turkey, Özer said: “As you know, those who are successful at the end of 3 years of education graduate from vocational training centers as journeymen, and those who are successful at the end of four years as masters, and these students graduate every month during their four-year education. They are paid one-third of the minimum wage. Students who became journeymen at the end of their 3rd year continued to be paid one-third of the minimum wage. This situation has been improved. In other words, journeymen will now be paid half the minimum wage, not one third. This will create a very important incentive for the orientation of students to vocational training centers.”

Pointing out that this regulation also has a part about employers, Özer said, “The employer paid one third of the minimum wage received by the students who attended the vocational training center every month. If the number of employees was less than 20, the state was paying back two-thirds of one-third to the employer.” shared his knowledge.

Expressing that the state will take the financial burden on the employer with this new regulation, Özer underlined that the employer will only have master trainers for 4 years and will make a great contribution to the development of the vocational skills of the students, thus underlining that the vocational training centers will be an attractive type of education.

Noting that the employer will want to employ the student when they graduate, Özer said, “The employment rate in vocational training centers is very high, around 88 percent, this rate will increase even more. Vocational training centers are a type of education in which approximately 160 thousand students receive education.” used the phrase.

Stating that the biggest advantage here is that anyone with a secondary education degree can receive education at the vocational training center and therefore there is no age limit, Özer said, “We want to use the vocational training centers as the most important instrument to reduce the youth unemployment rate in Turkey.” made its assessment.

“Young people will have financial advantages”

Minister of National Education Özer stated that President Recep Tayyip Erdoğan emphasized the regulation in the Vocational Education Law No. 3308 in the improvement of employment in the Economic Reform Package and continued as follows: “Therefore, these two regulations have been realized. Indeed, a new era in vocational education will begin. 'I can't find the employee I'm looking for' in the labor market. excuse will be removed. Because there will be no financial obligation in front of the employer regarding the training of the personnel sought in vocational training. At the same time, our young people will also have financial advantages related to attending the vocational training center. They will be paid half the minimum wage while continuing their education.

There is an additional regulation in the current Vocational Education Law No. 3308. This was also in effect before the new regulation. Our students are also insured against work accidents and occupational diseases. What we, as the Ministry, want from now on is to establish an on-site vocational training center and to train the need for personnel and human resources in the business where that sector actively works from now on.”
